2 Water Supply/Flood Control Dave Benner (FPC) provided a summary of the current reservoir operations and water supply forecasts, snowpack estimates, and ESP runoff volumes. See the attached document. Juvenile Fish Passage Status For passage indices on May 29, 2018, please see the attached document. For updated indices, use the FPC website. The Grande Ronde trap is done sampling for the season. Numbers had been decreasing at that trap over the last few days. Yearling Chinook and steelhead numbers are decreasing through the hydrosystem. Subyearling Chinook numbers are increasing throughout the hydrosystem. Ringgold Hatchery has released approximately 1 million subyearling Chinook as part of an emergency release. These fish are suffering from cold water disease and fish health recommended their release. SMP crews are aware and looking out for this release. Unclear if affected fish will even make it to MCN. Condition sampling at McNary has shown some elevated descaling of sockeye in some samples. Sampling is currently every day due to the option of the COE to temporarily operate above the 1% efficiency range. o There has also been elevated mortality of sockeye at Bonneville. o Dave Statler (Nez Perce Tribe) asked if these results indicate problems with the operations above 1%. Brandon Chockley (FPC) pointed out that although there is elevated sockeye descaling, overall sockeye numbers are decreasing. Without unit operations data, it is impossible to see which units operated at the upper end of 1% at what times, to see if there is a correlation with descaling. Paul Wagner (NOAA) asked for an update on Rock Island GBT monitoring, and if they are only using fresh fish. Brandon Chockley (FPC) stated that they are using as many fresh fish as possible, but may not get sufficient sample sizes with that method so supplement with fish from the sample trap. FPC will include proportions of fresh fish when they summarize GBT data for COE in the fall. Brandon Chockley (FPC) pointed out that last year, Unit 3 was out for the summer passage season at Dworshak Dam. Because of anticipated high TDG from spill at DWOR, the crew at Lower Granite did GBT sampling on subyearlings, which is not part of normal sampling at LGR. Since Unit 3 may not be back in service until July, asked managers if they would like to initiate similar sampling for the 2018 season. NOAA does not have an interest in this sampling. o Russ Kiefer (IDFG) said that if there is a lot of spill from Dworshak, he would like to have GBT sampling at LGR. Brandon will find out if it can be done as-needed, or how much lead time there will need to be. o Jay Hesse (Nez Perce Tribe) indicated that he will request that GBT monitoring is conducted in the Clearwater River, similar to what was done in Adult Fish Passage Status Page 2 of 5

Dave Statler (Nez Perce) pointed out that The Dalles has low counts compared to other sites, and window counts must be missing adults. Adult Delay at Little Goose There are currently approximately 7000 adults between Lower Monumental and Little Goose Dams. DART and FPC tools show the possibility of some delay of adults in passing LGS. Total conversion rate is 65% to date. Paul Wagner (NOAA) asked if there was a benefit to maintaining the current operations, which he feels are delaying fish. He recommends limiting spill to 30%, starting at 0400 tomorrow. Dave Swank (USFWS) asked what hours spill would be restricted, since it does not appear that counts peak at any given hour of the day, based on DART tool. Trevor Conder (NOAA) pointed out that adult counts do not reflect entrance into the ladder, since the count window is not near the entrance. PIT-tag and count timing will differ. Dave Swank summarized his position: o Counts at LGS over last three days not what would have hoped o FPC indicator shows that counts are diverging but observed conversion rate within predicted interval but this depends on how many times you refresh/resimulate. Sometimes above lower limit, sometimes right on lower limit. o Concerned with conversion rates between May 16 and May 21. o Paul Wagner (NOAA) indicated that the YTD conversion in 2017 was 99% overall. To date, conversion rate in 2018 is 64%. Jay Hesse (Nez Perce) noted that he has been reviewing FPC Indicator, DART tool, and IDFG spreadsheet model. Spreadsheet model is indicating a differential of 2,500 fish between IHR and LGR to date. Jay indicated he felt some concern, and since the trend in adult passage does not seem to be improving and not seeing an improvement with forecasted flows over next several days (>i.e., 35% spill through early next week). Jay suggested a three day operation of reduced spill and then go back to normal operations. Dave Swank (USFWS) pointed out that with screen cleaning going on at Little Goose, it may not be possible to reduce spill. o Paul Wagner (NOAA) noted that the schedule was for today and tomorrow but COE is inquiring to see if all screens could be cleaned today, instead of taking two days as originally thought. Also inquiring to see if cleaning could be deferred to late afternoon. o Trevor Conder (NOAA) expressed concern that if too much water is ponded to reduce spill, it will be difficult to release without increasing TDG. o Paul Wagner (NOAA) pointed out that ponded water can be released over a longer period of time. o Dave Statler (Nez Perce) reminded FPAC members that last year, the release of ponded water was limited to a TDG of 130% in the LGS tailrace. 4 Russ Kiefer (IDFG) stated that FPAC members should develop an outline of what operations they want, and allow the action agencies to determine the details based on the constraints of the operations. He suggested a combination of 30% spill/ponding, a period of passing inflow, and a period of passing the ponded water. o Trevor Conder (NOAA) added that they should limit the passing of ponded water to the 130% TDG level if possible. o Russ Kiefer suggested requesting the same operation as last year, and to see if the COE can implement. This would be limiting spill to 30% between 4AM and noon, passing inflow from noon to 4PM, and increasing outflow from 4PM to 4AM to pass the ponded water, with TDG not to exceed 130% (approximately 125 Kcfs). Erick Van Dyke (ODFW) stated that he was not as convinced as others about the need for special operations for adult passage, but won t object to the operation. He asked if there would be a way to monitor and analyze the data to assess the success of the operation. o Paul Wagner (NOAA) and Dave Swank (USFWS) pointed out that with the DART and FPC tools related to adult passage, they are not just limited to looking at counts. Brandon Chockley (FPC) asked if the operation is intended to be open-ended, or with a limited time period. Paul Wagner (NOAA) suggested that FPAC meet on Friday morning to discuss the continuation of the operation. o Charlie Morrill (WDFW) stated that he would not object to a change in operations if it is for a limited time, but like Erick Van Dyke he is not sure the delay is a significant impact on fish with the limited data available. Charlie Morrill (WDFW) reported on the fishing catch below LGS. An estimated 210 fish were harvested on Sunday and Monday (the only open days of the fishery). These data should be used as an indicator, not an absolute number. However, WDFW feels that this harvest does not have a significant impact on conversion rates between LMN and LGR. o FPAC members pointed out that if flows had been lower, fishing success would have been higher, with a larger impact on conversion rates. Turbine Operations Outside of 1% BPA has reported that they have not operated outside the 1% range at any of the projects, despite having permission from fisheries managers to do so. Dave Swank (USFWS) stated that he will request data from the COE about when they have operated in the upper range of the 1%. FPAC members asked that FPC analyze condition data and turbine operations when data are available. Emergency Action Plans Paul Wagner (NOAA) distributed the newest draft of the Emergency Action Plans. Page 4 of 5

5 Trevor Conder (NOAA) expressed some concern that shutting off spill is listed as a higher step than changing reservoir ramp rates, and perhaps changing operations at Coulee and Lake Roosevelt should take precedence over shutting off spill and corner collectors. These plans are only in effect for power emergencies from September March. o Tom Lorz (CRITFC) stated that these might not be listed in order of priority, but just a list of potential actions. This will need to be clarified. o Erick Van Dyke (ODFW) said that he is less concerned about these operations since they are not during the spill season. o Charlie Morrill (WDFW) recalled that the actions are not listed in a particular order, because the actions would depend on where the emergency is. Paul Wagner (NOAA) stated that there is still some debate among managers about the MOP excursion. Coordination The next FPAC will be Tuesday, June 5, at 9:00. The next face-to-face FPAC will be Tuesday, June 19, at 10:00. There will be a TMT Wednesday, May 30. Page 5 of 5

The WFA staff make every attempt to keep the counts as up-to-date as possible. Note: at WFA Monday's are extremely busy, as the staff attempt to catch-up with the weekend counts. The Corp of Engineers has stopped shad counting at The Dalles, starting in 2011 on the advice of the Fish Passage Operations and Management (FPOM) committee, made up of NOAA, CRITFC, ODFW, WDFW, IDFW, BPA, and COE biologists. 1) Since the year 2006, Priest Rapids Dam and Wanapum Dam jack counts have included mini jacks. 2) Shad are not counted at Willamette Falls, The Dalles, John Day, Lower Monumental, Little Goose, Rock Island, Rocky Reach and Wells Dams 3) Steelhead counts appear higher at Lower Granite Dam because most years a group which migrated into the river system between October and December overwinters below LGR and continues its migration in early March. 4) As the Army Corp of Engineers no longer collects adult counts from the PUDs, we now get data directly from Chelan, Douglas and Grant Co. PUDs and DART. The steelhead counts include unclipped (wild) steelhead. It is not appropriate to add the steelhead counts and wild steelhead counts together. 5) Unclipped steelhead are counted separately from clipped steelhead at ODFW and Corps dams on the Willamette, Columbia, and Snake Rivers. There are two categories for steelhead 1. Unclipped Steelhead and 2. Total Steelhead (combines unclipped and clipped). There is no distinction between unclipped and clipped steelhead counts at Public Utility projects. 6) Shad are typically not counted at any of the Corps dams after August 31 each year and shad are not counted at all Corps dams. An n/a in the shad columns at Bonneville Dam and Lower Granite Dam after August 31st means that the shad are not being counted. 7) In 2014, Grant County PUD trapped and transported hundreds of Lamprey above Rock Island Dam. Therefore, the ladder counts of Lamprey at Rock Island under estimate the true numbers of lamprey past the project. In 2012, the U.S. Army Corps of Engineers and NOAA Fisheries are currently developing automated counting systems for Lamprey Passage Structures (LPS) installed at Bonneville Dam. In the interest of publishing accurate counts, LPS counts will not be publicly posted in-season until the automated systems are fully operational. The adult counts in this report are based on reporting dates for dams recently established (2000). They are presented in the table below. A report with adult salmon counts based on historical dates (prior to 2000) can be found here. The reporting dates table shows that several dams stop counting fish around November 15th each year. After a dam stops counting fish for the season, only the total number of fish are shown on this report. These data are updated periodically throughout the day. The FPC data retrieving robot searches the web for updated data every 30 minutes in the AM, and every hour in the PM. The last column " Source " shows where the data was imported from: NWACE is imported from the COE's Daily Fish Reports; USACE is from US Army Corps of Engineers fish count pages; CHPUD is from Chelan PUD; GCPUD is from Grant PUD and DGPUD is from Douglas PUD and DART is from the University of Washington's Data Access in Real Time, WFA is imported from ODFW's Willamette Falls website. Some of the sites are several days behind in reporting, but is reported by the COE as zero, so where zeros appear across all rows, the data should be considered as "not yet reported". Wild Steelhead are defined as unclipped fish. Historic counts (pre-1996) were obtained from CRITFC and compiled by the FPC. Historic counts 1997 to present were obtained from the Corps of Engineers.
