1 TOWN OF CAROLINA SHORES BOARD OF COMMISSIONERS SPECIAL CALLED MEETING MINUTES October 23, :30 p.m. Mayor Joyce Dunn called the October 23, 2018 Special Called Meeting to order at 3:30 p.m. Commissioners Present: Bill Brennan, Gere Dale, Greg Davis, Beverly Mayhew and Joseph J. Przywara. Others Present: Jon Mendenhall, Town Administrator and Nicole Hewett, Town Clerk. Absent: None Discussion on Solid Waste: Mr. Mendenhall said Item 1 is we have an update on debris. Mr. Mendenhall said we sent out an to everyone and a Reverse 911. Mr. Mendenhall said debris is complete. Mr. Mendenhall said Item 2 is the Solid Waste proposed changes. Mr. Mendenhall said this meeting was called due to some specific changes at the Convenience Site that have been talked about and proposed. Mr. Mendenhall said there are some action items if you want to go in that direction. Mr. Mendenhall said he would like to turn it over to Commissioner Dale. Commissioner Dale said ever since we had Robin as an attendant for a long time and had uniformity and solidity, we ve had a series of fill-in people; most of which have not been satisfactory and the work ethics were pretty much in accordance with their pay scale. Commissioner Dale said we have a couple of people that were fairly good. Commissioner Dale said he is of the opinion that we can t continue with the number of people that use the Recycle Center to go with the makeshift situation that we ve had with Waste Industries. Commissioner Dale said we need to bite the bullet and staff it with Town employees. Commissioner Dale said he proposes two town employees at 20 hours a week, part-time people. Commissioner Dale said the first person would work Monday and Tuesday for 8 hours and half a day Wednesday and the second person working Thursday and Friday 8:00 am - 4:00 pm and a half a day on Saturday. Commissioner Dale said the pay scale would be $10.00 per hour. Commissioner Dale said he thinks that is acceptable at least from his standpoint to get some fairly quality people that are willing to work there and discharge the responsibilities like they need to be. Commissioner Dale said that is a preamble and he will answer any questions or concerns. Mayor Dunn said Waste Industries desires to remove themselves from that operation and asked Mr. Mendenhall to talk about that. Mr. Mendenhall said the previous current attendant was asked to be removed from the site due to the collection of cash monies for donation purposes, solicitation. Mr. Mendenhall said Waste Industries had a meeting and Commissioner Dale attended. Mr. Mendenhall said we talked about some various things. Mr. Mendenhall said he thinks Waste Industries would really like to remove themselves from the operation and its due to a number of things. Mr. Mendenhall said one, the staff at Waste Industries is not the same as Greg Brinkley retired. Mr. Mendenhall said two, the ability to find good folks through their security company has been very difficult and very, very hard to accomplish. Mr. Mendenhall said a lot of the employees don t want to be at the site and they have made that very clear. Commissioner Dale said there is not a level of responsibility at all. Mr. Mendenhall said they are coming from about 45 minutes away and in some cases, its just a difficult thing. Mr. Mendenhall said we have noticed and most recently noticed that the level of work that we are getting out of each attendant like checking permits and things of that nature seem to drop with each new person that is assigned to the site. Mr. Mendenhall said that is where we are and that is what has led to this. Mr. Mendenhall said Waste Industries offered

2 $1, right out of the gate. Mr. Mendenhall said he views that as a starting point. Mr. Mendenhall said it is a negotiation and the Waste Industries contract is ending at the end of December and this could all be rolled into one. Mr. Mendenhall said a contract negotiation for one calendar year and he wouldn t take it at face value that there are things that can t be negotiated here. Mr. Mendenhall said under Item 3 he would highly recommend that the contract cover all the costs; the whole overhead of fooling with it. Mr. Mendenhall said if Waste Industries is having to deal with finding the employees and dealing with the security company and all the problems over there, he thinks that there is a premium to that. Commissioner Davis said he has felt from the very beginning that no tax dollars are spent, none, not one cent. Commissioner Davis said if it is one cent of tax dollars being spent, his vote will always be no. Commissioner Davis said the $1, a month that they started off with would not cover a 40- hour week at $10.00 per hour. Commissioner Davis said you are talking $22, in salaries plus Social Security Tax, Medicare and Workers Comp., so he wouldn t even attempt to vote for this. Commissioner Dale said he agrees with Commissioner Davis and we have to recognize from a tax standpoint, Waste Industries is getting somewhere close to $44, $45, a year out of the subdivision of Carolina Shores. Commissioner Davis said it is actually a lot more than that Gere, its actually $144, Commissioner Davis said it is $12.00 and some change a month per C.O. Commissioner Davis said a 1,000 homes x $ plus is $144, Commissioner Davis said they have been collecting that for a lot of years. Commissioner Davis said in his eight years of being a Commissioner, excluding what they spend for reimbursement and the compactor they have made $1,000, from Carolina Shores for doing nothing. Commissioner Davis said so if they can t eat the whole cost, plus please remember once we take on these employees there must be a clause in the contract that price will go up according to the raise that we have to give to those employees. Commissioner Davis said if they are collecting tax dollars from all the residents of The Shores, for a service that they don t have to provide they can spend the money. Commissioner Davis said the $1, to him was like a slap in the face. Commissioner Davis said that doesn t even come close, its at least $25, per year plus the increase each year which is still leaving them collecting $120, a year profit for Carolina Shores. Commissioner Davis said it behooves him to say those people over there deserve better. Commissioner Davis said they are paying for better. Commissioner Davis said they are hauling their own garbage and paying twice for it. Commissioner Davis said that is why he told Gere from the very beginning, he would look into this and he will graciously look into it but not one penny of taxpayer dollars could be spent on the attendant or any services that go with that. Commissioner Dale said he doesn t think that anybody would disagree with that. Commissioner Mayhew asked if there is a reason that it is going from 32 to 40 hours or are we just trying to make this more appealing to a part-time worker at 20 hours per week. Commissioner Dale said if we pay an individual 20 hours per week, it is a part-time employee and we have very little extra benefits that are required for part-time employees. Commissioner Davis said why did we jump from 33 hours to 40 hours, we could still maintain the site as it is with two 16 ½ hour employees which would give us more money depending on how the negotiations go with Waste Industries. Commissioner Davis said the proposed hours are fine with him, it s just the cost. Commissioner Dale said the reason he suggested 40 hours was because we have times now that there is a lot of congestion when there are cars backed up all the way to Highway 17. Commissioner Dale said if we have a little more leniency as far as the hours are concerned, hopefully we can spread that out and that is the idea for the 40 hours. Commissioner Davis said he has no problem with that as long as it is funded. Mayor Dunn said people in her community have certain habits as far as what day and time the use the Recycle Center and no matter what you change it to, they are still going to come at that same time. Commissioner Davis said it still comes down to money and Waste Industries is going to have to do a lot more giving. Commissioner Davis said someone needs to point out to them the net profit they are making for 2

3 doing nothing. Commissioner Dale said good point. Commissioner Przywara said when you are calculating the cost of this, you need to look at all the overhead costs such as Julie s time for payroll and any other documentation. Commissioner Davis said for a $10.00 per hour job, it is.67 an hour for social security, is.10 an hour for Medicare and he doesn t know what workers comp is and that alone adds almost $1.00 per hour times 40 hours per week. Commissioner Davis said there is $40.00 more dollars times 52 weeks. Commissioner Davis said right now you are talking another $2, just to cover those incidentals. Commissioner Davis said once they become our employee, we already have a 2% COLA that they would automatically get and they get merit pay that they would qualify for. Commissioner Davis said all of that needs to be built into that. Commissioner Davis said he has one more concern. Commissioner Davis said for us to make this transition, we have to hire two employees at the exact same time because we can t have one and work them 40 hours. Commissioner Mayhew asked what happens if one of the two employees calls out, who covers that shift. Commissioner Przywara said he was thinking the same thing and more than likely Jon will have to pull a full-time staff member or shut it down. Commissioner Brennan said shutting it down isn t a viable option. Commissioner Davis said hiring two people at the exact same time will be difficult. Mayor Dunn said hire one and then put them on hold until you get the second one and Commissioner Davis said correct. Commissioner Davis said there is going to have to be a transitional period over there because we can t have just one person working. Commissioner Davis said if they were to work 40 hours, that s full-time and now we are talking benefits. Mayor Dunn said there has to be something built into this plan for coverage. Commissioner Davis said we could use the other person if they are willing. Mr. Mendenhall said that is going to have to be a condition of employment. Mr. Mendenhall said a lot of convenience sites do a two-employee system and if you re out, you have to get the other person to cover and vice-versa. Commissioner Przywara said now you are at a 40-hour week. Commissioner Davis said yes, now it s full-time. Commissioner Davis said we have to be careful of the laws and he is not saying that it is not doable. Commissioner Davis said there are a lot of T s to be crossed and I s dotted. Commissioner Davis said to rush into this, is a mistake and he doesn t want to do that. Commissioner Brennan said then we have the issue of doctor appointments and such. Commissioner Davis said he read the job description and there is a bunch of stuff in there that he doesn t understand. Commissioner Davis said what is with the mechanics license that they have to get in two years. Mr. Mendenhall said he thinks we copied that out of someplace else. Commissioner Mayhew said then they have to come into the job with four years of journeymen level automotive mechanic experience. Mr. Mendenhall said again we copied that and Commissioner Davis said then this description is crap. Commissioner Davis said there is one thing that is not on here that must be. Commissioner Davis said the attendant will not remove things out of the trunks of cars. Mr. Mendenhall said he has a rule book and that is one of the rules in there. Commissioner Davis said that should be in the job description because truthfully, we know where that leads. Mayor Dunn said that she had heard from multiple people that they would be willing to take a shift as a volunteer and help them with the stuff in car. Commissioner Davis and Commissioner Brennan said that is a liability issue. Mayor Dunn said that Ms. Gail Treglia had tried very hard to catch people at the Recycle Center who should maybe get curbside pick-up and get them signed up. Commissioner Davis said he has no problem with people getting signed up but what he doesn t want is that whole situation we had with a past employee that was expected to do that. Mayor Dunn said there are multiple people that will say they are not ready to give up going to the Recycle Center yet. Mayor Dunn said she thinks as a Town, we need to develop a policy that says if you are unable to lift your own trash, you must sign up for curbside pick up and we will not have people coming to your car. Commissioner Davis said he has no problem doing that. Commissioner Brennan said he would like to make a money point. Commissioner Brennan said with the qualifications that are needed, he s opposed to the $10.00 an hour figure because we have lifted up all the boats in the water to $12.00 and now, we are going to start all over and bring people in at $ Commissioner Brennan said 3

4 you can say that is all the job is worth. Commissioner Davis said there are certain jobs that are worth or entails minimum wage. Commissioner Davis said he hates to say this but for a 20-hour a week job, if we are hiring a part-time employee and all they basically have to do is check off stickers and push a button every twenty minutes.commissioner Brennan said here we are again and this is the face of the community. Mayor Dunn said yes, they have to have a different skillset. Commissioner Davis said if you think we can get $12.00 hour plus benefits out of Waste Industries, then okay. Commissioner Brennan said then why don t we do that. Commissioner Przywara said he could argue that the EMA s are getting $ Commissioner Brennan said he s sorry, we are having this conversation because that is what we have been doing. Mr. Mendenhall said that is an on-call thing. Commissioner Davis said it is the same type of job. Commissioner Davis said to tell you the truth, $10.00 for pushing a button is plenty. Commissioner Davis said he understands that you wanted to lift all wages, he doesn t think we have to lift that one. Mayor Dunn said we expect a lot more skill and development on all of our other employees and Commissioner Davis said that is correct. Mayor Dunn said it would be offensive to them to say you are just going to bring somebody in who just pushes a button and they are going to get the same amount of money. Commissioner Brennan said the people out there take a lot more crap. Mayor Dunn said that is true. Commissioner Davis said what about one of the maintenance workers that is working on a ditch out in front of someone s house and they don t like what they are doing. Commissioner Davis said it is still coming down to money. Mayor Dunn said are you saying that Mr. Mendenhall can negotiate to get $12.00 per hour out of Waste Industries, you would be okay with paying that instead of the $10.00 per hour and whatever we can get, we will pay. Commissioner Davis said no, we have to leave some wiggle room in there. Commissioner Davis said if he shoots for $12.00 per hour, we can pay the $10.00 and that will pay for Medicare, social security and workers comp. Commissioner Davis said okay $2, per month with a 4% raise per year. Commissioner said again, there has to be a caveat in there for the COLA and merit raise. Mayor Dunn said what is Waste Industries going to say if we ask for $12.00 per hour and we are only paying the person $9.50 or $10.00 per hour. Commissioner Davis said they don t know what we pay, they are giving us an allowance. Commissioner Mayhew said why do you have to tell them an hourly rate, give them a lump sum. Commissioner Davis said if it s an allowance, what we do with it is our business. Commissioner Przywara said he would like to see a breakdown of the total cost and Commissioner Davis said he would too. Commissioner Davis said in other words, what it is going to cost us for those employees. Commissioner Brennan asked who the employees were going to work for and Mr. Mendenhall said Maintenance under Chris who is the Superintendent. Mr. Mendenhall said you could hire three and have an on-call that you only pay when needed just like Emergency Management Assistants. Commissioner Davis said he has no problem with that and it could cover vacations or sick leave and Mr. Mendenhall said or if someone quits until we find a replacement. Commissioner Davis said he has no problem with that but back to the original discussion, it is going to be about the money. Commissioner Davis said let s not kid ourselves and he s always said from the very beginning, he has no problem with any of this as long as it is fully funded; not partially as he does not want one cent of taxpayer dollars to be paid towards that. Commissioner Mayhew said do we take on anymore liability by having our employee over there. Commissioner Mayhew said the only reason she asks is because she heard about an incident where a customer wanted to get something out of the dumpster. Commissioner Mayhew said what if there had been an electrical malfunction, we are now totally liable because this would be our employee. Mr. Mendenhall said that is true, you would have liability and workers comp liability. Mr. Mendenhall said the compactor is still Waste Industries compactor. Commissioner Davis said while you are checking out other costs, is there a rise in liability cost. Commissioner Davis said did a customer really climb into the trash compactor to get a chair and the response was yes. Mr. Mendenhall said this is why this is a lot of headache and 4

5 Commissioner Dale can attest to it. Mr. Mendenhall said there is often lot going on at the Recycle Center. Mayor Dunn said there are a lot of reports flying in. Mayor Dunn said we should have Ms. Treglia talk to us about that. Commissioner Davis said we have part of November and all of December because the contract is not up until the end of December, correct. Mr. Mendenhall said you need to adopt the contract probably in December. Mr. Mendenhall said Waste Industries was in a hurry because of their security service. Commissioner Dale said he agrees that there is a hurry up to do this. Commissioner Dale said we can t continue with the situation that we have right now. Commissioner Davis said we have a contract with Waste Industries and he does not care if they can t find somebody, then send in one of their own workers. Mayor Dunn said it is their job because of the contract. Commissioner Davis said he is not doing this to fix their problem, so that doesn t concern him. Commissioner Davis said we have a signed contract with them and they are required to provide an attendant. Mr. Mendenhall said it is going to be hard to come up with two people. Commissioner Davis said this could be the worst for the HR Committee. Mayor Dunn said she s not so sure about that. Mayor Dunn said she keeps running into people in her community that are retiring earlier and they are looking for something. Commissioner Davis said other than the occasional person that jumps into to a dumpster, it is an easy job. Mayor Dunn said yes, it is. Commissioner Davis said it is pushing a button, directing the traffic and checking out the stickers. Mayor Dunn said why don t we instruct Jon to go negotiate with Waste Industries and take a look at the job description. Commissioner Davis said and get the cost breakdown of what it is going to cost us. Mayor Dunn said and get that information to us ahead of the meeting, she thinks they could accomplish what they wanted to do in terms of if they are going to do that and getting the right people. Commissioner Davis said if they are willing to give us a bigger allowance, why aren t they willing to pay their employee more. Mayor Dunn said they don t want to hire any employee that is why the use the security company. Commissioner Davis said he understands that but they have had trouble keeping good ones; so, if they are willing to give us more money to hire the employee, why don t they do it. Commissioner Przywara said first off, we don t know what they are paying the security company. Commissioner Dale said it could be $10.00 per hour. Commissioner Davis said they are not losing money and they are getting off cheap trying to offer $1, per month. Commissioner Davis said someone is making a profit here. Commissioner Davis said the negotiation has to be strongly worded and not let them dictate. Mayor Dunn said we have to say this is what we want and this is what we are willing to do. Commissioner Brennan said he doesn t think that the Town belongs in the garbage business, that s number one. Commissioner Davis said he agrees. Commissioner Brennan said number two, using the number you said, a million dollars, the residents of Carolina Shores paid a million dollars in eight years to pay for a service that they could ve got for free. Commissioner Brennan said they are paying for it, it s in their tax bill. Commissioner Davis said he agrees; the money is paid to Waste Industries; the residents just don t get the service. Commissioner Brennan said right but they could have the service. Commissioner Brennan said that is one half of the economic picture. Commissioner Brennan said the other half of the economic picture is the 2 ½ mile round trip that the residents make once a week to come to the Convenience Center and put garbage in their car and all that other stuff. Commissioner Brennan said nobody in this room ever talks about how much pollution that is, what are you doing to the cars and what you are doing to the environment. Commissioner Davis said not to mention how much less traffic there would be on the streets in Carolina Shores that don t have to bring their garbage here. Mayor Dunn said there is not a big traffic jam over there. Commissioner Przywara said he has talked to people that come every other day with a little bag of garbage. Commissioner Brennan said okay, so it is even more. Mayor Dunn said it is getting them out of their house. Commissioner Dale said they have been doing this for twenty years folks. Commissioner Dale said the people in his subdivision want the facility up here, wanting the capability of coming every day if they want to and bring their garbage, recyclables and their yard waste. Commissioner Dale said period, end of report. Commissioner Dale said the people in his subdivision want it. Commissioner Brennan 5

6 said he would say some people do but he wouldn t say the majority do. Commissioner Dale said the majority do; we have taken the poll many times, eighty-five percent. Commissioner Davis said Gere, that is why the facility is still open; what you just said, that is exactly why it is still there. Commissioner Davis said nobody has done anything to not shut down that garbage pickup. Commissioner Davis said nobody shut it down. Commissioner Davis said but to not be able to discuss it is not right. Commissioner Davis said we can always discuss things. Commissioner Davis said he is not saying that it is going to go away, as a matter of fact, we are discussing manning it with our employees again if we can get the money. Commissioner Davis said all he is saying is that we still should be able to discuss the item. Commissioner Dale said the problem he has is calling it a garbage site. Commissioner Davis said he didn t and some people call it a dump. Commissioner Davis said it doesn t matter what people call it. Commissioner Davis said he call it a convenience site because it is convenient for some people. Commissioner Davis said other people call it a dump, it doesn t matter. Commissioner Davis said it doesn t matter what we call it, the key is that it s a service for a lot of people that pay for it twice. Commissioner Przywara said he had somebody approach him on it and they asked why they can t use it. Commissioner Davis said he gets that all the time. Commissioner Przywara told them to call the County. Commissioner Davis said the POA has the agreement, not the Town, for curbside pickup with Waste Industries. Commissioner Davis said that has changed over the years. Commissioner Davis said we have well over 100 people having their garbage picked up, it s probably closer to 200. Commissioner Davis said he understands where Bill is coming from. Commissioner Davis said we have always had people on this Board talking about getting rid of that Convenience Site. Commissioner Davis said Gere you have been an advocate on-going and he understands but it doesn t mean that we can t talk about that. Commissioner Dale said he understands that. Commissioner Davis said well that is what you didn t want us to do a few minutes ago. Mayor Dunn said that she lives in that community as well. Mayor Dunn said she personally likes it that way; however, she talks to lots of newer people that asks why are we doing that. Mayor Dunn said she doesn t believe that there is a consensus in their community one way or another. Mayor Dunn said we have never done an accurate survey. Mayor Dunn said to get an actual number, it has to be a direct mailing to every resident and then see the results. Commissioner Davis said he thinks that there is a reluctance by some to do that because they are afraid of the result. Commissioner Davis said it could be the other way but again, as long as it is not costing the taxpayers and money and the people of the Carolina Shores development don t mind spending their money towards taxes for something they don t get, no skin off his nose. Commissioner Davis said that is what he always said, it doesn t hurt him. Commissioner Davis said as long as it doesn t hurt him or the taxpayers of the entire Town to pay for a service twice, it s where he s at. Commissioner Przywara said if the POA is so determined to maintain a garbage site, let them put it over by the tennis courts. Commissioner Davis said this room would be full. Commissioner Brennan said or over by the Clubhouse. Mayor Dunn said she questioned that fact and she has been on the POA Board for a lot of years. Mayor Dunn said the subject of the Recycle Center never comes up. Mayor Dunn said they do not have a position on it; they might get a position. Mayor Dunn said at the moment, they don t regard that as a problem of the POA; its between the Town and the residents. Commissioner Davis said the actual agreement is between the POA. Mayor Dunn asked if we have a written agreement with the POA. Commissioner Davis said we do not. Commissioner Davis said it is between the POA and Waste Industries, that is the agreement. Commissioner Davis said he believes the agreement we have with the POA is the Convenience Site. Mr. Mendenhall said we do not have an agreement with the POA, our agreement is with Waste Industries. Commissioner Davis said you mean the contract for pick-up. Commissioner Davis said again, he ll go back to where he was before; he knows they don t want to have a survey, he knows that they don t want to have a vote and there are people that have come to a meeting repetitively throughout the years saying I would ve never bought there if I had known I had to haul my own garbage but nobody changes those rules. Commissioner Davis said nobody has changed them, we have talked about 6

7 it. Mayor Dunn said you are right. Commissioner Davis said nobody is trying to change it. Commissioner Davis said so as long as it is not costing anymore tax dollars, he doesn t care. Mayor Dunn asked the Board if they are in agreement with getting Jon to go negotiate with Waste Industries to see if that is a possibility. Commissioner Davis said we are not going to vote on it today anyway. Commissioner Davis said Waste Industries is required to keep an attendant there until the end of the contract. Mayor Dunn said at the next workshop meeting, they would like Jon to report an updated job description, a total cost analysis and to negotiate with Waste Industries to see what the result would be. Mayor Dunn said at that point, the Board can discuss it at the workshop meeting. Mayor Dunn said she agrees with Greg that this is a different kind of job than the Maintenance Department because they have much more variety of skills. Mayor Dunn said she doesn t think that it is appropriate to pay somebody that is doing this the same thing. Commissioner Davis said he doesn t think that we are hiring someone that is using this as a living wage. Mayor Dunn said we had discussion on hours and where are we at. Commissioner Davis said let s see what money they are going to allow us and then we can fit that into the hours of operation. Commissioner Davis said if it works better for us to pay them a little more to get good employees and keep it 33 hours, then do that. Commissioner Davis said at least then we are not messing with the hours. Commissioner Mayhew said this is just like buying a car or a house. Commissioner Davis said $12.00 per month, per year for 1,000 homes and once a CO is issued on a house, that garbage money is collected even if no one lives there. Commissioner Davis said $ times 1,000 homes, that is $144, a year. Commissioner Davis said let s deduct the $13, they have been paying towards the employee and maybe $10, towards the compactor, that s still $123, Commissioner Davis said okay $123, times eight years, million-dollar profit for doing nothing. Commissioner Mayhew said there is always money in the garbage business. Commissioner Davis said the recycling and yard waste part of the Convenience Site is great but they have to pay us to do the garbage part. Mayor Dunn asked if they had a consensus then. Commissioner Brennan said he still thinks we shouldn t be in that business. Commissioner Przywara said we are not in the garbage business, we are sub-contracting with Waste Industries. Commissioner Davis said he understands Bill s position as they have talked about it many times. Commissioner Davis said there are things worth dying on the beach for and he just never thought this was one of them as long as it is funded. Commissioner Davis said if all of a sudden were using tax dollars, he will be the first one in your box. Mayor Dunn said if we got rid of the garbage portion of it and still ran just the recycling and the yard waste, you are still going to have all those human problems over there. Commissioner Davis said yes but we wouldn t have an attendant. Mayor Dunn said you aren t going to eliminate the problem by just eliminating just trash. Commissioner Davis said he understands that. Commissioner Brennan said on a philosophical point, he has two issues. Commissioner Brennan has an issue that everybody else gets their garbage picked up and this whole thing of basically not being in step with the rest of the world and have everybody drive their cars to drive to a place to drop off their stuff. Commissioner Brennan said Jon moved out of Gates County because he had to bring his stuff to the dump up there and he moved down here where he could get pick-up. Commissioner Brennan said the point is that it is an ecological foolish thing to do for people that claim to be ecologically safe. Commissioner Davis said we are a Tree City USA and we pride ourselves with recycling. Commissioner Brennan said that Tree City USA is going to go away because we haven t planted a single tree this year, not one. Mayor Dunn said our clerk is upset and Commissioner Brennan said we planted one. Commissioner Davis said we planted two rows on Thomasboro. Commissioner Brennan said number is that the whole recycling world is going to hell in a hand basket because China has said they are not going to take any garbage. Commissioner Davis said that is industry driven. Commissioner Davis said believe me, we are going to be the first to know and Horry County has already made that determination. Commissioner Davis said when Waste Industries can t get rid of the recyclables and make a profit, they will let us know to stop. Mayor Dunn said if that happens, only one box will be taken out and people will still be going back and forth. 7

8 Commissioner Brennan said but they won t have to go as often. Commissioner Brennan said the whole point is that you could have them come to you rather than going to the Recycle Center. Commissioner Brennan said it is 2 ½ miles roundtrip, pretty much for everybody. Commissioner Brennan said people are doing it and polluting the environment and all these other things in the name of recycling and garbage collection when the could have it picked up right at their door by a single truck. Commissioner Davis said that has been an argument for a long time. Commissioner Davis said that is an issue that the POA has to deal with as far as he is concerned.
