Relations between China and O t her Countries 53 J ap a nese O D A a n d Its Ceasi n g i n C hi na by Zhou Yongsheng The t hesis compares t he statistic data of off icial develop ment assistance bet ween Japan and ot her western coun2 tries to give p romi nence to t he significant stat us of Japanese O DA i n t he i nternational com m unit y and t he de2 veloped countries i n particular. The aut hor bri ngs out t he ideas, objectives, p ri nciples, guideli nes and stresses of JapaneseOff icial Develop ment Assistance O utli ne t hrough analyzing its evolution, and especially t hrough compari ng t he old and new outlines, ill ustrati ng t he changes of Japanese O DA and its vital elements li ke causes and motivation. Si m ultaneously, t he aut hor takes f or example t he decreasi ng and ulti mately ceasi ng of Japanese O DA towards Chi na and analyses t he reason f or t his Japanese p olicy change. Fi nally, t he aut hor p resents his ow n idea t hat t he Chi nese people should give p ositive evaluation of and adopt tolerate attit ude towards t he p oli2 cy change, and conti nue to utilize Japanese f und and learn f rom Japan. Countries and Regions 61 J ap a nπs S t rategy t o w a r ds East Asia Regi o nal O r de r by Song Guoyou Japan plays a very i mp ortant role i n t he f ormi ng p rocess of new East Asiaπs regional order. East Asia Com m uni2 ty is t he core of Japanπs regional order strategy. Af ter st udyi ng t he mai n content and characteristics of Japanπs stratet y, t he aut hor analyzes Japanπs specific p olicies i n terms of securit y di mension and economic di mension. Japanπs strategy of regional order faces certai n realistic constrai nts because of some of its p olicy def iciencies. 66 N e wsil k Ro ut ea n d C u r re nt Ce nt ral Asia n Geop oli t ics by Liu Fenghua Through recounti ng t he origi n and pat h of t he newsil k Route, t he article explai ns t he p rogress i n t he con2 struction of t he newsil k Routeby Centrual Asian countries and t he roles of t he U nited States, EU, Russia, Turkey, Iran and Chi na i n newsil k Routediplomacy. The aut hor hold t hat t he newsil k Route i mp roves t he t ransp ortation of Central Asican count ries, p romotes t heir f oreign economic and t rade relation and t he p rocess of i ntergration among Central Asian counties and t heir integrations i nto t he i nternational com m unit y. Through t he construction of t he new route, t he U. S. and EU weaken Russiaπs control of t he area and t he dip2 lomatic competition among t he U. S., EU, Russia, Turkey and Iran i n t his area i ncreases t he i nstabilit y of Central Asian geop olitical environment and accelerates t he reconstruction of geop olitics i n t his area. 72 Possi bili t y of Al t r uis m a n d i ts Co n di t i o ns : A m e ricaπs Resp o nse t o Tra ns nati o nal I nf ect i o us Disease w i t hi n t he Sec u ri t y Fra m e w o r k by Tang bei Lately, t he t hreats caused by transnational i nf ectious disease to national securit y have received i ncreasi ng atten2 tions, w hich makes it a newly emerged nontraditional securit y issue. When deali ng wit h t his new t hreat, one country can only achieve its ow n securit y wit h t he securit y of ot hers as p recondition and guarantee. B y analy2 zi ng Americaπs p olicy towards transnational i nf ectious disease wit hi n t he f ramew ork of national securit y si nce 2001, t his article p oi nts out t hat t he traditional argument of solipsism bei ng t he only p ossible choice of national securit y p olicy is w rong and altruism can also be a characteristic of a stateπs national securit y p olicy. However, viewi ng f rom Americaπs p ractice, altruistic action will encounter constrai nts of w hich characteristics of t hreats are i mp ortant. 79
