5 CRIGE PACA : Missions Specifying, purchasing and distributing reference geodatabases via a regional geoportal Coordinating the specification and the production of local thematic data by managing the thematic clusters Providing technical support to local organizations to develop and support GI uses Relaying national GI policies at the local level and inform national level of local needs The CRIGE PACA is also positionned as THE Coordination Center for the implementation of the INSPIRE directive at the regional level. It has been achieved by providing a technical framework (Geoportal) to collect, organize and distribute geodatabases and metadata

7 CRIGE PACA : Geoportal Our view of Inspire implementation Our goal : Be an Inspire interface and relay between the local and the national levels thanks to the CRIGE regional Geoportal European portal National portal and catalog How? Harvest local portals and provide single metadata node to national level through CSW standard. Provide webservices for viewing through WMS-C (tile), WMS and WFS (relay of local services or integration in our data warehouse). Use French portal API to display their data in our viewer interface (reduce cost of hosting and perform view thanks to tiles) Regional portal and catalog Local data producers Local data producers

15 Challenges INSPIRE's projection Local/National usages not inline with! Implies reprojection of datasets New investments? New technologies? Rendering Different «cultures», different symbologies Performances Local to national connections stress platforms Upgrading platform is costly, workaround?

16 Conclusions Inter-connecting portals for viewing : Available technologies : Cached : WMS-C, WMTS, tilecache, geowebcache Not cached : WMS (beware of axis order) Assess cost linked with : Caching : back-office work-flow, time for computing tiles, updates and performances benefits Non caching : on-the-fly reprojection, infrastructure upgrading End-users dilemma INSPIRE view (mandatory) Non INSPIRE view : day-to-day usage of SDI!

17 Not really, because : Conclusions We must deliver efficient services to local users and also comply with Inspire technical framework and requirements. Today this involves : providing efficient viewing services (through cached and tiled technologies) ; managing several projection (therefore several data warehouses) ; Inspire and portals interconnections implies a wide opening of regional SDI s and increase the number of end-users : need to upgrade technical features of SDI s (host, bandwidth, etc..) we also need to ensure consistency between budget and costs generated by upgrading.
