8 Geo-sector status survey Survey of the geo-sector status State of play in Serbia Analyse of current capacities, available geodata and services as well as further needs within the geo-sector in Serbia Organization s details with existing resources and capabilities Available spatial data and services in frame of INSPIRE themes Cooperation among stakeholders (policy for data exchange) Standardisation The survey covers a wide range of geodata producers and users: ministries, governmental authorities and agencies, public enterprises, universities and institutes in charge of geo-science, urban-planning, local administration, GIS solution providers and private companies who produce location based services 80 responses are submitted
9 Results of survey 95% stress importance of geoinformation for their business Data covered by INSPIRE themes are produced Significant number of responses support open data policy for data exchange 53% Production of key geodata is financed by budget (sharing for free) 12% Fees with agreed terms 14% Combination Low level of geo-services usage Need for geo-services Redundancy in data production List of unavailable data is overlapping with list of existing products Distribution via digital media or paper Obstacles: no digital data; out of date; incompleteness; high prices Capacity for handling with GIS is modest 27% with GIS unit 50% up to 10 employees in charge of geoinformation Low level of standardisation + -
10 Results of survey Observations: Stakeholders express strong will for cooperation Success of NSDI implementation highly depends on understanding and support of geo-community It is notable strong interest of stakeholders for support of NSDI concept Stimulation of geodata sharing via services based on web mapping technology (WMS, WFS, WCS, CSW etc.) Education and training are needed Besides it is showed gaps of information flow of available spatial data and services at the national geo market Wider promotion of capacities for spatial data and service provision and existing registers is needed within user community
11 IGIS project National Spatial Data Infrastructure and Remote-Sensing Centre for the Republic of Serbia based on IGIS (IGIS: Integrated Geo-Information Solution) RGA aims at implementing an sustainable NSDI The IGIS project is carrying out as an extensive cooperation program settingup services capability in Serbia through the use of high technology components. The project includes high-level know-how and expertise transfer so that national geoinformation capability is enhanced and strengthened. The aim of this Remote Sensing Centre and NSDI is to produce, organise and distribute mapping data for citizens, as well as services for the public and private sectors, in conformance with the EU SDI specified standards. Project partners: EADS Astrium IGN France International Republic Geodetic Authority
12 IGIS project: scope The IGIS comprises two core components: Data: provides the content of the SDI and the corresponding descriptive data Services: enable access to and use of the data Data: Satellite imagery Digital aerial survey and LIDAR acquisition Remote sensing: land use, environmental and agriculture maps Stereo plotting: production of 3D vector topographic data base INSPIRE themes covered Map editing: digital and hardcopy maps Services: Technical infrastructure: Archiving and hosting capabilities Central Data Repository Web Portals for data and service dissemination METIS INSPIRE compliant DataDoors/WebBoutique

17 IGIS Project: realizations (5/5) Remote Sensing Workshop results Land use and land use changes maps Environmental maps and/or indicators to feed natural monitoring program (e.g. deforestation) A range of agriculture maps to support ministry of Agriculture to monitor/control croplands with respect to national or European standards Wide range of thematic mapping products (hazards maps, habitat maps etc.) TM-01: Land cover maps over two demonstration sites (Central and South of Serbia~2 x 3000 km²) for a reference year 2011-Zone1, Zone4 TM-02: Agri-environmental maps over 2 areas agreed with RGA (Voivodina and Kragujevac ~2 x 3000 km²) 2011,2012 Zone5, Zone6 TM-03: Natural habitat map for a small site (South-East of the country~250 km²), a larger site (identical to TM-01 North) and an extended site identical to TM-04 Zone5, Zone2B TM-04: Landscape fragmentation/green infrastructure maps over Belgrade (surface~10000 km²) Zone3 TM-05: Natural habitat change maps for sampled sites to be selected with RGA (surface < 300 km² )

26 IGIS Project Outcomes The overall results of the IGIS project: Development of capabilities for production, update and dissemination of geoinformation for the benefit of Serbian citizens, as well as the public and private sectors Production of new databases within the RGA is in progress according to INSPIRE Annex I data models Efficient and optimised process to maintain the spatial data up to date Access to metadata, spatial data and services via the Internet Improved and efficient communication as well as geoinformation exchange between the public authorities
27 Challenges Organisation Step-wise approach with visible results SDI must be adaptable to the changing needs of society and organizations To be flexible for adjusting to advance technology Increased awareness and understanding of NSDI benefits Long-term vision Data Any data is better than no data Public availability of data risk/doubt of data opening Human Human resource stability and development based on team work Nothing was gained by pessimism doing nothing is not option!
