1 National Onshore Gas Pipelines Database Metadata Statement Last updated in 2014 Use Constraint: Geocat Number: Commonwealth of Australia (Geoscience Australia) 2014 This material is released under the Creative Commons Attribution 3.0 Australia Licence. Keywords: Pipeline, Gas Definition: For the purposes of this dataset a Gas Pipeline is defined as: A linked series of pipes, with pumps and valves, used for the conveyance of gas. Abstract: The National Onshore Gas Pipelines Dataset presents the spatial locations of pipelines for the transmission of natural gas within mainland Australia complimented with feature attribution. National Map of Facilities:

2 Lineage Statement: Using the latest pipeline datasets acquired from the States and Territories, the data was uploaded into an ArcSDE environment using Feature Manipulation Engine (FME). The process included the extraction of the themed (gas pipeline) features, and the translation of the data into a new schema created by the Built Environment & Exposure Section, National Location Information Group, Geoscience Australia (GA). Source Information: There were two primary sources of information/data used to construct and validate entries within this database: 1. Pipeline Datasets acquired from State and Territory agencies responsible for data access. If included, the following attributes within each of the datasets were used to assist in the following feature attribution: NAME, LICENCE NUMBER, PRODUCT, OWNER, RELATIONSHIP, STATUS, CONSTRUCTION 2. Australian Pipeline Industry Association Directory Year Book Information was used to assist in the following feature attribution: NAME, LICENCE NUMBER, PRODUCT, OWNER, LENGTH_km, DIAMETER_mm, CONSTRUCTION Positional (Spatial Confidence) Accuracy: The Spatial Confidence attribute is a GIS specialist s estimation/interpretation of the location accuracy of the digitized feature without taking into account the planimetric accuracy of the imagery used during the process. Values range from 1 to 5 and are assigned based on the following criteria: 5 Feature positively identified from imagery (expert ID) and, along with reliable reference material, feature located with 100% certainty; or expert ID from imagery or reliable reference material and individual knowledge sufficient to be 100% certain of location 4 Feature positively identified from imagery (expert ID) but reference material insufficient to be 100% positive 3 Feature placed on location of full address / known coordinates but can t be positively identified from imagery; or feature placed on suspected location of facility identified from imagery, within a known, more general, location (such as a hospital grounds) 2 Feature placed on street / general facility site 1 Feature placed in the centre of district / town Relative spatial accuracy of the features in the National Onshore Gas Pipelines Dataset reflects that of the jurisdictional datasets. As no attempt was undertaken to confirm and/or revise the spatial location of any of the features acquired from the States/Territories datasets, the following actions were taken: 1. Spatial Confidence field was assigned a <Null> value for all features. 2. Planimetric Accuracy field was assigned a <Null> value for all features. However, to ensure spatial consistency between the datasets supplied by each of the individual jurisdictions, editing of individual features was undertaken as follows: 1. Where individual features extended across inland jurisdictional borders, those features were clipped to the border 2. Where individual features extended across State/Territory coastlines, those features were clipped to the coastline. 3. The start/end points of features located at jurisdictional borders were revised to ensure logical spatial consistency was maintained where gas pipelines met. The state borders and coastline datasets, used as reference for the clipping of individual pipeline features, are datasets held and are located within Geoscience Australia s publically available dataset Geodata 3. Vic/SA Border 1. Pipeline 225 (Vic), which extended across the Vic/SA border, was clipped to meet the border. Pipeline PL16 (SA) was extended 25m to meet the end point of Pipeline 225 at

Pipeline PL11 (SA) was extended 67m to meet The start point of Pipeline 226 was moved 204m to meet the end point of Pipeline PL11 at the Vic/SA border. Vic/NSW Border 1. Pipeline 178 (Vic), which extended across the Vic/NSW border, was clipped to meet the border. Pipeline 24 (NSW) was extended 169m to meet the end point of Pipeline 178 at the Vic/NSW border. 2. 4 Attribute Accuracy: The accuracy of the attribute information is reliant upon the two sources outlined above. Where required, Geoscience Australia staff sought clarification from online sources to validate information. Logical Consistency: Geoscience Australia used a Validation and Testing methodology to ensure the quality and compliance of the gas pipelines dataset. Testing is carried out using a mixture of computer programs and proprietary GIS packages (such as ArcGIS). Many of the tests are automated, using customised computer programs. These are supported by a detailed on-screen visual inspection of the digital data against available imagery and reference material for logical consistency and attribute accuracy. Where feature populations are small, or the validation tests are particularly important, the full population will be tested. Where feature populations are large, or a less stringent tolerance applies, a Statistical Subset or Sample (Area) test may be used. Statistical Subset tests are a random selection of features from the whole population, whereas Sample tests assess features within a selected geographical area. Statistically acceptable procedures are adopted for tests that require sampling. The sampling procedures adopted are based on the Australian Standard AS : "Sampling procedures and tables for inspection by attribute". The Acceptable Quality Level (AQL) is in the range of 0% to 5% against a defined technical specification. Completeness: All Onshore Gas Pipelines included in the latest Pipeline Datasets acquired from State and Territory agencies are presented in this National database. Attribute information fields have been populated where data was available. Where there is no data available, incomplete fields are assigned a <Null> value. Attribute fields will be updated or populated during future scheduled maintenance cycles if new information or updated information is identified and publicly available. Attribute Descriptions: Attribute Name Attribute Alias Description OBJECTID* Object ID Automatically generated system ID SHAPE* Shape Geometry type (Polyline) FEATURETYPE Feature Type Type of feature (Pipeline) NAME Name Name of the pipeline LICENCENUMBER Licence Number Official State/Territory granted licence number PRODUCT Product Product (gas/liquid) conveyed OWNER Owner Owner of the pipeline RELATIONSHIP Relationship Underground Above ground SPATIALCONFIDENCE Spatial Confidence Confidence rating of the accuracy of the feature s spatial location (5 high 1 low) STATE State State/Territory name STATUS Status Operational Non-operational LENGTH_km Length km Total length of pipeline (kilometres) DIAMETER_mm Diameter - mm Diameter of pipeline (millimetres) CONSTRUCTION Construction Year Year of construction FEATURERELIABILITY Feature Reliability Currency date of the data acquired from State/Territory FEATURESOURCE Feature Source Name of source from whom data was acquired ATTRIBUTERELIABILITY Attribute Reliability Currency date of source material used to attribute feature ATTRIBUTESOURCE Attribute Source Name of source used to attribute feature PLANIMETRICACCURACY_m Planimetric Accuracy - m Planimetric accuracy of imagery used to capture or digitize the feature REVISED Last Revised The date the feature was last revised RESTRICTIONS Data Restrictions A description about the restrictions associated with the use of this feature

5 Data Maintenance: The next revision of this database will be determined by Geoscience Australia s work program. This timeframe will range between 3 and 5 years; this is also dependent upon available resources and other priorities. Known Limitations of the Data: Minimum effort was made to revise, value add and/or spatially improve the datasets provided by the States and Territories. As a result, Geoscience Australia does not guarantee that the information is totally accurate or complete. Therefore, you should not solely rely on this information when making a commercial decision.
