2 Requirements for the procurement of systems with mapping/gis 1 functionality Background The Council employs ESRI GIS solutions:- ArcGIS 9/10 (very limited number of specialist users) ArcIMS and ArcGIS Server (intranet and internet map services) Existing geographic data is stored and maintained using ArcSDE in Oracle. System Requirements GIS solutions, whether 'free-standing' or embedded in other applications, must be compatible with existing ESRI GIS technology currently in place at HCC. The system should: Comply with the Corporate Information strategy which establishes the principle of storing data once and using it many times. Spatial data is held centrally in the corporate geospatial database. Read geographic data directly without conversion from the corporate geospatial database ESRI format or use webmaping services (ESRI or WMS). A background map service is available. Create and maintain geographic data in ESRI format within ArcSDE in Oracle. Any web-based interface must be: Standards based, accessible 2 and browser independent. Able to exchange data with other systems using prescribed data exchange formats e.g. XML, web services. Geographic data created by the system should be able to be accessed from outside the system e.g. by ESRI GIS applications. There should be minimal requirement for additional ESRI licences. 3 HCC Corporate Standard for Spatial Data From April 2011 the Public Sector Mapping Agreement (PSMA) has replaced the Councils Mapping Service Agreement (MSA) for the supply of spatial base data. See Appendix1 for details of data available. When creating new spatial data consideration should be given to meeting the requirements of the maximum number of potential users. The system should use spatial data supplied under the PSMA, other spatial base data should not be bought in. The system should comply with all the licence requirements of the PMSA, particularly those regarding copyright. 3 Where possible dataset names should follow the 8.3 convention i.e. xxxxxxxx.xxx, be concise and descriptive. Names should begin with an alphabetic character and contain only a-z, 0-9 and _ (underscore). Spaces should not be included. Each record should include a unique identifier. Metadata should be provided for all geographic data (using UK Gemini standard specifications) 4 and reflect Integrated Public Sector Vocabulary 5 where appropriate. Geographic data architecture should follow common sense conventions and be consistent, e.g. Attribute names should have concise (not more than 10 characters) descriptive names avoiding codes where possible. Field names should begin with an alphabetic character and contain only a-z and 0-9 and _ (underscore). Spaces should not be included. Name should not be used. Field names should not be the same as system fields and keywords. Codes, if used within attributes, should relate to a separate look-up table giving appropriate descriptions (metadata should also document this). Units of length should be metres unless otherwise specified. Units of area should be square metres and called Area. 4 Appendix 1a: Spatial data held under the Public Sector Mapping Agreement (PSMA). Spatial data provided by Ordnance Survey:- Core Ordnance Survey Licensed datasets are: OS MasterMap Topography Layer OS MasterMap Integrated Transport Network (ITN) 1: Scale Raster 6 OS VectorMap Local 1: Scale Colour Raster 1: Scale Colour Raster Code-Point Code-Point with polygons Detailed Addressing products 7 In addition the data released under the OS OpenData scheme are free to use: 1: Scale Colour Raster 1: Scale Gazetteer Boundary-Line Land-Form PANORAMA Meridian 2 MiniScale OS Street View Strategi Code-Point Open OS Locator OS VectorMap District Details, including technical specifications, can be found at Dual-running until 31 March 2013 only, to assist with migration to VectorMap Local 7 It is not yet clear what long term addressing provision will entail. 6 Appendix 2: Metadata Standards The Council employs the UK Gemini standard for metadata. Schedule of the metadata fields used, with definitions: Alternative names Short name, other name, acronym. Abstract Brief narrative summary of the dataset. Status The position or state of the datset. Topic Category Main theme of the dataset. Subject Topic of the content (e.g. IPSV /GCL). Collection Period Date and time for the content of the dataset (data capture period). Publication Date Reference date for the dataset. Originator Person or organisation having primary responsibility for the intellectual content of the data. Bounding coordinates coordinates of the limit of the dataset extent. Extent Extent of dataset by subdivision of country. Spatial reference system Name or description of the system of spatial referencing, whether by coordinates or geographic identifiers, used in the dataset. 7 Update frequency Frequency with which modifications and deletions are made to the data after it is first produced. Metadata update date Date on which the metadata was last changed. Use constraints Restrictions and legal restraints on using the data. Copyright Details of the restrictions. Additional information source Source of further information about the dataset. Language Language used in dataset. Responsible officer The responsible officer nominated for this data. Review date The date of the next review. 8 Appendix 3: Licence Requirements and Copyright Google maps HCC are a licensed user of Ordnance Survey (OS) map data and most of our own data is derived from OS maps. This means that it includes OS copyright. The current terms of use for OS data do not allow its use in Google maps. Similar issues may exist with the use of other internet map providers. Ordnance Survey The licence requirements regarding copyright in Ordnance Survey data provided under the PSMA are set out in the PSMA Member Licence. Supplementary advice is published on Compass.
