8 Why are we here? Hazus-MH for Puerto Rico Puerto Rico needs a method for determining their risks from hurricanes and floods for mitigation planning. This project will produce a working application to model hurricane winds and coastal flood modeling in Puerto Rico using Hazus-MH. 10 Status of Hazus-MH Currently, the Hazus-MH 2.1 earthquake and riverine flooding models works in all 50 states and Puerto Rico. The Hazus-MH coastal model works for the Pacific, Atlantic, Gulf of Mexico, and Great Lakes states, but does not work for Puerto Rico. The Hazus-MH hurricane model works for 22 coastal states in the US including Hawaii, but does not work for Puerto Rico. *

13 Project Goals Develop GIS-based risk assessment capacity in Puerto Rico to identify risk within communities and for the CTP meet discovery (technology transfer). Collect best availble hazard and building inventory data. This work will provide additional ability for the Puerto Rico Planning Board to aid communities with creating DMA2000 compliant risk assessments. The technology transfer can be applied to future disaster response activities. *

47 Perform Risk Assessment Pre-run a study region in HAZUS for the area of analysis Open the Scenario 360 Risk Assessment Wizard Define a new hazard event, Leave the data directory set to default Select the study region you previously developed in HAZUS Provide the type of hazard (Flood) and the return period, Name the scenario Set up data attributes Utilize the Build Out generated point file or existing point file indicating current development or future development. Additional points can be added. 47

50 Program Limitations + Lessons Learned 1. No edits are saved to the shapefile database, only to the scenario in Community Viz. 2. If a point shapefile is prepared outside of Community Viz, the database schema names are too long for Arc GIS, and the names must be edited in Community Viz before using the Scenario 360 HAZUS Export tool. 3. If running only the Build Out Model in the HAZUS Export tool, add the schema required for UDF and Essential Facilities. 50

53 HAZUS Data Governance Initial HQ Guidance Central location to host all HAZUS data GeoPlatform Update every 6 months Roles + Responsibilities FEMA HQ: FEMA Headquarters will serve as the data architects; defining the data submission process. This is the purpose of the rest of this document FEMA Regions: Data Stewards FEMA Regions will receive data from the producers, conduct quality reviews, and submit the data to the FEMA GeoPortal. This responsibility will be fulfilled by the Regional Branch Chief or his/her delegate (ex: Hazus POC). PTS/CTPs: PTS contractors and CTPs will serve as the data producers. Data producers will be responsible for developing the data and providing to the regions for review and publishing. 53

54 HAZUS Data Governance Discussion How should the risk assessment data be stored/viewed? Who will own the data once it is made public? How should individuals get access to the data? How are our data storage/visualization needs different from other regions, or the model provided by HQ?
