3 What is Marine Spatial Planning Spatial Planning the practice of place shaping and delivery at regional and local levels (RTPI) Spatial planning is a public, objective-led process for making choices about the nature of places and how they function through the integration of policies in time and space and delivering those choices through action (RTPI). Marine spatial planning (MSP) is a public process of analyzing and allocating the spatial and temporal distribution of human activities in marine areas to achieve ecological, economic, and social objectives that are usually specified through a political process. (Ehler & Douvere, 2009) 2

6 Data and Evidence Requirements Spatial and temporal Integration of social, economic and environmental factors Integration across activities and land-sea interface The plan making process - involving stakeholders MSP life cycle plan making and implementation Quality assurance and transparency trusted evidence Science is fundamental to the understanding of marine ecosystems and how humans interact with them (Christensen et al 1996). But,. remember the data sufficiency principle 5

27 Conclusions Data and evidence is fundamental to an evidence based approach, but MSP is a political process MSP purpose and process strongly influence evidence requirements The characteristics and purpose of MSP are data tend to be evidence hungry (spatial, temporal, integrative) Stakeholders should be an integral part of evidence process (as evidence providers and reviewers) Early MSPs have (necessarily) taken simplistic approaches There is never enough data, but..the data sufficiency principle helps 26
