2 1. PURPOSE OF THIS REPORT The report is a weekly summary of the daily reports submitted by the Indigenous Construction Monitors that are working on spread seven. The social and cultural findings have been tabulated with locations and mitigation measures below. A summary of the construction n activities has been summarized for the weeks of August 13 th to August 18 th,

4 Additional Observations and Summaryy of Activities or Concerns Attendedd daily safety meetings at Banister Yard andd tool box meetings on the ROW. Weekly activity included becoming familiar with the access points on the ROW and checking Roads 4, 5, 6, 7, 11, 15, 16, 17, 59. August 13, Safety included: be aware of dust caused by traffic and follow bio- security measures. Weather forecast was dry and dusty. Monitored D8 Bull Dozer and Excavator at Rd 59, Black Creek until 1:30 p.m. Drove to Rd 15 Virden and monitored Bull Dozer. Site was clean and safe. Work forecast is to return to Rd 59, Black Creek and Rd 15 Virden for environmental monitoring. August 14, 2018 Safety included: Slow down whilee driving and pay attention, watch for farmers and their equipment and watch for wildlife. Ensure bio-security measuress are being followed. Drove to Rd 15 monitored two d6 dozers and one excavator. Went to Rd11 observed hydro vac truck. Monitored skidder, feller buncher, tractor at Rd 16. No concerns at any of the sites. Work forecast is to return to Rd 59, Black Creek and Rd 15 Virden for environmental monitoring. August 15, 2018 Safety include: very dusty slow down, cover flagger signs when no flagging in progress. Arrived at Rd 59 Black Creek with senior monitor who made an offering of tobacco. Monitored equipment working. No concerns at the site. Work forecast to drive to Spread 7 sites for the senior to become familiar with the locations. August 16, Safety included watching for wildlife and ensure windshieldss are clean. Follow bio-security measures. Drove to bone yard, Rd 4 Virden and monitored equipment. Senior monitor offered tobacco and a prayer. Rd15 Virden, monitored equipment working. observed unloading of 1 d8-dozer and blade for the d8-dozer, clean and safe. Travelled to Rd 5 Virden, observed equipment working, all clean and safe. Work forecast to drive to Rd 59 and Souris River for senior monitor to offer tobaccoo and smoke the traditional pipe. Continue to the rest of the sites on Spread 7 with the senior monitor. August 17, 2018 Safety included be aware of weather and driving conditions and watch for wildlife. Weather forecast very smoky due to wildfires in Sask. and Alberta. The senior monitor made an offering of food and tobacco at the Souris River. Drove to Rd 4 observed the bone yard was clean and organized. Travelled on to Rd 5 wheree the wash station was assembled and in use and observed an excavator being unloaded. Observed the process of a John Deer tractor being washed and the wheels being bleached. Enbridge monitor on site. Work forecast is to return to Rd 5 and Rd 4, Spread 7 bone yard and monitor wash station & equipment. August 18, 2018 Safety focussed on distracted driving and dust. Watch for wildlife. Weather forecast, high of 30 with NW wind, 8km/hr. Arrived at bone yard Rd 4 Virden. Attendedd tailgate meeting with other monitors and signed the tailgate for the foreman on Site. Monitored 2 D-6 dozers stripping topsoil at Rd 15. Observed Banister fuel truck refuel 2D-6 dozers with all safety and environmental precautions taken. Observed a grater level the entrance of the right of way. Work forecast is the day off. 4
