2 BLUE ECONOMY Sustainable use of several economic opportunities in the ocean space. A science-based approach is essential to the development of the Blue Economy A key component in an international cooperation for the Blue Economy approach is Research

3 Blue economy in South Africa The Government has identified the blue economy as one of the key drivers to eliminate poverty and reduce inequality in South Africa by A White Paper on the National Environmental Management of the Ocean (NEMO) was published in May 2014 The white paper recognises that the ocean represents a significant asset for the current and future generations of South Africans and that the various marine resources in SA ocean space provide significant potential for the unlocking of further economic development opportunities.

4 Blue economy Potentials growth areas within the ocean economy are identified as: ü Marine transport and manufacturing ü Offshore oil and gas exploration ü Aquaculture ü Marine protection services and ocean governance ü Coastal and marine tourism ü Small harbours development

5 A detailed knowledge about the ocean surface, currents and waves both as forecasts and nowcasts are esentional information in the implementation of the blue economy As HF radars measure ocean surface currents in a cost efficent way over large areas, it is clear that observations with HF radars may make significant contributions within the identified priority areas Currents carry nutrients as well as pollutions, so it is important to know the currents for ecological and economical reasons

6 Forecasts Provide data to be used in predictive models that generate results to help guide planning, investing, and strategic decision making Nowcasts Provide realtime information to help to guide operational decision-making such as fishing, search and rescue operations, oil spill and contamiminat plumes HF radar data can be used to generate benefits through both forecasts and nowcasts

7 More benefits -HF radars ü HF radar operates under any weather conditions. ü They are located near the water s edge, and nothing is in the the water

8 More than 500 HF radars are installed worldwide and it has been clearly demonstrated over many years that HF radar is a costeffective way to collect ocean data üimproved operational ocean models through assimiliation of the radar data, leading to better understanding and then prediction of the ocean features( and hence also improved weather forecasts). This again, will make substantial contributions in areas as ürecreation, ü fisheries, ümarine safety, safety of life, search and rescue operations üenvironmental protection, üoil spill preparedness ü renewable energy, and üsovereignty- ship detection and tracking
