9 Level Impact to Roadway Incident Response Level 4 Most Severe Associated Action Scene Management Activities: Establish Incident Command if appropriate; consider designating staging areas. Contact TMC or DO. Coordinate with responding agencies on alternate routes TMC Activities: 4 All travel lane(s) blocked in one direction or both directions and the expected duration exceeds two hours. TMC contacts NH State Police. Implement preplanned Emergency Routes, if available, and coordinate with State Police, if needed. TMC contacts Service Patrol to provide assistance during hours of operation, if appropriate. TMC activates DMS at appropriate locations; TMC enters Twitter alert. TMC contacts District Engineer (DE) by telephone. If unavailable, contact Asst. DE. (DE) or Asst. DE may either contact NHDOT upper management or request TMC to contact. If unavailable, TMC to contact NHDOT upper management. TMC contacts Massachusetts Highway Department, Vermont Agency of Transportation, or Maine Department of Transportation in accordance with Southern Maine Regional Planning Commission Traffic Incident Management Call Tree,, and Homeland Security (HSEM)as appropriate. TMC sends initial event notification** to appropriate distribution list. TMC monitors traffic impacts (i.e., detour, congestion, secondary incidents, & incident clearance). TMC coordinates with municipalities regarding signal operations on alternate routes, as appropriate. TMC deactivates DMS if activated. TMC sends end of event notification/event summary** to appropriate distribution list. TMC sends to Marty Calawa at FHWA. TMC properly log incident characteristics. ** Note: Receipt of notification indicates event has been entered into and removed from ATMS & 511.

Advisory Speeds are coordinated through NHDOT personnel and the TMC only -- NHSP cannot call and request a downposting. Field Condition Messaging is the only area where NHSP can call their dispatch to request messages.
