3 MAP, PLAN, AND REPORT OR THE PROPOSED TOWNS O VARICK AND ROMULUS WATER DISTRICT (N.Y.S. ROUTE 8 ) TOWNS O VARICK AND ROMULUS SENECA COUNTY, NEW YORK I. INTRODUCTION AND OBJECTIVES The Towns of Varick and Romulus are located in the central portion of Seneca County, approximately miles southwest of Syracuse, New York. (See Appendix A - Location Map) The Towns desire to construct a water main along Rte. 8, which follows the western shore of Cayuga Lake through the Towns. Residents in the project area have expressed the need for public water supplies. All residents have individual water systems, with supplies from either Cayuga Lake or private wells. These supplies are subject to various problems. Most residents obtain water from Cayuga Lake and have water quality problems due to turbidity, bacteria, runoff, and migratory fowl habitation. Water quantity can also be a problem as zebra mussel infestation in the lake clogs many intakes. In addition, variations in Cayuga Lake water levels often leave private intakes dry during portions of the year. or residents with private wells, water quality and yields are often poor. Many private wells have sulphur or other inorganic quality problems. Many residents have come to the Town Boards requesting the formation of a water district to serve the project area. The proposed Varick/Romulus water district will consist of new water main from the southern border of the Town of ayette through the Town of Varick and then approximately 2,470 feet into the Town of Romulus. The water main will connect to the existing Town of ayette s Water District No. which is supplied with water directly from the Village of Seneca alls Water iltration Plant, located on Cayuga Lake in the Town of ayette. The new Romulus water district will initially serve approximately 22 existing residences (units) and ultimately could serve as many as 40 parcels. In order to reach Romulus from the ayette Water District, approximately 22, linear feet of new water main will be run through the Town of Varick to the northern Romulus Town line. This will serve 6 existing residences and ultimately could serve approximately units (hook-ups) once presently vacant lots are occupied. Both the Towns of Romulus and Varick will be responsible for the bonding and borrowing for the project. The Towns will form water districts covering their respective project areas and purchase water from ayette/seneca alls. An inter-municipal agreement between Romulus and Varick will be created to establish the equitable share of the required payments for both the capital costs and operation and maintenance. The basis for this agreement will be the relative benefits realized and the actual water used by each township. This report is an updated version of the report that was first prepared late in, and it is still the required first step towards the development of the proposed water system in any newly formed Districts. The objective of this report is to provide both the Towns of Varick and Romulus, and all concerned residents, with information pertaining to all of the key issues associated with providing

The following information is provided: C C C C C A map clearly identifying the proposed improvement area, a survey description of the area to be included, and a complete tabulation of all the properties located within the project area. The tabulation provides the following information: owners name, property location, tax map number, total assessment value, NYS Property Classification Code, and assignment of equivalent dwelling units (EDU). A full description of the required improvements to be constructed in order to provide the proposed service to the area. A discussion of how the project will be financed. Preliminary cost estimates for both the capital construction as well as operation and maintenance of the system. Information on how the costs will be recovered and the specific user costs for a typical property located within the proposed improvement area. II. EXISTING ACILITIES, CONDITIONS AND WATER USAGE The proposed new water main for the area is not a replacement system since no public water supply systems exist in this part of the County. Directly related to this project, however, is the presence of existing Agricultural Districts in both the Town s of Varick and Romulus. The consequence of proposing a new water district which includes land which is within an existing Ag District is that there are applicable Ag & Market laws which must be followed. At this stage of the project there is no need to address these regulations but prior to the advancement of funds for the construction of the project, the preparation of both a Preliminary and inal Notice of Intent (NOI) is required. Water usage was estimated for the proposed improvement service area using water meter data from similar properties in the Town Owasco, Cayuga County. Due to the nearly identical characteristics of both locations, it was assumed that usage in the Owasco area would be similar to the anticipated usage in the proposed district. A complete water usage analysis had been completed for the Town of Owasco during the development of its new sewer system project. The following is an excerpt from that analysis. A critical element in the final design of the proposed improvements for this project will be an estimate of the actual water usage in the District. The vast majority of the residences to be served with the public sewer already are served by public water. As such, water meter consumption data is available. Realizing that many of the homes within the proposed District are seasonal, an attempt has been made to approximate the anticipated total usage during both the winter and summer months. A brief summary of this information is available in Appendix.

PROPOSED WATER DISTRICT IMPROVEMENTS AND ALTERNATIVES District Area Boundary The limits of the proposed improvement area is shown on the maps in Appendix B (separate attachment) and is fully described in Appendix C. The specific parcels included in the district are listed in the Appendix D tabulation and were selected based on and their location relative to the proposed project area. If, during the course of reviewing this document by both the public and the Town Boards of Varick and Romulus, it is deemed appropriate to modify the improvement area limits, parcels may be added or deleted. Required acilities To provide the proposed water service to the various properties included in the project area, approximately 22, feet of 2-inch ductile iron water pipe will be installed in the Town of Varick and will be fed by/connected to the existing 2-inch water main in the Town of ayette, which terminates at the Town line between ayette and Varick, along Route 8 (see Appendix B). The new main will follow Route 8 through Varick and at the southern limit of the Town of Varick, an additional 2,470 feet of 2" main will be installed along Route 8 in the Town of Romulus and terminate just south of the area known as Poplar Shore. Since the Poplar Shore area contains several lakefront roads serving numerous properties immediately adjacent to Cayuga Lake, an additional 5,700 feet of 8" water main will be required. Typical service connections (corporation stops, service pipe, curb stops and boxes at the Right-Of-Way line), will be provided for each individual residence and it will also be provided to any vacant lots along the proposed route that potentially could have a future residence. In accordance with the applicable 0 State Standards, a suitable number of gate valves and hydrants will also be installed along the entire route. A Preliminary engineering review of the proposed extension indicates that no topography, flow, or pressure problems should be experienced anywhere within the proposed district boundaries. This was done using the projected average daily demands and estimated fire flow requirements. However, it is recommended that a more detailed computer analysis be made of the proposed extension, with various flow and consumption parameters being analyzed prior to any finalization of the project design. Alternative Routes Public water supply alternatives available to the Towns include the development of a new source or connection with an existing source. Development of a new source is difficult as groundwater supplies in the area are limited and construction of a surface water source for a relatively small service area is costly. With two existing sources near the project area, the Towns considered connection to an existing source the best option. The first nearby source is the hamlet of Romulus water district, west of the project area. The second source is the Town of ayette Water District No. (Cayuga Lakefront), north of the project area. The Romulus district is the closest source to the project area, but has very few existing users along the route to cover the cost of a new transmission main to the Rte. 8 area. To reach the Town of ayette district to the north would require construction of a transmission main along Rte. 8 through both the Towns of Varick and Romulus.

6 Map, Plan & Report - Proposed Water District 4 Towns of Varick and Romulus In this case there are enough existing and potential users along the route that the cost of the new main can be justified by having both Varick and Romulus residents hook up to the main. Consequently, the Towns chose to pursue this alternative. IV. DISTRICT IMPROVEMENT COSTS The overall total cost for the base project is estimated to be approximately $2,5,72 and would include both the construction of the improvements as well as the engineering, financing, and legal requirements necessary to complete the project (see Appendix E). In addition, separate cost estimates were prepared for each Township (Varick: $,66,856 Romulus: $,245,5). unding through grants for this project are being pursued, and consequently the financing for the project will be reviewed through a variety of approaches. V. INANCING AND PROJECTED USER COSTS User costs would be comprised of two components. irst is that part consisting of the capital cost recovery to pay for the installation of the improvements. The second is the annual operation and maintenance cost for operating the system and consuming the water. These are discussed in the sections that follow. Capital Cost Recovery The primary and most frequently used method of capital cost recovery involves assigning Equivalent Dwelling Units (EDUs) to each property based on the property s current NYS land classification. In this method, user costs are proportional to the number of EDUs associated with any given property. A more detailed discussion of this method is found below. The EDU system is a common means of apportioning costs within a proposed water district and is associated with the relative benefit yielded by any given property within the District. The two primary criteria used in evaluating such a benefit are: () the actual usage of the property/facility and (2) the potential future benefit the property may yield as a result of the installation of the water main, i.e. development potential, etc. A schedule of EDU assignments has been developed and is as follows. As is typical of such a system, the base value of EDU is associated with a typical single family year-round or seasonal residence. There are numerous situations within the District where only a portion of a given property is located within the boundary limits. In some cases, it may be an access road to agricultural land located behind the road frontage properties. In others, the parcel is simply divided with either the actual structure in or out of the District itself. Realizing that each situation is rather unique unto itself, a set of basic guidelines has been developed so that each circumstance can be defined and the appropriate EDU values assigned. As stated above, all single family residences, both seasonal and year-round, were assigned a value of.0 EDU. Values were also assigned to vacant land depending on whether the land was buildable. Buildable land is defined as any vacant land which, due to its preexistence to the present zoning requirements or compliance with said regulations, and not subject to other restrictions and/or limitations, could be developed into a residential property. Vacant, buildable land was assigned 0.5 EDUs, and vacant, non-buildable land was assigned 0.0 EDUs. EDU assignments for each property in the proposed improvement area are listed in Appendix D. Individual capital recovery costs were determined by dividing the total annual capital recovery cost by the total number of EDUs in the proposed improvement area (see Appendix G). As shown in the various calculations, this project has been broken down into the overall Base Project (Varick and Romulus combined), and the individual Town projects. or each scenario, three presumed potential financing arrangements were estimated. The first is the anticipated funding being secured through a combination of a Rural Development grant and long term loan. This was the approach taken in the 8 federal assistance request done for the Town of Romulus. The second financing approach is the traditional municipal bonding and the third is through a loan secured from the New York State Revolving Loan und. or the Base Project and based on these calculations, the typical (one EDU) residence would pay approximately $27.57 per year if an RD grant/loan financing were

9 Map, Plan & Report - Proposed Water District 7 Towns of Varick and Romulus obtained while it would cost approximately $.7 per year using an SR loan. or the individual Town projects, the costs are very similar to these figures due to the fact that the relative costs for either Town is paralleled by the number of users in that same township. Noted below is a tabulation of the financing calculations for a typical homeowner under each possible scenario. These figures area strictly for the capital cost recovery and separate from any Operation and Maintenance costs, which are discussed in the next section. It is anticipated that each user will pay their fair share based on the actual amount of water used by that property. Consequently, these costs will vary between seasonal and year-round users. or the purpose of estimating the O&M costs in the proposed improvement area, costs for the various elements comprising O&M were tabulated and the total then divided by the actual number of users that would hook-up to the system at start-up. Based on these figures (see Appendix H), a typical residence would pay approximately $2.4 per year for O&M, at a water purchase rate of $./0 gallons, which is a conservative number, as the present Seneca alls charges are only $.0/0 gallons.

CONCLUSIONS AND RECOMMENDATIONS or the Base Project described herein, the total annual cost for the typical single family home under this proposal would range from $62.5 ($27.57 for capital cost recovery and $ 2.4 for operation and maintenance) to a high of $27. (capital - $.7, O&M - $2.4). This range of cost is totally dependent on the type of financing which will be required for the project, as well as the actual interest rates. or example, Rural Development has three different interest rates that can be used, depending on the income levels in the project area. Rates range from a low of. % up to a market rate of 5.% which was used in this report. The Towns may qualify for the lowest rate (.%), which would bring the annual debt service down to $22.7, a savings of over $7.00 per customer per year. If additional grant monies were obtained form the upcoming ederal Stimulus and Economic Recovery Program of, the debt service could be drastically reduced or even eliminated.. Zero percent interest loans are also available form the NYS DWSR, again depending on income levels. Recent changes to Town Law Article 2 and 2-A, which regulate the formation of special districts in New York State, mandate that the approval of the State Comptroller s Office is necessary if the proposed water district or district extension costs exceed a certain value. or, this threshold is projected to be $ In the event that the Rural Development grant/loan funding option does not come to fruition, and no other grants are secured, State review will be required for this project. Even though in certain scenarios the projected costs are above the current State threshold, due to the many benefits of this project and high potential for additional grant funding and lower than market interest rates, it is recommended that the proposed district residents and the Town Boards of both Varick and Romulus give this District improvement project every possible consideration.
