1 Williamson County Fire Chiefs Association 9218 Anderson Mill Road Austin, TX Call to order and Welcome Meeting Minutes December 9, 1830 hrs D B Wood Rd, Georgetown a. President Mallinger called the meeting to order at 1837 hours. 2. Roll Call of Departments (use sign-in sheet) a. All member organizations were present with the exception of Jarrell Fire Department, Granger Fire Department, Bartlett Fire Department, and Jollyville Fire Department. 3. Consent Agenda (Discussion and Possible Action) a. Motion was made by Taylor Fire Department and seconded by Leander Fire Department to approve the October Minutes with the following correction from WCEC: we are having CAD issues daily due to network issues. The motion passed. b. Treasures report was not available. 4. Regular Agenda (Discussion and Possible Action) a. CJIS Porter i. This completed information was given to WCEC. b. Flooding Evans i. Chief Harry Evans (Ret.) talked to the group about the flood planning response model and forecasting. He will work with Jared Thomas and will be back. A copy of his program is attached. c. TEEX Barron / Smith i. President Mallinger discussed the Leadership Symposium in January in San Marcos. 2 d. FRO Agreement Mallinger i. President Mallinger talked about the changes which was the last paragraph of the first page and second paragraph of the first page. There were not anything on the other programs. ii. Chief Ekiss raised a concern whether the ice storm issue was addressed. He also asked whether the medical director will come by face-to-face at the stations or riding out on the units. Chief Coatney advised that you can invite him and he will come. Chief Storey will ask the EMS Committee to have him come out and meet with FROs since we work under his license. iii. Chief Storey noted the ems committee met on October 21 and talked about FRO agreement, skills testing, and the training division staffing for FROs. He stated that FRO agency leads can make assignments under Medic- CE. There was a discussion on core competency vs hourly requirements. Also more hands on training was a big discussion. iv. Training is being removed from the last paragraph. v. Chief Mallinger will have the EMS Committee begin working on the next FRO agreement after the first of the New Year. vi. Motion to approve with amendments was made by Hutto Fire Rescue and Georgetown Fire Department seconded. There was 1 nay vote with the rest in favor. The motion passed vii. Round Rock Fire Department asked the EMS Committee to discuss the addition of NarCan which is now allowed by SB1462. viii. Chief Kerwood asked whether the cyano kits can be purchased. It is not allowed for WCFCA to purchase due to IRS regulations. e. RIT Policy Coatney i. Chief Coatney noted that he RIT policy draft conflicts with WCFCA MAYDAY policy. There will need to be a change. It has to do with moving the RIC to another channel. Chief Coatney will find out additional information regarding the Austin FD MAYDAY. He stated that RIT is now RIC. There are a few more changes. An amendment for equipment will be added. ii. Chief Coatney noted that the Accountability policy will out it in standardized format and sent out for comments.
3 f. Mutual Aid Contract Coatney i. Chief Coatney recommended that the WCFCA adopt the changes from Senate bill 11 for the mutual aid contract. He will be coming up with a boiler plate language for the AHJ to use for a contract. This will come forward to the group thus doing away with the current WCFCA mutual aid agreement. g. Other Business that came after the posting of the agenda i. Chief Kerwood mentioned the CRM class occurring March 28 and 29 in Pflugerville. Mike Anderson can be ed for signing up. A website will be set up after the first of the year. The flyer is attached. ii. Chief Herrin provided everyone a disk with the County Fire Marshal information. iii. President Mallinger read a letter regarding the FSTAR program that was held in Hutto thanking the WCFCA for their assistance and participation. iv. Chief Bill Gardner noted that the WCCHD was charged in part for the infection control class. Would the WCFCA pay the remaining of what the TDSHS did not pay? A motion was made by Round Rock Fire Department and seconded by Coupland Fire Department to pay $3500 for the remaining balance of the class. The motion passed. v. Michelle Porter stated that PUMA will go live in January. vi. Chief Kerwood noted that he will be teaching NFA officer classes throughout There are limited spots for the WCFCA. 5. Good of the Order a. The January WCFCA meeting is cancelled due to the TEEX Leadership Symposium hours
