2 The Issue EPA ENRERGY STAR Cool Roof Rating Programs require a 3 year waiting period to qualify a product. Stifles innovation by increasing time to market Increases development costs Limits number of products in the market place Places an unfair burden on the roofing industry segment not placed on other ENERGY STAR rated products

3 The Proposed Solution EPA ENERGY STAR should allow the use of a calculated 3-year aged solar reflectance to initially qualify product while manufacturers are obtaining actual 3-year aged solar reflectance values. SR Aged = 0.7 x (SR Initial 0.2) +.2

9 Statistical Analysis of Data In the subset of 192 entries having a calculated 3-year aged value more than 0.05 greater than the measured 3-year aged value, there are: 105 coatings 65 metal 12 single-ply 7 tile 2 BUR (1 is a BUR coating) 1 modified bitumen (an aluminum-surfaced product) Looking at the situations in which there is a difference of more than 0.05 (defined as a formula change by CRRC), the data indicates the CEC calculator always (with one exception that is shown as a BUR, but may be misclassified) provides a conservative estimate for asphalt-roofing products. This should be persuasive to any objective party.
