4 INTRODUCTION As part of its Tourism Research Program, the Tourism Authority (HTA) maintains a list of properties and units available for visitor accommodations known as the Visitor Plant Inventory (VPI). This report presents the results of an update to the VPI conducted in It provides data on the number of visitor units, property types, and room classes for the State of and each of its six major islands. Comparison data are provided for four prior years. The VPI was first published by the Visitors and Convention Bureau (HVCB) in 1964 and has been updated periodically since that time. HVCB did not conduct a survey in 1995 and did not publish hard copies of the report in The Department of Business, Economic Development and Tourism (DBEDT) published VPI reports annually from 1999 through HTA has been responsible for annual updates since The method for updating VPI begins with a review of the previous year s inventory. Visitor industry agencies ( Association, Vistors and Conventions Bureau, County Planning Departments, island visitor s bureaus, etc.) are surveyed for information they may have on new visitor properties. Extensive internet searches are used to find individual visitor rental units. The master inventory file is updated using these inputs. Representatives of each property in the master file are then surveyed to establish whether the property is available for short-term visitor rental. For each short-term visitor accommodations property, the VPI survey gathers the number of units, types of units, class of units, and other useful information. For further details, see the Methods section in the appendix to this report. As in previous reports, island and district names were written in proper an language orthography. However, individual property names were not written in the same manner unless the words were easily identifiable (i.e., island names). 5 PREFACE In recent years, the formerly steady increase in the size of s visitor plant has fluctuated. The inventory rose in 2009, slightly fell in 2010, rose sharply in 2011, fell in 2012, and fell slightly again in In the past, deviations from the general trend were the result of significant changes in the number of ho and condominium units dedicated to visitor use. Since 2006, changes in the inventory reflect changes in the composition of the visitor plant. units have remained relatively stable and other unit types have contributed more to the rise and fall of total unit counts. First timeshare units and later Individual Visitor (IVU) rose quickly. Increases in timeshares and IVUs do not always indicate new construction. Conversions within the visitor inventory add units to one category and subtract units from another 1 and may not produce a rise in total inventory. Conversions from the residential real estate market to visitor plant do produce an increase in the inventory. Over the last decade, VPI results indicate that, while it is difficult to estimate the number of IVUs accuray, there is little doubt there are more of them 2. In 2006, there were fewer than 2,400 IVUs in the VPI. By 2011, that number rose to 10,620, an increase of 400 percent in five years. VPI numbers for 2012 and 2013 are lower than the 2011 count but that may be an artifact of the methods used. VPI is an inventory. It requires that we locate individual IVU properties. IVUs are difficult to locate and if a record has no address, no survey can be mailed. Unit owners rarely make addresses available. Some want to avoid calls from potential renters; some may want to stay below the radar because they are operating without the proper paperwork. IVU owner/managers are represented by their condo or condo ho management, an AOAO, or a commercial property manager. s manage their own units but take bookings through an online vacation rental website. All of these make it difficult to get an address for the unit or its owner/manager. Even when we locate an address, IVU surveys have very low response rates. In 2013, an extensive review of IVU records in the inventory revealed many duplicate entries in the IVU group. The VPI survey also located more units that had been converted to IVUs during the year. More intensive searches of websites and tax records identified hundreds of new units. We strongly suspect that the current count is lower than the actual numbers of IVUs in 3. We will continue to work to improve the quality of the count. The 2013 Visitor Plant Inventory reports a drop in total inventory amounting to 757 units since 2012 (Figure M-1). Most of the change is accounted for by changes to IVU and condominium ho counts. The finding is consistent with the foregoing discussion of the VPI study experience in Decreases in condominium ho counts may have occurred as a result of conversion to IVUs. Decreases in IVUs may have occurred because of the increasing difficulty in confirming IVU status. Difficulty in confirming IVU status was caused by the proliferation of IVUs, the practice of managing units through online vacation rental websites, delays in issuing non-conforming use certificates (NCUs), and other factors. 1 See the discussion of Figure M-1 below. 2 The rise in IVU counts may be related to a lag in the supply of traditional visitor accommodations units in the face of increasing demand. Visitor arrivals were up 6.9 percent between 2008 and 2011 and the sum of ho and condominium ho units measured in VPI was down 5.9 percent for the same period. Higher ho room rates coupled with a stagnant residential housing market may prompt property owners to convert residential units to IVUs. 3 An independent study to estimate the number of IVUs in is in progress. 6 Figure M-1 shows the Visitor Plant Inventory counts for five major types of visitor accommodations units in for the last ten years. Figure M-1: Visitor Unit Counts by Type of Accommodations, IVU IVU Source: Visitor Plant Inventory, Between 2004 and 2006, VPI counts show a shift in accommodations marked by decreasing use of hos and increasing use of condominium hos. From 2006 through 2009 the major change was a shift from condominium hos and other units to timeshare and IVUs. In 2009, timeshare units leveled off at about 10,000 units statewide and other units has remained at about 1,500 to 1,600 units. The IVU counts rose significantly from The high point in 2011 seems to correspond to a similar decline in condominium ho units at the same time. The decline in IVUs after 2011, however, is likely the result of a failure of the VPI update work to adequay identify IVUs. Ultimay, the evidence suggests that there are many more IVUs across the State that are not currently in the VPI. The complexity and changes in stock will require further review and adjustments to data collection procedures in We note that several other efforts originating outside of the visitor industry are currently being pursued across the State, including legislation proposed for the 2014 Legislative Session and various county initiatives to address the definition and recording of visitor rental units. We have already noted the independent effort to identify IVUs, and the County of Kaua I s revision of its tax assessment procedures for In all, the 2014 VPI is likely to report notably higher counts for IVUs Visitor Plant Inventory 3 Tourism Authority

7 Number of Number of OVERVIEW State of In 2013, the State of visitor plant inventory was comprised of 73,893 visitor accommodations units, about 1% percent lower than the number of visitor units confirmed in the previous year. Significant increases in unit types like apartment hos (+17.4%) and timeshare units (+6.8%) were offset by decreasing numbers of condominium ho units (-9.1%) and IVUs (-8%). About half (48%) of the entire visitor units were located on the island of Oʻahu. units were located on (24%), (12%), and Hawai I Island (15%). As was the case in 2012, Moloka i and Lāna i had the fewest lodging units. units once again comprised the bulk (59%) of visitor accommodations units across the state. ho units (15%) and timeshares (14%) accounted for the next largest groups of units. IVUs made up about 9 percent of the inventory. The 2013 inventory showed another increase in the number of apartment-ho units and a continuing drop (-8%) in the number of confirmed IVUs statewide [Figure 2]. The number of properties (1,932) in the State in 2013 has increased by 7.8 percent since The largest number of properties was found on the (637), followed by Island (544), (442), and O ahu (276) [Figure 3]. The 2013 counts represented notable growth for (32%), Island (12%), and (14%), which were offset by declines for O ahu (-25%), Moloka i (-24%), and Lana i (-20%) [Figure 3]. The changes by island were largely the result of changes in the number of confirmed IVU s for IVUs made up the bulk (73%) of the properties in 2013 and their numbers grew by 17 percent since [Figure 4]. As noted earlier, the number of confirmed IVUs enumerated in 2013 is likely a significant under-estmate of the total number of IVUs in. 9 Number of Percent of Number of Properties Inventory by Island Island The number of confirmed visitor units on Island (10,821) rose 2.1 percent from 2012 to Several unit types (IVUs, timeshare units, and condo ho units) saw notable increases in 2013 and others (ho and other units), showed decreases. This was due at least in part to misclassification of units in s accounted for the greatest number of visitor units (6,387), and the third largest property type (30). As was the case for most islands, both the number of IVU units and the number of IVU properties rose on Island in The number of condo ho units and timeshare units rose while their numbers of properties decreased. Data on the distribution of units by price class have been fluctuating in County over the last four years. In 2013, prices increased as luxury units grew to 19 percent of the inventory. 10 Number of Percent of Number of Properties The count of confirmed units on in the 2013 inventory was 8,675 which represented an increase of 4.7 percent over The growth in the inventory was largely due to a 40 percent increase in the number of IVUs and a 14 percent rise in the number of condo ho units. The number of properties increased by 14 percent since 2012, led by an increase of 19 percent in IVU properties. The largest percentage of s units remained in the deluxe price class (48%), followed this year by the luxury class units (26%). The percent of inventory in standard and budget classes were both lower this year. This caused visitor accommodations prices to rise by about six percent over last year. 11 Number of Percent of Number of Properties The number of confirmed units on declined 8 percent, from 19,659 in 2012 to 18,135 in Decreases were ecountered for several unit types. The number of confirmed IVUs dropped from 3,896 in 2012 to 3,342 a decrease of about 14 percent. The number of confirmed timeshare units was down 14 percent and condo ho units were down 8 percent. Only apartment ho and bed & breakfast units increased this year. The number of properties was up, however, due primarily to a 59 percent increase in the number of confirmed IVU properties. The distribution of units by price class demonstrated a fairly stable structure since Luxury units dipped slightly and deluxe units rose to 26.4 percent of the inventory. The impact on the estimate average cost per visitor accommodations units was negligible and price remained stable. 12 Number of Percent of Number ofproperties Moloka i Moloka i experienced a major decline in the number of visitor accommodations units in The reduction was greatest in the number of confirmed IVU properties and units. The 2013 inventory included an additional 6 apartment-ho units and an additional 26 condo ho units. However, the number of IVU units shown in 2011 and 2012 could not be confirmed in The IVU unit inventory dropped from 339 units to 36 units. The number of properties in 2013 (29) was also lower than it was in 2012 (38) owing primarily to a drop in IVU properties. The distribution of units by price class found that the largest percentage of Moloka i visitor accommodations units fell into the standard price class again. In all there was very little change in the price class data. 13 Number of Percent of Number of Properties Lāna i The number of confirmed units on Lāna i remained constant from the previous year at 353 units. s comprised virtually all of the island s units and accounted for almost all the properties. The number of units and property types went down by one property and one unit in the apartment ho category. The totals remained the same for units and properties once again. Almost all of the units fell into the luxury or deluxe price class. 14 Number of Percent of Number of Properties Oʻahu The number of visitor units on Oʻahu rose from 35,326 in 2012 to 35,751 in 2013, an increase of 1.2 percent. The number of properties on Oʻahu decreased from 366 in 2012 to 276 in The difference was almost entirely due to a decrease is IVU units. The number of condo ho and IVU units dropped since The number of properties in each of those categories dropped as well. The lower inventories were associated with difficulties in confirming units that had been identified in the past. The number of ho, apartment ho, and timeshare units on Oʻahu increased notably between 2012 and The growth in these units offset the continuing decrease in condo ho units and the apparent losses in IVU units. The number of hos properties fell by one since 2012 and the number units rose by 9 from 260 to 269. All hos units were located in properties classified as hoss. Approximay 80 percent of hos units were located on the island of Oʻahu. The number of other units decreased 15 percent, from 457 in 2012 to 389 in The number of properties in this classification remained stable after 2012, but survey reports showed decreases in the number of units at those properties. The objective for 2014 will be to continue decrease the number of properties and units in this category. Apartment / (): Inexpensive units (usually in a low-rise building) equipped with kitchens and geared for long-term rentals. Front desk operations and m a i d service are usually limited and sometimes non-existent. Bed & Breakfast (B&B): A lodging facility with a limited number of guest units, which include breakfast in the daily rental rate. Typical bed and breakfast facilities are either small, quaint inns, or family homes. minium ( ): A mulitunit property legal classified as a condominium with each unit individually deeded. Generally, units are collectively placed into transient ho rental operations, offering most of the services of a ho, such as daily maid service and front desk operations. minium units are usually larger than ho units and include studios and one- to threebedroom units, with kitchen and laundry facilities, geared for transient use of 30 days or less. : A multi-unit lodging facility which provides room accomodations on a daily basis and generally, but not always, restaurant operations and other away from home services such as daily maid service and front desk operations. 128 Appendix D: Methods The 2013 Visitor Plant Inventory presents the results of HTA s enumeration of visitor accommodations in. The data were collected from September 2012 through January 2013, and thus reflects inventories for each property at the time of contact. Visitor Plant Inventory Survey: Information about transient accommodations was gathered mainly from a survey of existing visitor accommodation properties and management companies. Survey forms were sent to general managers, property managers and other individuals who could provide information about the property. The survey provided information about available units, planned additions and other information presented in this report. Survey forms were distributed to all properties that participated in the prior year s survey and additional properties identified through the association survey (below) and internet research. Over 2,200 properties were identified as part of a detailed web search using pertinent key word phrases, such as Vacation In, B&B, Hoss, etc. As was the case for the 2011 VPI, this search was expanded to include additional research related to private homes which may be available for transient rental, especially those located in resort residential areas. Survey forms were distributed via mail, , and fax. If no response was received, follow-up ephone calls, s, and/or faxes were made to the property to remind them to complete and return the form. Subsequently, if no response was received after the follow-ups, an Internet search was conducted to determine if the property was still in business and ephone calls were made to verify unit counts and types. If no response was received or no data was found on the Internet, but information was available from prior years, that information was included and so noted. If no response was received from a property and information was available from the association survey, such information was included and so noted. If no survey form was returned and no information was available from previous years or other sources, the property was listed as a nonrespondent. Association Survey: Continued in 2013, this survey s purpose was to gather contact information of associations whose members were transient visitor accommodations in the State of. Letters were sent to these associations to request member accommodation contact information, from which the mailing list was updated and new accommodations were contacted via mailing as described above. Properties: Information on timeshare properties were gathered through the survey questionnaire, which asked for information on the number of units registered as timeshare and units operated as timeshare. The number of units registered included those that were available for sale in a timeshare program (as well as those already sold in such a program). The number of units operated represented the units that were in use. Certain timeshare properties have the ability to split a given registered timeshare unit into more than one operated visitor unit (i.e. it may be possible for a two-bedroom unit to be rented as two keys: one studio unit and one 1-bedroom unit). The listing of timeshare inventory presented in Table 8 has been re-stated with registered units representing the number of units that were available to be sold as part of a timeshare program and operated units were defined as number of salable keys that were operated for visitor use. In some cases, the number of operating units exceed the number of registered units for a given timeshare property. The available timeshare units listed in Tables 3 and 5 and their related charts were the total number of operated units. The number of timeshare properties listed in Tables 2 and 4 were the properties with the majority of units classified as timeshare. However, the number of available units listed with the timeshare category included those units that were cross-listed under the other property types. The 2012 current Visitor Plant Inventory details the unit types available at each property. Starting with the 2009 VPI, certain timeshare operators reported their inventory counts in terms of individual guest rooms (keys) rather than timeshare units previously reported. For example, a two-bedroom timeshare unit may, depending configuration, be rented separay as two guest rooms: a one-bedroom unit and as a studio unit. 129 properties, but did not necessarily reflect a change in the physical plant. Cross Verification of Data: Where applicable, cross-verification was attempted against data received from the four counties, including real property classifications, bed and breakfast license data, and transient vacation unit (TVU) license data. As of September 2010, County Code section C, recently amended by ordinance No. 3766, requires condominium associations to file an annual report to the Real Property Tax division declaring the actual use of all units within their project, before December 1 of each calendar year. are to be identified as apartment, commercial, home owner, ho/resort, and timeshare. This data was used in the estimation of overall timeshare and IVU-condo units for a given project. Unit Type Classification: Each unit reported in the survey was assigned a unit type based on HTA s type definitions (found in Appendix E). For the purposes of classification, a given property may include more than one unit type. Historically, type classifications were self-selected by the respondent but research has shown that the response was not always consistent with HTA s type definitions. In such cases, the unit type was corrected for the 2012 VPI report. Notably, many respondents classified their units as condominium ho due to the units location within a condominium building, but did not have the services or amenities included in HTA s definition for a condominium ho. These units were reclassified as individual vacation units. Property Type Classification: Classification of property type (Tables 2 & 4) for properties with more than one unit type was determined by the majority of units on that property. Historically property type was self-selected by the respondent but research has shown that the response was not always consistent with HTA s type definitions. Planned New Developments: Information about planned new developments was gathered with assistance from the four county Planning Offices. The information was reprinted here and includes projects and developments that have achieved some level of jurisdictional approval.
