Mr Mainwaring was in attendance. Cllr Edwards was in attendance. 66/13 ELECTION OF CHAIRMAN Cllr Isherwood proposed by Cllr King, seconded by Cllr F Foster. Unanimously agreed; Cllr Isherwood elected as Chairman. 67/13 ELECTION OF VICE-CHAIRMAN Cllr Bradley proposed by Cllr King, seconded by Cllr Lancaster. Unanimously agreed; Cllr Bradley elected as Vice Chairman. Cllr Bradley took the Chair. 68/13 APOLOGIES FOR ABSENCE Apologies were received from Cllr Isherwood. 69/13 DISCLOSURE OF INTERESTS WA/2013/0724: Cllrs Piper and Bradley Non-pecuniary interest. 70/13 MINUTES OF THE LAST MEETING The minutes of the meeting held 2 nd May 2013 were agreed and signed as a true record. Cllr M Foster questioned why Haslemere Town Council is not making a representation at the Waverley Core Strategy examination. Recommended: That the Deputy Town Clerk establish whether HTC made a representation for the presubmission consultation and report back to the Mayor at the weekly staff meeting. 71/13 MATTERS ARISING None 72/13 REPRESENTATIONS BY THE PUBLIC
2 WA/2013/0688: Mrs Monteath made a representation in objection to the proposal on the following grounds of loss of general amenity. The Committee considered the application and agreed to submit an objection on the following grounds: The application constitutes considerable over development of the site. A garage had already been permitted and constructed on site before the applicant obtained permission to convert it to habitable accommodation. The Committee is concerned that this was done in order to gradually increase the scale and bulk of the overall development on what is a relatively small site. The Chairman moved to bring forward the agenda item on Highways so that Mr Mainwaring could make his representation, this was unanimously agreed. 73/13 HIGHWAY ISSUES (continued later on agenda) Mr Mainwaring addressed the committee with his concerns over the condition of the roads, and SCCs long term plan for ongoing maintenance as the quality of the repairs being undertaken is not good. The Mayor advised that she is due to have a meeting with SCC Cllr Barton along with Highway Officers. M Brinded, Boundary House Highercombe Road, Haslemere Surrey GU27 2LQ The reasons for objection to the applications specified above are listed below: WA/2013/0705 The Committee believes that this condition was imposed for a reason; to respect the immediate neighbours in relation to noise impact resulting from the development. As such, the Committee does not believe that the applicant has provided enough evidence to justify varying this condition to allow for earlier hours of construction WA/2013/0720 The installation of illuminated signs within a conservation area is contrary to policy HE8 of the Waverley Local Plan, and as such the Committee object to the proposal. In relation to the non-illuminated signs, the Committee is concerned with the proliferation of nonilluminated signs on the historic High Street of Haslemere. In particular, policy TC9 of the Waverley Local Plan stresses that the Council will take opportunities to remove advertisements.. which are detrimental to the character of the town centre. The quantity of signs proposed by the applicant seems extremely excessive, and as such the Committee object to the application. WA/2013/0723 The proposal as it stands would have an extremely negative impact on the setting of the listed building, Shepherds Down, and as such is contrary to policy HE3 of the Waverley Local Plan. The proposal is completely out of keeping with the local street scene as the road is predominantly occupied by large plots accommodating individual houses. The proposal as it stands would increase the density of the site to a scale that would not be sensitive to the surrounding environment. As such, the Committee believes that this application is contrary to D1 and D4 of the Waverley Local Plan. The Haslemere Design Statement stresses that any new development in garden land should not have a detrimental impact on the existing character of the area. In this case the Committee believe that the proposal is contrary to this guideline. WA/2013/0777/78/79/80/81/82 The Committee believes that this condition has been imposed for a reason, to respect the privacy for both the occupier and any neighbouring property. There is currently an application under appeal for 34 Kings Road. If this were to be approved any future occupants would be affected by the variation of this condition. 75/13 REPRESENTATIONS AT WAVERLEY COMMITTEE None 76/13 APPEALS None 77/13 DECISIONS Noted
6 78/13 DEPARTMENT OF COMMUNITIES & LOCAL GOVERNMENT CONSULTATION OUTCOME ON REUSING EXISTING BUILDINGS: PERMITTED DEVELOPMENT RIGHTS Noted 79/13 HIGHWAY ISSUES (continued) a. Councillor Mulliner was not present at the meeting so there was nothing to report. b. The issue of how Highways Issues will be reported at future meetings was discussed. It was agreed that Cllr Mulliner should attend Planning meetings to fully appreciate what the committee s concerns are so this information can be fed back to SCC, and vice versa, to ensure that the committee are kept fully informed of SCC s actions.
