1 US Army Corps of Engineers Seattle District Joint Public otice Application for a Department of the Army Permit and a Washington Department of Ecology Water Quality Certification and/or Coastal Zone Management Consistency Concurrence REVISIO US Army Corps of Engineers Regulatory Branch Post Office Box 3755 Seattle, WA Telephone (26) Attn: Danette L. Guy, Project Manager WA Department of Ecology SEA Program Post Office Box 476 Olympia, WA Telephone (36) Attn: SEA Program, Federal Permit Coordinator Public otice Date: October 1, 218 Expiration Date: October 16, 218 Reference o.: WS ame: Wahkiakum County Public Works 15-DAY PUBLIC OTICE REVISIO: This notice revises the total amount of material proposed to be placed, identifies impacts to wetlands, and includes a compensatory mitigation plan, as described in the U.S. Army Corps of Engineers/ Washington Department of Ecology Joint Public otice dated March 9, 217. The revised information is as follows: The applicant, Wahkiakum County Public Works, is proposing to place 1,352,72 cubic yards (CY) of clean dredged material (sand) on 74 acres over a period of 1 years. The original public notice specified the applicant proposed to discharge 2,182,8 CY on 14 acres over the same 1-year period. The proposed changes are a result of project modifications in accordance with the Section 48 Authorization. Proposed revisions to sites include: 1) River Mile 38.25, Sand Pit -- the original proposal was that 16 residential parcels would receive up to 366,87 CY over 21.7 acres. The amount of material and acreage remains the same; however, the proposed revision adds an additional parcel which was inadvertently excluded on the previous notice. 2) River Mile , orth Welcome Slough the original proposal was that 26 parcels would receive up to 1,36,231 CY over 41.7 acres. The proposed revision includes 21 parcels that would receive up to 587,5 CY over 21.6 acres. This is a decrease of five parcels, 2.1 acres, and 448,731 CY of material. 3) River Mile 43.5, Pancake Point the original proposal was that 26 parcels would receive up to 286,3 CY of material over 17.6 acres. The proposed revision includes 29 parcels that would receive up to 247,9 CY of material over 17.8 acres. This is a decrease in 38,13 CY of material, an increase of.2 of an acre, and the addition of three parcels.
2 WS , Wahkiakum County Public Works 4) River Mile 47.5, Cape Horn the original proposal was that 29 parcels would receive up to 492,95 CY of material over 22.9 acres. The proposed revision includes 16 parcels that would receive up to 15,45 CY of material over 12.9 acres. This a decrease in 13 parcels, 1 acres, and 342,5 CY of material. The revised project would also result in additional impacts to.11 of an acre of wetlands at the orth Welcome Slough placement area. To appropriately compensate for the proposed unavoidable impacts to wetlands, the applicant has submitted a mitigation bank use plan proposing to purchase.11 universal credit from the Coweeman River Mitigation Bank in Cowlitz County. All other information in the Joint Public otice dated March 9, 217, for WS remains unchanged. 2
