1 When beginning a redistricting process, one of the initial steps is to identify the communities of interest. As discussed in our earlier presentation, these can include characteristics of the population (ethnicity, nationality, age, occupations, income, education) or the geography (urban, rural, cities, schools, or other governmental agencies and services that help define a community). The following presents overviews of some of these criteria, and then a set of draft plans that can be reviewed by the board. GEOGRAPHIC COMMUNITIES These are the most objective criteria that can be used. Exiting geographic boundaries for other public jurisdictions provide a way to incorporate areas that generally were formed with both physical landscape and communities in mind. They also form the basis for how many individuals view themselves either as a function of their city, neighborhood, or the schools they went to. Elementary School District Boundaries - There are four elementary school districts with the community college district boundaries. These districts also collectively makeup the Victor Valley Union High School District boundaries.

2 Unified School District Boundaries - The area not covered by separate high school and elementary school districts is broken into four Unified districts. Cities - The district is dominated by population centers in Victorville, Hesperia and Apple Valley. Of these, only Apple Valley could conceivably fit within one single CCD election district.

3 POPULATION CHARACTERISTICS Within the district there are populations that overlap geographic boundaries and can either provide a clear path for line drawing, or an impediment. There are literally hundreds of data points that could be used, but below are maps of some that might have more relevance in line drawing from the district s perspective. Just because the maps are here does not mean that they are necessarily useful for the purpose of drawing lines. In at least a couple cases, the data shows that it might be hard to use what might be sensible data, like AA completion rates, in the line drawing. Latino Population This was shown in the original presentation. While drawing districts solely to racial composition is not legal in redistricting, it does need to be measured and accounted for, particularly when the line drawing itself is being spurred by concerns about racial vote dilution. Additional Populations Finally, per board discussion we have mapped three additional criteria: median income, community college degree completion rates and agricultural areas. These could be utilized as communities of interest when drawing districts.

6 SAMPLE REDISTRICTING PLANS These plans are meant to help inform as to the kinds of shapes that districts would likely take. They rely on the geographic boundaries, with the other community of interest data used to make decisions around the edges. These districts were drawn within a maximum 5% deviation from the median district size of 76,523 in a five-district configuration. These plans may still be adjusted to meet the needs of the board and respond to community input.
