The purpose of this resolution is to explore ways of fostering the integration of geolocation methods into postal addressing systems, in order to promote more efficient postal address development and address information management. To that end, a survey has been drafted to gather representative data from postal operators on the perception and use of, and interest in, geographic information systems (GIS). Based on your answers, a study will be conducted with a view to fostering the integration of GIS into existing and emerging addressing systems, and developing a framework for postal location strategies. Furthermore, we hope that the survey will provide us with information that can be used to develop a capacitybuilding package to help member countries integrate GIS into their addressing system. Your answers will allow us to identify and put together online and offline addressing-related resources and materials, including best practices and success stories, benchmark studies, address standards, and guidelines for the development of an online GIS addressing library. / You are therefore invited to complete the electronic version of the survey at addressing/meetings-and-conferences.html. 2 Annex 1 to letter 4880(DOP.ADA)1136 of 23 November 2017 Survey on the integration of geographic information systems into postal address development The purpose of this survey is to collect information on the main subjects to be included in the study on the integration of geographic information systems (GIS) into existing and emerging postal addressing systems. The aim of the study will be to produce guidelines on possible postal applications of GIS in tackling the lack of address systems, strengthening operational efficiency and stimulating commercial activity. I. Definitions To ensure the consistency of the data and make the survey easier to understand, definitions are provided. Please read these definitions carefully before answering the questions. Terms Geographic information system Master address database Definitions An integrated collection of computer software and data used to view and manage information about geographic places, analyze spatial relationships, and model spatial processes. A GIS provides a framework for gathering and organizing spatial data and related information so that it can be displayed and analyzed. A complete, current and accurate global address list (e.g. comprising street number, street name, city, state and postcode), along with the associated metadata, used for a variety of government and non-government functions, including emergency response; census exercises; income tax collection; mail delivery, planning and routeing, etc. Also referred to as "address reference data".

Database containing mainly locality information in most cases, postal data such as post offices and postal outlet names/locations. In some cases, the database could contain locality subdivision information, e.g. districts, neighbourhoods, buildings or floors (building or floor information is stored in this file for countries or territories where sectoral addresses are used). Database containing locality, subdivision of locality, street and buildinglevel information. Information about the locations and shapes of geographic features and the relationships between them, usually stored as coordinates and topology. The process of examining the locations, attributes and relationships of features in spatial data through overlay and other analytical techniques in order to address a question or gain useful knowledge. Spatial analysis extracts or creates new information from spatial data. A graphic representation of the spatial relationships of entities within an area. A discipline within marketing analysis which uses geolocation (geographic information) in the process of planning and implementing marketing activities. A process of examining the data available from an existing information source (e.g. a database or a file) and collecting statistics or informative summaries about that data. Enables customers to electronically track and trace a postal item, determining the exact locations of an item during its journey. Through map scanning, allows for the identification of lines and polygons that represent streets and buildings. Streets and buildings are automatically geocoded and metrically numbered based on the distance from a given point (x/y axes). Enables Posts to quantify and map their postal network and model potential scenarios, determine their potential impacts, visualize critical vulnerabilities, and plan for special events. Alignment of Posts' work schedules with operational needs to control costs and maintain competitiveness in last-mile activities. A market analysis studies the attractiveness and dynamics of a specific market within a specific industry. Forecasting is the process of making predictions for the future based on past and present data and, most commonly, an analysis of trends. The practice of extracting information from existing customer datasets to create a data model using big data aggregated through a predictive technology so as to determine patterns and predict future outcomes and trends with an acceptable level of reliability. Predictive analytics encompasses a variety of statistical techniques from predictive modelling, machine learning and data mining that analyze current and historical facts to make predictions about future or otherwise unknown events.
