2 Step 7: Recommend adaptations to current management Recommendations for adaptation of the current management plan by inclusion of additional measures linked with the proposed operational objectives (environmental targets). Objective 1. Cystoseira association on rocky bottom demonstrates increasing trend/stable state * with regards to the distribution range (e.g. depth lower boundary), the extent (total area) and the condition of edificator species (biomass, cover, projected cover) - Extend the current Natura 2000 marine network to overcome the insufficiency with regards to the natural habitat 1170 Reefs, increase the proportion and improve the connectivity of Cystoseira association included in the network by proposing extension of existing sites and designation of new sites. - Carry out initial assessment of the status including comprehensive habitat mapping - Develop and implement management plans for all Natura 2000 sites - Carry out regular monitoring on Cystoseira association in all Natura 2000 sites - Remove waste water outfalls from Natura 2000 sites Objective 2. Seagrass meadows demonstrate increasing trend/stable state * in the distribution range (depth lower boundary), the extent (total area) and the condition of edificator species (biomass). Measures as for objective 1 Objective 3. Rocky faces with Mytilus galloprovincialis demonstrate increasing trend/stable state * in the extent (total area) and the population condition of Mytilus (biomass, size structure, mortality rates) - Measures as for objective 1 - Control measures on the invasive impact of Rapana venosa on rocky facies with Mytilus e.g. subsidized catch of rapana on reefs Objective 4. Mytilus galloprovincialis beds on sediments demonstrate increasing trend/stable state * in the distribution pattern (% coverage), the extent (total area) and population condition of Mytilus (biomass, size structure, mortality rates) - Measures as for objective 1 - Control measures on the invasive impact of Rapana venosa on mussel beds e.g. subsidized catch fo small sized Rapana, which is not of commercial importance, subsidized catch by traps - Increase the control on illegal bottom trawling for rapana Objective 5. Sand banks demonstrate increasing trend/stable state * in the habitat condition: condition of the typical species (relative abundance/biomass) and communities (diversity and biotic indices e.g. H, M AMBI) - Measures as for objective 1 - Control measures on the invasive impact of Rapana venosa on sandbanks - Increase the control on illegal bottom trawling for Rapana and illegal dredging for clams Donax trunculus, Donacilla cornea, Chamelea gallina 67

The invasive non indigenous species Rapana venosa demonstrates decreasing trends in its population size and impact. - Research on stock and population parameters and dynamics of Rapana venosa - Research on the Rapana predatory pressure magnitude and impact - Subsidize catch of small sized Rapana - Evaluate the environmental harm benefit of bottom trawling for rapana and reconsider trawling ban for this particular target species Objective 7. The population of turbot (Psetta maxima) demonstrates increasing trend. Increase the control on illegal fishing 68
4 FEED BACK Step 1 WP3 Black Sea Case Study could not give input on the key focus of the governance research, how to explore different incentives/institutions to combine and achieve long term and strategic conservation goals. Feedback was asked from WP3 Black Sea Case Study participants and the BSBD (Ministry of Environment) by Deltares to identify the main stakeholders and important literature. Additional questions and comments will be communicated through e mail. A draft text for the Black Sea governance analysis will be made and the outcome will be discussed in MESMA WP6 so the results stay in line with all MESMA partners. Step 2 Step 3 The overview of the existing information outlines significant data gaps of the selected indicators. Additional data should be collected through research projects and monitoring programmes. 5 WP3 BLACK SEA CASE STUDY found the step wise WP2 framework quite iterative, requiring similar information to be entered in different steps. The final framework steps 6 and 7 could not be completed according to the framework due to early implementation phase of the existing management plan, data deficiency on indicators, especially time series, limited experience. Step 7 Short term national experience with centralized marine spatial management IO BAS presented in the draft evaluation report of the WP2 generic framework evaluation. Moreover the learning opportunities comments were identified like: lack of data, Identifying all stakeholders; communication governance stakeholders; interchange of knowledge; scattered information over several (science) institutes and governance institutions and more advanced experience necessary with management plans. 70
