3 Stormwater Management (Act 167) Plan Municipal Survey Results Conewago Creek shed - (12 municipalites responded) Twelve (12) municipalities that responded to the Spring 2009 Survey were located either wholly or partially within the Conewago Creek shed. Ten (10) of the 12 municipalities that responded to the Survey have separate Stormwater Management Ordinances. The other two (2) municipalities address stormwater in their respective Subdivision and Land Development Ordinance (SALDO). Seven (7) municipalities indicated that they have water quality regulations and ten (10) of the municipalities indicated that they have rate controls. Six (6) municipalities had concerns with their stormwater regulations, including out-dated stormwater regulations, consistency with the PA DEP Model Stormwater Management Ordinance, and not meeting NPDES MS4 and PA DEP stormwater management programs. The most common stormwater complaints in this shed were increased runoff and poor drainage. Other common concerns included localized flooding, stream bank and stream bed erosion, and sinkholes. Other concerns mentioned included water ponding in stormwater basins, pipe surcharge, bridge inadequacy, and water in residential basements. Three (3) of the 12 responding municipalities are proposing infrastructure improvements to reduce flooding. The proposed improvements are bridge and culvert replacements. Three (3) municipalities monitor rainfall events and each receives such information from municipal wastewater treatment plants. Two (2) of the 12 municipalities have completed studies related to streams/watersheds. All the studies in one (1) municipality are specific development sites, while the studies in the other municipality are for stream restoration projects and the Kreutz Creek Act 167 Stormwater Management Plan. In 11 of the 12 municipalities, the municipal engineer reviews the stormwater management plans. Additionally, 11 municipalities perform inspections of stormwater improvements during construction, while only seven (7) of the 11 routinely inspect stormwater management facilities once they are completed. One (1) municipality did not respond since they do not have a SALDO. Three (3) municipalities identified a historical trend in the municipality as impacting water quantity or quality. Two (2) municipalities listed water quality (turbidity) as an issue and one (1) listed washing out of creek beds as an issue. Three (3) of the 12 municipalities indicated changes in water quality as a result of changes in land use. The increased volume of run-off has caused sedimentation which clogged some stormwater structures and caused erosion of streambanks. Another concern in one (1) municipality was the affect of infiltration requirements by large developments on well water quality. Six (6) municipalities in this shed had other concerns with stormwater management or high stream flow. These concerns were stream bed downcutting, increased sediment loading, increased sediment deposition, stream degradation, stream bank stabilization, lack of riparian buffers, old infrastructure, flooded roadways and run-off from new development.
