2 St. Petersburg City Council Housing, Land Use, and Transportation Committee Report To: From: Support Staff: The Honorable Chair, Vice Chair, and Members of City Council Housing, Land Use, and Transportation Committee: Darden Rice, Lisa Wheeler- Bowman, Charlie Gerdes, Amy Foster, and Brandi Gabbard (Alternate) Kayleigh Sagonowsky, City Council Legislative Aide Re: Housing, Land Use, and Transportation Committee Meeting of October 25, 2018 Business: Cooperative Housing - Judith Turner, Florida Cooperative Empowered Economic Development Chair Rice called the meeting to order and asked Councilmember Gabbard to introduce Judith Turner to give the day s presentation about cooperative (co-op) housing. Councilmember Gabbard explained her request for a presentation from Ms. Turner because of her work as the Executive Director of the Florida Cooperative Empowered Economic Development (CEED). CEED is a nonprofit organization that provides resources and technical assistance to co-op businesses. Ms. Turner suggested that any time affordable housing solutions are discussed, limited equity co-ops and resident-owned communities (ROCs) should be part of that discussion. She explained there are about 11,000 housing co-ops in the U.S., including some in St. Petersburg. The Flori de Leon and the Waterfront Park Cooperative are limited equity co-ops, in which the cooperative corporation owns the land and individual dwellings but each resident has a say in the bylaws of the community. Typically, co-op residents earn 1-2% equity when they sell their homes, allowing for the long-term affordability of the property to be maintained. Ms. Turner explained that in Florida, resident owned communities are more popular than limited equity co-ops. In a ROC, the cooperative corporation owns the land and residents own the homes and a share of the corporation. ROCs are better for residents who don't have time or interest in ownership. There are 43 mobile home parks in St. Petersburg, each with residents, explained Ms. Turner. In the effort to preserve this affordable housing, she suggested reaching out to these communities and educating them about cooperatives. Additionally, Florida CEED or a different resource center could help connect residents to grant opportunities to get them started. She explained there are many subsidies available as long as the property is maintained as affordable. Councilmember Gabbard asked Ms. Turner how the city can most effectively help her efforts. She suggested creating a resource center to educate people about the benefits of co-ops, helping tenants find funding from grants, and providing tenants the first right of refusal when their properties go up for sale. Councilmember Gabbard asked Assistant City Attorney, Brad Tennant about potentially mandating resident first right of refusal. Mr. Tenant will assess the state statutes and come back with this information.

3 Councilmember Gerdes asked administration if a resource center for co-ops could be added into a staff position or resource center that already exists. Neighborhood Affairs Administrator, Rob Gerdes said that he thinks it would fit in well to an existing location and will explore some of the best options. Councilmember Gerdes also said he would prefer our affordable housing is hurricane proof and dignified for its residents. Mr. Turner suggested that once residents have the financial flexibility and control of a co-op or ROC they can upgrade or strengthen the community however they like. Councilmember Gabbard asked Mr. Gerdes if a formal motion would be necessary to move forward with the ideas discussed. Mr. Gerdes said he has a relationship with Ms. Turner from her work on the Affordable Housing Advisory Committee and will reach out to her to discuss specific strategies so no motion is necessary.
