3 Introduction This document shows what kinds of information the suppliers should provide to HDD business unit (hereinafter called Toshiba HDD ) of Storage Device Division of Toshiba Corporation Digital Media Network Company (hereinafter called DM Company) for parts qualification and its change. Toshiba HDD needs the information which conforms to Guidelines for Green Procurement (Document No ), Guideline on Measurement data of Green Procurement (Document No. k ), and the requirements of Toshiba HDD s customers. This document and the above documents having a document number are available from the following URL Scope Meanwhile, please note that provided information may be disclosed to Toshiba HDD s customer when they request. The requirements of this document apply to chemical substances information provided to Toshiba HDD for parts qualification and its change(*) in which the parts is a component of Toshiba HDD product. Every packaging material(**) for HDD product shipment is also considered as a component of Toshiba HDD product. On the other hand, the packaging materials of the parts are not considered as components of Toshiba HDD product. So, the information on such materials is not needed. And, the containers or holders of the parts are also not HDD components. So, the information on such components is not needed. (*) There are two types of changes-of-parts. One is that which brings revising the purchase specification, called design change, and the other is that which brings not revising that, called 5M1E application. (**)The followings are object material. (Transport packaging materials are not included: e.g. wooden pallet) 1) Packing materials (e.g. Cardboard box, Cushioning material) 2) Anything that is put in or on the cardboard box at the point of packing, and can be removed from the product without affecting its characteristics. (e.g. Desiccant, ESD bag, Label) Parts for the former Fujitsu HDD If Toshiba HDD newly-qualifies any of the parts which have been qualified by the former Fujitsu Storage Product Unit (hereinafter called the former Fujitsu HDD ) to produce a new product, the suppliers will be required to provide the information according to this document because these parts codes, which begin with either CA or CB, get replaced with new Toshiba parts codes (G/P code). On the other hand, for the parts having no Toshiba parts code, the suppliers should not provide the information according to this document, but according to the former Fujitsu HDD requirements. In this case, Toshiba HDD requires the suppliers to provide information similar to that provided to the former Fujitsu HDD before the consolidation. 2. Information required for parts qualification The suppliers should provide the following information by the day when parts qualification is finished. 1) For HDD parts used as packaging materials: all kinds of information shown in Table1 (Information1 to 9) 2)For HDD parts except 1) : all kinds of information except Information2 (8 kinds of information) As for Information10, the suppliers will be separately required to provide that within a month after receiving a request by . The latest formats of the document templates whose titles are shown in Table 1, that is the templates of Information 1, 2, 3, 6, 8, and 9, can be downloaded from the URL below. When using an old format, the supplier will be required to re-provide information with its latest format. 3/14

The response should be provided in XML format. - When using AIS Integration and Simplification tool, do not use the simplification function. - Suppliers will be separately required to provide the information within a month after receiving a request by /14

5 3. Information required for change-of-parts For change-of-parts, the supplier should check all kinds of information previously-provided to Toshiba HDD in order to check if there is any false information. All the false information should be updated. As for Information 10, separately from the other updated information, Toshiba HDD will require the supplier to update and provide Information10 within one month from the requested date. If any of the changes stated below applies to material, Information4 (analysis test report) should be prepared for every changed material in addition to updating other false information, such as Information3, 6, 7, and 9. 1) Change of material (defined as any change of the following items: manufacturer, material, material code) 2) Change of process in which a kind of volatile raw material, such as ink, paint, and paste (solder, etc.), is solidified. It is essential to analyze changed material because concentrations of substance in such a solidified material can vary depending on the amounts of volatile weight loss. For updating Information3 due to 5M1E application, when the information is revised after one year or later from the measured date, which is the earliest measured date of the measured dates in the analysis test in the updated information, the supplier should additionally submit a certificate (free format) for declaring no change in all the materials shown in the updated Information except the changed materials. In the case of design change, all updated information, including Information4 newly-prepared, should be provided to the person in charge for parts qualification by the day when Toshiba HDD qualifies the parts. In the case of 5M1E application, all updated information, including Information4 newly-prepared, should be provided to SD Global Procurement Planning Department accompanying its 5M1E application, according to SQMP (Supplier Quality Management Plan). Provision of Information8, 9, and 10 is not needed if they have never been provided to Toshiba HDD. However, they will be requested if Toshiba HDD considers them necessary. In that case, Toshiba HDD will separately require the supplier to provide. Even if there are no material changes in a change-of-parts, Toshiba HDD will require the supplier to submit analysis test repot when considering that the change has a high risk of contamination by the six substances for RoHS or the extra four substances shown in Section (If the new test report is prepared, it is necessary to update Information3, (9). And, the above mentioned certificate is also needed if Information3 is updated after one year or later from its measured date.) 4. Requirements on analysis test report 4.1 Kinds of materials to be analyzed Analysis test repot should be submitted for every homogeneous material used in the parts. For example, a plated alloy parts is separated into two kinds of homogeneous materials; alloy metal and plating film. In the case of multilayer plating, each layer should be analyzed. If a parts has some components that are not used in Toshiba HDD product, such components should not be analyzed. (For example, ink container, packaging materials for shipment of the parts, etc.) As a rule, object material to be analyzed is raw material for parts manufacture because it is difficult to separate an average parts, generally made of more than one material, into homogeneous materials. The figure below shows the chemically-homogeneous portions of a chip resistor as an example of separating a parts into homogeneous materials. 5/14

6 Example: chip resistor Resistive Inner electrode (top) Inner coat Marking Over coat Inner electrode (side) Middle electrode Outer electrode Inner electrode (bottom) Substrate However, for plating film, its raw material (plating solution) is so different in chemical composition from the final product (plating film), that plating solution should not be analyzed but plating film should be analyzed; there is a case of a plating film in which concentrations of lead was 500ppm while no detection of lead in its plating solution. As for analysis of plating film, it is recommended to use a test piece plated under the same conditions as the actual plating process, due to difficulty of separating a plating film from the plated parts. When such a piece is used as a test sample, concentrations of substance can be calculated by using differences in concentrations between the test piece and a blank piece, a piece with no plating film, or by selectively-dissolving the plating film. For volatile material, such as ink, paint, adhesive, and paste, analytical test should be conducted by using a test sample formed under the same conditions as its solidification process because a volatile weight loss arises in the raw material. For gel-like material, such as resistive paste, which contains more than one homogeneous material and is hardly separated into homogeneous materials after solidification, solidified gel-like material is considered to be a homogeneous material to be analyzed. Several examples of breakdown of parts into homogeneous materials are shown below, in which the parts to the left side can be broken down into the homogeneous materials to the right side. The suppliers should accurately break down the supplied parts into homogeneous materials. 7 4.2 Substances to be measured Six substances for RoHS Cadmium (Cd) Lead (Pb) Mercury (Hg) Hexavalent chromium (Cr(VI)) Polybrominated biphenyl (PBB) Polybrominated diphenyl ether (PBDE) For certain kinds of materials, some of the required measurements can be exempted. Refer to Section 4.3.4, 4.3.5, and for details Extra four substances Bromine (Br) Chlorine (Cl) Antimony (Sb) Red phosphorus (Total phosphorus concentrations should be measured in place of red phosphorus measurement because it is difficult to measure red phosphorus concentrations.) For certain kinds of materials, some of the required measurements can be exempted. Refer to Section 4.3.6, 4.3.7, 4.3.8, and Measurement of substance concentration Fundamental rule of measurement Every measurement should be conducted meeting the required determination limit shown in Table 2. X-ray fluorescence spectrometry is not acceptable due to simplified measurement Preprocessing For analysis of plastic, ink, paint, packaging materials, and chromate coating, the preprocessing methods shown in Table 3 are recommended to dissolve analysis sample. Other preprocessing methods are acceptable if measurement can be conducted meeting the required determination limit by combining a proposed preprocessing method and an appropriate measuring method. As for measuring method, it will be referred to in Section Plus, for analysis of plastic, ink, and paint, its analysis sample for measurement of cadmium and lead should be completely dissolved with an appropriate preprocessing method. However, as for packaging materials, the measurement should be conducted if total concentrations of cadmium, lead, and total chromium is greater than or equal to 70ppm. For metals, neither total nor hexavalent chromium measurements are needed. For chromate coatings (including passivation film formed from raw material containing hexavalent chromium), Measurement should be conducted according to Section /14

9 4.3.5 Measurements of PBB and PBDE For metals, ceramics, glasses, quartz, and sintered ferrite, both measurements of PBB and PBDE are not needed. As for the other materials, the two kinds of measurements are not needed if concentrations of bromine measured by combustion ion chromatography, etc. is less than or equal to 200ppm. If bromine measurement is not carried out or its result is greater than 200ppm, the measurements should be conducted. There are ten kinds of homologous compounds in PBB and PBDE, respectively. So, PBB and PBDE concentrations should be the total sum of concentrations of the ten kinds of bromine compounds, respectively. Therefore, the PBB and PBDE maximum permissible levels shown in Table 6 are applied to the total sum of measurement results of the homologous compounds, respectively. PBB measurement example If each result of ten kinds of measurements of monobromo-biphenyl to decabromo-biphenyl is less than a determination limit of 5ppm, PBB concentrations is considered less than 50ppm, 10 times the determination limit of 5ppm Measurements of bromine and chlorine Both measurements of bromine and chlorine are needed if the material to be analyzed contains any kind of organic substance. As for materials not containing any kind of organic substances, the two kinds of measurements are not needed if any of bromine, bromine compounds, chlorine, and chlorine compounds is not intentionally used. If bromine or its compounds is intentionally used, measurement of bromine should be conducted. If chlorine or its compounds is intentionally used, measurement of chlorine should be conducted. (Refer to Table 5) As mentioned in Section 4.3.5, if concentrations of bromine is less than or equal to 200ppm, both PBB and PBDE measurements are not needed. For soldering fluxes (including fluxes in solder wire and paste), measurement of each of bromine and chlorine should be conducted for flux residue after soldering. Analysis sample should be prepared under the same soldering condition as that of the actual process Measurement of antimony Measurement of antimony should be conducted if antimony or its compounds is intentionally used; the measurement is not needed if neither antimony nor its compounds are intentionally used. (Refer to Table 5) For example, antimony is intentionally used in PET (polyethylene terephthalate) resin as its polymerization catalyst. So, the measurement should be carried out Measurement of red phosphorus Measurement of red phosphorus is replaced with that of total phosphorus because it is difficult to measure concentrations of red phosphorus. The measurement is not needed if red phosphorus is not intentionally-used. 10 4.3.9 Exemption of measurement For metals, measurements of mercury, hexavalent chromium, PBB, PBDE, bromine, and chlorine are not needed. For metals, ceramics, glasses, quartz, and sintered ferrite, both measurements of PBB and PBDE are not needed. For silicon chip encapsulated in IC device and its wiring patterns on the chip, every measurement is not needed because they are made of so high-pure materials that there is no chance of contamination by the substances beyond the extent of the permissible levels shown in Table. As for the other portion of IC device (leadframe, encapsulation resin, etc.), measurement should be conducted according this document Maximum permissible level The maximum permissible levels of the substances are shown in Table 6 and 7. 11 Complex parts A complex parts which is made of more than one chemically-homogeneous portion and can not be separated into the homogeneous portions that are different in chemical composition from their raw materials, and in which some of the portions can not be separately produced from their raw materials, is considered as a material to be analyzed if it meets the following conditions. - The maximum possible concentrations can be calculated for every homogeneous material as the product of the concentrations measured for the analysis sample and the weight ratio of the analysis sample to any chemically-homogeneous portion of the sample; every calculated result should not exceed the permissible level. - Effective determination limit which can be calculated as the product of the actual determination limit and the weight ratio of the analysis sample to any chemically-homogeneous portion of the sample; every effective determination limit should not be beyond the required determination limit. - What kind of RoHS exemptions can apply to the parts is thoroughly understood. Example: laminate film There is a laminate film made up of three portions, two kinds of resin films (Portion A and B), and a resin adhesive (Portion C). The weight ratio of Portion A to the laminate film is 40%, 50% for Portion B, and 10% for Portion C. Lead measurement was carried out and the result was 12ppm at a determination limit of 5ppm for the whole of the laminate film. In this case, the maximum possible concentrations of lead for Portion A is calculated as 12ppm X 100/40 = 30ppm. And its effective determination limit is 5ppm X 100/40 = 12.5ppm. As for Portion B, the maximum possible concentrations and effective determination limit is 24ppm and 10ppm, respectively. The calculations can confirm that Portion A and B conform to Table 2 and 6. On the other hand, for Portion C, the maximum possible concentrations and effective determination limit be calculated as 12ppm X 100/10 = 120ppm and 5ppm X 100/10 = 50ppm, respectively. The results can not confirm that Portion C conforms to Table 2 and Measurement of hexavelent chromium in chromate coating For any kind of chromate-treated parts (including the parts with passivation formed from any raw material containing hexavalent chromium), measurement of hexavalent chromium should be carried out by using the measuring method referred to in Section Only for chromate coating, other kinds of measurements are not needed Kinds of parts to be analyzed Chromated parts (If the parts is partially chromated, measurement should be done for the area chromated); remove residues of chromate treatment liquids from the parts by cleaning before measuring Measuring method Measuring method should conform to the diphenylcarbazide colorimetric method referred to in the section 4.1 of Annex 2 of JIS H8625 titled Chromate conversion coatings on electroplated zinc and cadmium coatings. Amounts of elution hexavalent chromium per unit area should be measured. The spot test analysis is not acceptable because it is not a kind of accurate measurement Maximum permissible level The maximum permissible level of the elution is less than or equal to 0.1μg/cm 2, which is regarded as the detection limit of the measurement. If exceeding the levels, the result is acceptable. Measurement example A test sample with a chromated area of 50cm 2 dipped in a purified water of 50ml is so boiled for ten or more minutes as to get hexavalent chromium completely-eluted into the boiled water, and then the sample is removed from the water. Next, diphenylcarbazide and its buffer solutions are added to the water, and then the water is diluted up to 250ml with some purified water. The water is used as a measuring sample and is analyzed by using absorption photometry as measuring method. If measurement result is less than a determination limit of 0.02ppm, the elution amount per unit area is calculated to be < 0.1μg/cm 2 (=0.02ppmX250g/50cm 2 ); it meets the permissible level. 11/14

12 5 Essential points of document preparation 5.1 Use/Non-use Declaration of Environment-related Substances and Declaration of Environment-Related Substances Use/Nonuse for Packaging Materials (Information 1 and Information2, respectively) The document templates of Information1 and 2 are available from the URL shown below, including the fill-in instructions. Each kind of information should be input to the template each Toshiba parts code and should be provided in the form of printed or soft copy (PDF, etc.) which has either signature or stamp of the person in charge. However, for some parts which are the same in content of declaration, all the information to be provided of each of the two kinds can be grouped into one file with an attached list of all the parts; refer to the fill-in instructions for details. 5.2 Environment-Related Substance Analysis Data Sheet (Information3) The document template of Information3 and its fill-in instruction are available from the above-mentioned URL. The information should be input to the template each Toshiba parts code, and should be provided in the two forms of Excel file and its printed or soft copy (PDF, etc.) which has either signature or stamp of the person in charge. However, for some parts which belong to a certain series of supplied parts and are the same in construction materials, all the information to be provided can be grouped into one file with an attached list of all the parts; refer to the fill-in instruction for details. When Information3 is provided, Information4 should be attached to it. 5.3 Analysis test report every homogeneous material (Information4) Essential information Information4 should include the following information. - Name and stamp of analysis laboratory; stamp or signature of the person in charge can be used in place of the stamp of the laboratory, - Names of both measurer and his/her manager, - Date of issue, - Measurement date, - Identification information (e.g., name of test sample), - Substances measured, - Preprocessing; name of official method or way of preprocessing; specifying the complete dissolution of analysis sample of plastic, paste, and ink for measurements of cadmium and lead; elution conditions for analyzing chromate coatings (area of chromated surface, elution temperature and time, etc.), - Measuring method; name of the method or official name, - Analyzer name - Measurement result with its determination limit ; amounts of elution hexavalent chromium per unit area for analyzing chromate coatings, - Flow charts of measurements of cadmium and lead only if plastic, paint, or ink is analyzed Deadline for submitting analysis test report Information4 (analysis test report) should be provided within one year after the measured date. If the formation is provided after one year, it is counted as invalid. However, for the parts to be qualified which is the same in structures and construction materials as a certain group of qualified parts, when such a parts is qualified, all the analysis reports relating to the group can be used in place of new test reports for qualifying the parts even if the measured date of some of these test reports is more than one year ago. In this case, Information3 and 9 should not be newly-prepared, but should be revised by adding the new parts code to the information for the group of qualified parts. For plastic, paint, ink, and packaging materials, Toshiba HDD may require the supplier to renew some of the analysis test reports previously-submitted in order to deliver new Toshiba HDD product to Sony Corporation; refer to the fill-in instruction of Information6 for more information on analysis test report Sony needs. 12/14

13 5.4 Inner structures and construction materials of the parts (Information5) Information5 is needed for some of Toshiba HDD s customers. Don t forget to provide the information at parts qualification and change-of-parts. The information should show the inner structures (name and location of every chemically-homogeneous portion) and the construction materials (material name of every chemically-homogeneous portion) of the parts. The number of the chemically-homogeneous portions should be the same as that shown in the other Information, such as Information3. The names of the materials and portions must be the same as the ones shown in the other Information. Example 13/14

The information should be input to the template each Toshiba parts code, and should be provided in the form of printed or soft copy (PDF, etc.) which has either signature or stamp of the person in charge. However, for some parts which belong to a series of supplied parts and are the same in structures and construction materials, all the Information to be provided can be put together in one file with an attached list of all the parts. Information7 is needed for every material shown in Information6, and should be attached with it. This certificate needs analysis test report, however, additional preparation is not necessary because the analysis test report referred to in Section 5.3 is enough for its requirements. 5.6 Use/Non-use Declaration of Extra 5 Environment-related Substances for Toshiba HDD (Information8) The document template of Information 8, prepared by Toshiba HDD and downloaded from the above-mentioned URL, is for Toshiba HDD s customer; Its fill-in instruction is included in the downloaded file.
