1 Hazard Cmmunicatin Purpse Simpsn and Brwn shall ensure that ur emplyees are infrmed and trained cncerning hazardus chemicals that they can be expsed t at the wrkplace. Scpe and Applicatins Simpsn and Brwn emplyees shall be prvided with sufficient infrmatin t anticipate, recgnize, evaluate, cntrl chemical hazards, and take apprpriate prtective measures. Simpsn and Brwn s Hazard Cmmunicatin Prgram shall be in accrdance with OSHA 29 CFR (Hazard Cmmunicatin Standards). This prgram shall apply t any hazardus chemical in which is knwn t be present in the wrk place in such a manner that emplyees may be expsed under nrmal wrk cnditins f use. Respnsibility Safety Department shall ensure; The Simpsn and Brwn Hazard Cmmunicatin Prgram is well maintained and updated regularly. Ensure that Simpsn and Brwn Hazard Cmmunicatin Prgram is enfrced and prperly implemented. All emplyees have received training n Simpsn and Brwns Hazard Cmmunicatin Prgram Superintendents shall ensure; Simpsn and Brwns Hazard Cmmunicatin Prgram is readily available t emplyees, ther cntractrs, and subcntractrs. Develp a list f all identified hazardus chemicals fund nsite. All SDS s are btained fr identified hazardus chemicals fund nsite. Infrm emplyees n hazards assciated with all hazardus chemicals fund nsite. Emplyees shall ensure; Understanding f Simpsn and Brwns Hazard Cmmunicatin Prgram Ability t identify hazardus chemicals thrugh labeling and hazards assciated with them. All cntainers f chemicals are labeled. Ability t anticipate, recgnize, evaluate, cntrl chemical hazards, and take apprpriate prtective measures. Definitins Acute Brief and severe. Chemical Any substance, r mixture f substances. Chrnic Having lng duratin.

2 Cntainer Any bag, barrel, bttle, bx, can, cylinder, drum, reactin vessel, strage tank, r the like that cntains a hazardus chemical. Fr purpse f this sectin, pipes r piping systems, and engines, fuel tanks, r ther perating systems in a vehicle, are nt cnsidered t be cntainers. Cntrlling cntractr A prime cntractr, general cntractr, cnstructin manager r any ther legal entity which has the verall respnsibility fr the cnstructin f the prject its planning, quality and cmpletin. Expsure r Expsed An emplyee is subjected in the curse f emplyment t a chemical that is a physical r health hazard, and includes ptential (e.g. accidental r pssible) expsure. Subjected in terms f health hazards includes any rute f entry (e.g. inhalatin, ingestin, skin cntact r absrptin.) Hazardus Statement A statement assigned t a hazard class and categry that describes the nature f the hazard(s) f a chemical, including where apprpriate the degree f hazard. Hazardus Chemical Any chemical which is classified as a physical hazard r a health hazard, a simple asphyxiant, cmbustible dust, pyrphric gas, r hazards nt therwise classified. Hazard Class The nature f the physical r health hazards, e.g., flammable slid, carcingen, r acute txicity. Hazard Categry Divisin f criteria within each hazard class, e.g., ral acute txicity and flammable liquids include fur hazard class and shuld nt be taken as a cmparisn f hazard categries mre generally. Health Hazard A chemical which is classified as psing ne f the fllwing hazardus effects: acute txicity (any rute f expsure); skin crrsin r irritatin; serius eye damage r eye irritatin; respiratry r skin sensitizatin; germ cell mutagenicity; carcingenicity; reprductive txicity; specific target rgan txicity (single r repeated expsure); r aspiratin hazard. The criteria fr determining whether a chemical is classified as a health hazard are detailed in Appendix A t Health Hazard Criteria. Label An apprpriate grup f written, printed r graphic infrmatin elements cncerning a hazardus chemical that is affixed t, printed n, r attached t the immediate cntainer f a hazardus chemical, r t the utside packaging. Physical Hazard A chemical that is classified as psing ne f the fllwing hazardus effects: explsive, flammable (gases, aersls, liquids, r slids); xidizer (liquid, slid r gas); self reactive; pyrphric (liquid r slid); self heating; rganic perxide; crrsive t metal; gas under pressure; r in cntact with water emits flammable gas. See Appendix B t Physical Hazard Criteria. Pictgrams A cmpsitin that may include a symbl plus ther graphic elements, such as a brder, backgrund pattern, r clr, that is intended t cnvey specific infrmatin abut the hazards f a chemical. Eight pictgrams are designated under this standard fr applicatin t a hazard categry. See Chart Belw. Precautinary Statement A Phrase that describes recmmended measures that shuld be taken t minimize r prevent adverse effects resulting frm expsure t a hazardus chemical, r imprper strage r handling.

3 Prduct Identifier Name r number used fr a hazardus chemical n a label r in the SDS. It prvides a unique means by which the user can identify the chemical. The prduct identifier used shall permit crss references t be made amng the list f hazardus chemicals required in the written hazard cmmunicatin prgram, the label, and the SDS. Safety Data Sheet Written r printed material cncerning a hazardus chemical that is prepared in accrdance in accrdance with 29 CFR (g) Signal Wrd A wrd used t indicate the relative level f severity f hazard and alert the reader t a ptential hazard n the label. The signal wrds fr this hazard cmmunicatin prgram are Danger and Warning. Danger is used fr the mre severe hazards, while Warning is used fr less severe hazards. Hazard Classificatin Hazard classificatin is the prcess f evaluating the full range f available scientific evidence t determine if a chemical is hazardus, as well as t identify the level f severity f the hazardus effect. When cmplete, the evaluatin identifies the hazard class r classes and assciated hazard categry f the chemical. Only chemical manufacturers and imprters are required t perfrm hazard classificatin n the chemicals they prduce r imprt. Simpsn and Brwn may chse t cnduct hazard classificatin if there are cncerns abut the adequacy f the hazard infrmatin received fr the chemicals. If s further infrmatin n Hazard Classificatin can be fund in 29 CFR (d). Hazard Cmmunicatin Prgram This written Hazard Cmmunicatin Prgram has been develped in accrdance with OSHA Hazard Cmmunicatin Standards and will include sectins n labels and ther frms f warning, safety data sheet (SDS), emplyee training and infrmatin, list f chemicals, hazardus nn rutine tasks, multiemplyer wrkplaces, and standard perating prcedures. Labels and Other Frms f Warning Simpsn and Brwn will ensure that each cntainer f hazardus chemicals in the wrkplace are labeled, tagged, r marked. All hazardus chemicals cntainers are already labeled frm the chemical manufacturer, imprter, r distributr with the fllwing; 1. Prduct Identifier; 2. Signal Wrd; 3. Hazard Statement(s); 4. Pictgram(s) (see chart belw); 5. Precautinary Statements; and 6. Name, address, and telephne number if the chemical manufacturer, imprter, r ther respnsible party. In the event that a cntainer label is defaced, remved, r nnexistent a label shall be created with the label requirements abve r with the fllwing; 1. Prduct Identifier; and

4 2. Wrds, pictures, symbls, r cmbinatin theref, which prvide at least general infrmatin regarding the hazards f the chemical. Safety Data Sheets The manufacturer r imprter f a chemical is required by OSHA t develp a Safety Data Sheet (SDS) that cntains specific, detailed infrmatin abut the chemical s hazard using a specified frmat (see belw). Manufacturers may withhld certain infrmatin as prprietary (such as hazardus ingredients) n a Safety Data Sheet if the infrmatin is cnsidered a trade secret. Sectin 1: Identificatin Identifies the chemical n the SDS as well as recmmended uses. It als prvides the essential cntact infrmatin f the supplier. Sectin 2: Hazard(s) identificatins Identifies the hazards f the chemical and the apprpriate warning infrmatin assciated with thse hazards. Sectin 3: Cmpsitin/infrmatin n ingredients Identifies the ingredient(s) cntained in the prduct, including impurities and stabilizing additives. This sectin includes infrmatin n substances, mixtures, and all chemicals where a trade secret is claimed. Sectin 4: First aid measures Initial care that shuld be given t an individual wh has been expsed t the chemical. Sectin 5: Firefighting measures Recmmendatins fr fighting a fire caused by the chemical. Sectin 6: Accidental release measures Recmmendatins n the apprpriate respnse t spills, leaks, r releases, including cntainment and cleanup practices. Sectin 7: Handling and strage Guidance n the safe handling practices and cnditins fr safe strage f chemicals. Sectin 8: Expsure cntrls/persnal prtectin Indicates the expsure limits, engineering cntrls, persnal prtective measures that can be used t minimize wrker expsure. Sectin 9: Physical and chemical prperties Identifies the prperties assciated with the substance r mixture. Sectin 10: Stability and reactivity

5 Describes the reactivity hazards f the chemical and the chemical stability infrmatin. Sectin 11: Txiclgy infrmatin Identifies the txiclgical and health effects infrmatin r indicates that such data is nt available. Sectin 12: Eclgy infrmatin Prvides infrmatin t evaluate the envirnmental impact f the chemical if it were released int the envirnment. Sectin 13: Dispsal cnsideratin Prvides guidance n prper dispsal practices, recycling r reclamatin f the chemical r its cntainer and the safe handling practices. Sectin 14: Transprt infrmatin Prvides guidance n classificatin infrmatin fr shipping and transprting hazardus chemicals by rad, air, rail r sea. Sectin 15: Regulatry infrmatin Identifies the safety, health, and envirnmental regulatins specific fr the prduct that is nt indicated anywhere else n the SDS, including any natinal and/r reginal regulatry infrmatin. Sectin 16: Other infrmatin, including date f preparatin r last revisin This sectin indicates when the SDS was prepared r when the last knwn revisin was made. The SDS may als state where the changes have made t the previus versin. List f Chemicals Any chemical in which is knwn t be present in the wrk place in such a manner that emplyees may be expsed under nrmal wrk cnditins f use will be listed n List f Chemicals frm. Further infrmatin regarding the chemical can be fund n the Safety Data Sheet. Once the prject is cmpleted the frm will be given t Safety Directr and/r Safety Crdinatr t help update SDSs and fr recrdkeeping. See frm belw. Hazardus Nn Rutine Tasks Peridically, Simpsn and Brwn emplyees are required t perfrm hazardus nn rutine tasks. Prir t emplyees perfrming any nn rutine tasks that may expse them t hazardus chemicals, their supervisrs will infrm them abut the chemical s hazards. The supervisr will als infrm them abut hw t cntrl expsure and what t d in an emergency. The Safety Directr will evaluate the hazards f these tasks and prvide apprpriate cntrls including Persnal Prtective Equipment. Any additinal training will be dne prir t perfrming any nn rutine task. Examples f nn rutine tasks that may expse emplyees t hazardus chemicals include the fllwing: Cnfined Space Entry, using epxy catings, cutting cated materials, etc.

6 Hazards Assciated with Chemical Cntained in Unlabeled Pipes in Wrk Area If wrkers find themselves wrking next t unlabeled pipes with chemicals inside f them, wrkers shall immediately stp wrk. The mst significate danger present is if the pipe is damaged and the chemical is released. The chemicals Safety Data Sheet will be review by the supervisr and wrking crew. In the case that the chemical is unknwn, shall nt cmmence until mre infrmatin can be btained. Supervisr will als review emergency prcedures in case f chemical release fr that specific chemical. The Safety Directr will be cntacted t evaluate the hazards f the task. With permissin frm the cntrlling cntractr labels shall be made and put in place t identify the chemical and hazards assciated with it. Multi Emplyer Wrkplace If any ther emplyer s emplyees may be expsed t hazardus chemicals that Simpsn and Brwn has at its wrkplace, it will be the site supervisr s respnsibility t prvide the emplyer with Simpsn and Brwn s Hazard Cmmunicatin Prgram. They shall als prvide a cpy f List f Chemicals frm alng with the SDSs fr the listed chemicals. This infrmatin will be prvided as sn as pssible and will be updated apprpriately. If the sub cntractr r ther cntractr have any additinal questins regarding ur prgram and/r hazardus chemicals, they may cntact Simpsn and Brwn s Safety Directr r Safety Crdinatr. Emplyee Training and Infrmatin Training will cnsist f an extensive lk at Simpsn and Brwns Hazard Cmmunicatin Prgram as well as site specific training n wrk site hazardus chemicals. After training emplyees will be able t anticipate, recgnize, evaluate, cntrl chemical hazards, and take apprpriate prtective measures. Emplyees will then be evaluated by Safety Directr and Safety Crdinatr befre they can be certified fr the cmpletin f Simpsn and Brwn Hazard Cmmunicatin Prgram training. Training will be refreshed n a yearly basis at Simpsn and Brwn s Safety Day. Recrds f the training will be kept by the Safety Directr and Safety Crdinatr. Standard Operating Prcedures (SOPs) Labels and Other Frms f Warning a. If a cntainer has n label r label is illegible, emplyee shall ntify supervisr immediately fr prper labelling. b. N emplyee shall remve r deface a cntainer label withut ntifying their supervisr fr apprval. c. Cntainer labels shall be verified fr prper labelling whenever a hazardus chemical is received. In the event a label des nt have adequate infrmatin, supervisr shall be ntified. d. N cntainer that was previusly used fr a beverage shall be used fr any chemical. e. Cntainer labels shall be legible and in English. f. When creating a label the SDS shall be used. Safety Data Sheets g. SDS s shall always be readily available t all emplyees during their wrk shift. h. Emplyees can review the SDS s fr all the chemicals present at the wrkplace. i. The SDS s shall be present in the wrkplace trailer and/r freman s vehicle.

7 j. If a different lcatin is being used instead f the lcatins prvided the site supervisr will identify the lcatin t the emplyees prir t the wrk cmmencing. k. The SDS s will be updated by the Safety Directr and Safety Crdinatr. l. If an SDS is nt readily available at the wrk place emplyees can btain the infrmatin abut the chemical by cntacting Safety Directr r Safety Crdinatr. List f Chemicals a. List shall be cmpleted n the first initial wrk day. b. List shall be updated whenever a new hazardus chemical is received at the wrkplace. c. Name r prduct identifier shall remain the same acrss all references (SDS and Label). Training a. Hazard Cmmunicatin Training shall be dne n a yearly basis at Simpsn and Brwn s Safety Day. b. Site specific Hazard Cmmunicatin training shall be dne at the time f the initial jb assignment. c. Site specific training shall review Simpsn and Brwn Hazard Cmmunicatin Prgram, Stp Wrk Authrity, Site specific SDS s, and Simpsn and Brwn s plicies, wrk practices, and SOP s (Standard Operating Prcedures). d. Recrds f training shall be kept by Safety Directr and Safety Crdinatr.
