3 PREPARED DIRECT TESTIMONY OF DAVID M. BISI I. PURPOSE The purpose of my direct testimony on behalf of Southern California Gas Company (SoCalGas) and San Diego Gas & Electric Company (SDG&E) is to describe the local service zones that SoCalGas and SDG&E propose to use in their curtailment procedures, explain why capacity open seasons will no longer be necessary, and explain the impact of SoCalGas and SDG&E s proposal on capacity planning. II. THE SOCALGAS/SDG&E GAS TRANSMISSION SYSTEM SoCalGas and SDG&E own and operate an integrated gas transmission system consisting 0 of pipeline and storage facilities. With their network of transmission pipelines and four interconnected storage fields, SoCalGas and SDG&E deliver natural gas to over six million residential and business customers. A map of the SoCalGas transmission system is included below as Figure. The transmission system extends from the Colorado River on the eastern end of SoCalGas approximately 0,000 square mile service territory, to the Pacific Coast on the western end; from Tulare County and San Louis Obispo County in the north, to the U.S./Mexico border in the south (excluding parts of Orange County and San Diego County). The SoCalGas transmission system was initially designed to receive and redeliver gas from the east, to the load centers in the Los Angeles basin, Imperial Valley, San Joaquin Valley, north coastal areas, and San Diego County. As our customers sought to access new supply sources in Canada and the Rocky Mountain region, we modified our system to concurrently accept deliveries from the north. As a result, the system today can accept up to, million

4 cubic feet per day (MMcfd) of interstate and local California supplies on a firm basis. Primary supply sources are the southwestern United States, the Rocky Mountain region, and Canada. The interstate pipelines that supply the SoCalGas transmission system are El Paso Natural Gas Company (El Paso), North Baja Pipeline (North Baja), Transwestern Pipeline Company (Transwestern), Kern River Gas Transmission Company (Kern River), Mojave Pipeline Company (Mojave), Questar Southern Trails Pipeline Company (Southern Trails), and Gas Transmission Northwest (GTN) via the intrastate system of Pacific Gas and Electric Company (PG&E). The SoCalGas transmission system interconnects with El Paso at the Colorado River near Needles and Blythe, California, with North Baja near Blythe, California, and with Transwestern and Southern Trails near Needles, California. SoCalGas also interconnects with the common Kern/Mojave pipeline at Wheeler Ridge in the San Joaquin Valley and at Kramer Junction in the high desert. At Kern River Station in the San Joaquin Valley, SoCalGas maintains a major interconnect with the PG&E intrastate pipeline system, and receives PG&E/GTN deliveries at that location. SoCalGas operates four storage fields that interconnect with its transmission system. These storage fields Aliso Canyon, Honor Rancho, La Goleta, and Playa del Rey are located near the primary load centers of the SoCalGas system. Together they have a combined inventory capacity of. billion cubic feet (Bcf), a combined firm injection capacity of 0 MMcfd, and a combined firm withdrawal capacity of, MMcfd.

6 A schematic of the SDG&E gas transmission system is shown in Figure. The SDG&E gas transmission system consists primarily of two high-pressure large diameter pipelines that extend south from Rainbow Station, located at the Riverside/San Diego County border. Both pipelines terminate at the San Diego metropolitan area. The pipelines are interconnected approximately at their midpoint and again near their southern terminus. The northern cross-tie runs between Carlsbad and Escondido, with the southern cross-tie running through Miramar. A large diameter pipeline extends from the cross-tie at Miramar to Santee. At Santee, another large diameter pipeline extends to the Otay Mesa metering station at the U.S./Mexico border. At Otay Mesa, the SDG&E system interconnects with the Transportadora de Gas Natural de Baja, California, S.de R.L. de C.V. (TGN) pipeline, providing another receipt point for supplies into the SoCalGas/SDG&E system. A small diameter, lower pressure pipeline owned by SoCalGas also extends south from Orange County down to San Diego. Two compressor stations are also a part of the SDG&E gas transmission system. SDG&E s Moreno compressor station, located in Moreno Valley, boosts pressure into the SoCalGas transmission lines serving Rainbow Station. A much smaller compressor station is located at Rainbow Station. SDG&E has no storage fields in its service territory.

LOCAL SERVICE ZONES In order to more precisely define an area subject to a curtailment order per the SoCalGas 0 and SDG&E proposal, the SoCalGas/SDG&E transmission system has been divided into ten distinct local service zones. These local service zones, shown in Figure on page, reflect regions used in SoCalGas and SDG&E s operations and planning, and can all be considered subsystems of the larger transmission system. A detailed, tariff-level local service zone map and descriptions of the local service zones are included as Attachment A to this testimony. If approved, the map along with the accompanying descriptions of the local service zones will be added to the SoCalGas Tariff Map book. Should operational considerations such as customer demand patterns or gas transmission system changes warrant either a modification to the zone boundaries, the combination of zones, or the creation of new zones, SoCalGas will submit the changes to the tariff map and zone descriptions by Tier Advice Letter. Because the local service zones are geographically distinct, customer meters will belong to only one local service zone that matches the physical reality of the customer facility, and will only be subject to a curtailment order called specifically for that zone. For example, a customer in the Southern System East of Moreno zone will not be subject to a curtailment order called in the Southern System South of Moreno zone, even though the transmission facilities in the Southern System East of Moreno zone supply the Southern System South of Moreno zone. A curtailment of customer service in the Southern System East of Moreno zone will not help in a situation where customer demand is exceeding the capacity of the pipeline network in the Southern System South of Moreno zone customer demand in the Southern System South of Moreno zone must be reduced.

9 Operational conditions may require simultaneous curtailment of service in more than one zone. In addition, capacity issues in one local service zone may impact customer service in another local service zone. For example, a curtailment of customer service in the Southern System South of Moreno zone may result in the dispatch of additional electric generation demand in the South LA Basin local service zone and impact our ability to maintain system integrity, thereby potentially requiring a curtailment in the South LA Basin zone as well.

CAPACITY OPEN SEASONS WILL NO LONGER BE NECESSARY Pursuant to Commission Decision (D.) 0--0 and D.0-0-0, SoCalGas and 0 SDG&E currently conduct capacity open seasons in the San Joaquin Valley and in the Rainbow Corridor/San Diego areas. The purpose of the capacity open seasons is to allocate the available capacity to customers seeking firm noncore transmission service. Those noncore customers that desire firm transmission service submit their hourly bid requests during the open season and are subject to an annual use-or-pay requirement for any capacity awarded; those that do not bid receive interruptible service. SoCalGas and SDG&E propose to end these capacity open seasons. The open seasons of the past have failed to produce appropriate capacity planning signals in these potentially constrained areas. Customers freely elect interruptible service yet have complained when SoCalGas and SDG&E have needed to curtail interruptible service. SoCalGas and SDG&E s forecasts of noncore usage have so diverged from customers firm service elections in the capacity-constrained areas that planning sufficient capacity for these areas has become problematic. As discussed below, there are other factors, including CPUCmandated peak day design criteria, which will continue to drive capacity planning practices in the absence of these open seasons. Ms. Marelli proposes in her direct testimony that SoCalGas and SDG&E no longer differentiate between firm and interruptible noncore service, replacing those two services with one single level of noncore transmission service. As a result, there is no longer any need to allocate firm noncore service and therefore no need to conduct capacity open seasons. Noncore customers will simply be curtailed to the available system capacity. For example, customer protests to SoCalGas Advice Letter, in which SoCalGas initiated a localized curtailment of interruptible noncore customers in the northern San Joaquin Valley system.

12 0 V. EFFECT ON CAPACITY PLANNING The proposals in this this application should have no effect on the capacity planning practices of the utilities. SoCalGas and SDG&E will still plan and design their gas transmission system to meet the CPUC-mandated -in- year peak day design standard for core service and -in- year cold day design standard for noncore service. Note that the -in- year cold day design standard approved by the CPUC is actually a design standard for firm noncore service. However, when performing long-term system planning, SoCalGas and SDG&E apply the -in- year cold day design standard to the forecast total noncore demand. SoCalGas and SDG&E cannot reasonably forecast firm noncore demand in the long term, as that would require us to be able to forecast which customers would be willing to sign contracts for firm service, and to also forecast the amount of each capacity commitment. SoCalGas and SDG&E will still propose facility improvements when forecast demand under these design standards exceeds available capacity. Such proposals could be made in a General Rate Case proceeding, or in a separate application. SoCalGas and SDG&E will also propose facility improvements if noncore customer curtailment in a particular zone becomes frequent. SoCalGas and SDG&E have not made any determination on what level of curtailment frequency would trigger a proposal for facility improvement in a particular zone, and would look towards the impacted customers to help define that frequency and support facility improvement before the Commission. This concludes my prepared direct testimony.

13 VI. QUALIFICATIONS My name is David M. Bisi. I am employed by SoCalGas as the Gas Transmission Planning Department Manager. My business address is West Fifth Street, Los Angeles, California, 00-. I received a Bachelor of Science degree in Mechanical Engineering from the University of California at Irvine in. I have been employed by SoCalGas since, and have held positions within the Engineering, Customer Services, and Gas Transmission departments. I have held my current position since April, 00. My current responsibilities include the management of the Gas Transmission Planning Department responsible for the design and planning of SoCalGas and SDG&E s gas transmission and storage systems. As such, I am responsible for: planning the transmission system to meet the CPUC-mandated design standards for core and noncore firm service over a year forecast period; recommending improvements and additions as necessary; monitoring the changing dynamics of the gas transmission system as new load centers develop and new supply receipt points are created; alerting management when operating precautions or changes become necessary; performing short-term capacity analyses for customer service requests from the transmission system; evaluating system impacts from storage expansion projects and new product offerings to customers; and developing staff to maintain continuity and consistency in system planning. I have previously testified before the Commission.
