KEY HIGHLIGHTS: SITUATION REPORT 2 North India Floods 2010 (Uttarakhand, Haryana, Delhi, UP, Bihar) 21 st Sept 2010, 1300h The flood situation on monday continued to remain grim in many parts of North India: Uttarakhand, Haryana, Delhi, Uttar Pradesh and Bihar. Uttrakhand: Over 76 people dead and thousands homeless. Major rivers continue to swell. The Ganga in Haridwar flowing above the danger level and breached its embankment at Bishanpur Kundi village inundating areas like Luxor, Rayasi and Gangadaspur. Almora, Chamauli, Uttarkashi and Nainital are worst hit districts In Tehri, the reservoir level reached meter and heavy discharge is being made from the hydel project. A high alert has been issued in low lying areas in Tehri. The construction work of 400 MW Koteshwar dam has been stopped due to rise in the water level of Bhagirathi river. Chief Minister Ramesh Pokhariyal Nishank made an aerial survey of flood and disaster affected areas in the state. Prime Minister, Dr. Manmohan Singh, sanctioned an ex gratia amount of Rs. one lakh to the next of kin of each of the deceased and Rs. fifty thousand to those seriously injured in the floods from the Prime Minister s National Relief Fund. In the wake of the worsening flood situation, the Railways have cancelled some trains bound for Dehradun and Haridwar while a few others were diverted or short terminated at various stations.the steps were taken after landslides were reported between Haridwar Motichur sections and breaches between Raisi Balawali on Moradabad Division, said a Northern Railway spokesperson. NDRF have been deployed for recue operations. Haryana: Delhi: Heavy rainfall in the catchment areas of Uttrakhand resulted in the heavy inflows into the Yamuna. The Haryana government alerted officials in all districts along the river about possible floods. On an average 7.44 lakh cusecs of water is being released from the barrage since 3 am, 21st sept. "It is a record water discharge from the barrage and most worrying aspect is that similar quantity of water was released from the barrage continuously for three hours," a senior Delhi Government official said. The Haryana government has also sought the assistance of the National Disaster Response Force. Flood water from Yamuna river is likely to enter 22 villages in Yamunanagar district. These villages includes Kalesar, Baburambass, Mamdubas, Tappukamalpur, Punehri, Baghwali, Jathlana and Sandhala Sandhali. In Karnal district Chougam, Hansu Majra, Garhi Birbal, Garhpur Tapu, Palsora, Halwana, Nabiyabad, Japti Chhapra, Sayed Chhapra, Nagli and Dera Sikkligarh villages are under flood threat. The Central Water Commission has predicted that water level in Yamuna will touch meters in Delhi on Tuesday evening at 5 pm and by Wednesday evening, the water level could rise upto 207 meters and would remain static for some time.

2 The government on monday shifted hundreds of people from Garhi Mandu, Usmanpur Pusta, Jagatpur Village and Shastri Nagar to relief camps. Over 3500 people shifted to relief camps set up by the government following flood threat last week, are continuing to stay there. People who were earlier evacuated from the low lying areas are still in relief camps. The river s water level in Delhi is expected to subside by the weekend Uttar Pradesh Bihar: Nineteen people dead in rain related incidents in Uttar Pradesh. The flood situation aggravated in several districts. o in Rampur, two lakh people are affected due to floods. o More than 200 villages in Bareilly and Moradabad have been hit by floods due to incessant rain and release of water in Ramganga and Kosi rivers from Kalagarh, Naraura, Behgul, Nand Sagar and Dhaura dams. o The district administration has directed villages in Sahaswan, Junawai, Kachla and Dataganj areas located alongside the Ganga be evicted. The Ganga is flowing one metre above the danger mark in Badaun district after five lakh cusecs was released from the Naraura dam. The flow is almost at danger mark in Gumatia (Kannauj), Ankinghat (Kanpur dehat), Kanpur and Dalmau (Rae Bareli) and rising at Fafamau and Chatnag in Allahabad, Mirzapur, Varanasi, Ghazipur and Ballia. The River Ramganga is flowing above the red mark in Moradabad and rising in Bareilly and Dabri (Shahjahanpur). According to the Central Water Commission report, the Ramganga is swelling by 2 cm by every hour. The River Yamuna is flowing above the danger mark at Prayag Ghat in Mathura and swelling in Bagahpat, Mohna, Etawah, Auraiyya, Naini (Allahabad) and Chillaghat (Banda). Indian Air Force helicopters sent from Bareilly to carry out rescue and relief operations in Bijnore and Uttarakhand could not land due to inclement weather. Vehicular movement on NH 24 connecting Delhi with Lucknow would remain suspended till September 22. Seven trains have been cancelled in the region in the wake of the deluge. In Bihar, official sources said nearly one lakh people have been affected after the swollen Gandak river breached its embankment at Simaria village in Gopalganj district on Sunday, inundating several villages under Barauli, Baikunthpur, and Singhwara blocks. Bihar Chief Minister Nitish Kumar, who made an aerial survey of Gopalganj and Saran districts on Monday, held a high level meeting with government officials at Gopalganj. The principal secretary of the disaster management department said the government decided to set up mega camps in affected areas. Official sources said five units of National Disaster Response Force have been deployed in Gopalganj, two at Chapra and one at Siwan. More NDRF teams would be air dropped in the flood affected areas if required. Hundreds of people have fled their homes and the state government has asked those living in lowlying areas to shift to safer places. The makeshift camps are being established at NH 28, which connects Gorakhpur in UP to Muzaffarpur in north Bihar. The highway has been blocked as it has been breached at two places. As per sub divisional district officer, The camps will be able to accommodate people when ready.

WEATHER FORECAST, WARNING and WATER LEVEL FORECASTS Weather Forecasts: Widespread rain/thundershowers would occur over Uttarakhand and west Uttar Pradesh during next 24 hours and decrease thereafter. Fairly widespread rainfall would occur over Jammu & Kashmir, Himachal Pradesh, Haryana, Delhi, east Rajasthan, east Uttar Pradesh, and Bihar during next 48 hours and decrease thereafter. Warning Heavy to very heavy rainfall at a few places would occur over west Uttar Pradesh and Uttarakhand during next 24 hours. Water levels and forecasts for level (CENTRAL WATER COMMISSION) According to the Central Water Commission (CWC) report dated 19 th September, 2010, there are 01 unprecedented, 03 high and 15 moderate flood situation sites in the country, as per details given below: Unprecedented Flood Site Uttarakhand - River Ganga at Haridwar is flowing at m against the danger level of m with a falling High Flood Site East Uttar Pradesh - River Ganga at Kanpur is flowing at m against the danger level of m with a rising West Uttar Pradesh - River Ganga at Kannauj is flowing at m against the danger level of m with a rising Uttarakhand - River Ganga at Rishikesh is flowing at m against the danger level of m with a falling Moderate Flood Site Assam - River Brahmaputra at Dibrugarh is flowing at m against the danger level of m with a steady - River Barak at Cachar is flowing at 20.08m against the danger level of 19.83m with a rising - River Kushiyara at Karimganj is flowing at 15.69m against the danger level of 14.94m with a rising Bihar - River Ganga at Patna is flowing at 48.66m against the danger level of 48.60m with a rising - River Bagmati at Muzaffarpur is flowing at 48.92m against the danger level of 48.68m with a falling - River Kosi at Basua is flowing at 48.31m against the danger level of 47.75m with a steady - River Kosi at Baltara is flowing at 34.58m against the danger level of 33.85m with a steady - River Kosi at Kursela is flowing at 30.16m against the danger level of 30.00m with a rising Jharkhand - River Ganga at Sahibganj is flowing at 27.51m against the danger level of 27.25m with a rising East Uttar Pradesh - River Ghaghra at Barabanki is flowing at m against the danger level of m with a falling

RESPONSES OF GOVERNMENT/HUMANITARIAN AGENCIES/OTHER STAKEHOLDERS: The National Disaster Management Authority is deploying NDRF to the flood sites to rescue the marooned villagers. 100 Jawans with 20 boats from the National Disaster Response Force have been deployed in Haridwar, another batch of 125 jawans and 25 boats of have been deployed in Rishikesh. - R F.
