1 March 20, 2017 Project o.: Mr. Andrew ichols Voluntary Investigation & Cleanup Program Minnesota Pollution Control Agency 520 Lafayette Road St. Paul, M RE: SOIL GAS AD SOIL MOITORIG RESULTS FORMER WASTE RECLAMATIO AREA EAST SIDE SHOREHAM YARD, MIEAPOLIS, M (VIC PROGRAM SITE ID VP5080) / SOO LIE (SR380) Dear Andrew: As discussed during our telephone conference on January 23, 2017, and on behalf of Soo Line Railroad Company d/b/a Canadian Pacific (CP), this letter presents the results of soil gas monitoring and confirmatory soil sampling in the former Waste Reclamation area at the Shoreham Yard (Site) in Minneapolis, Minnesota. In addition, this letter provides a work plan for additional soil gas monitoring. 1.0 SOIL GAS MOITORIG RESULTS As described in the approved Work Plan for Decommissioning of the Soil Vapor Extraction (SVE) systems (Golder, 2014), soil gas monitoring locations SGB4-S/D and SGB6-S/D were retained to monitor soil gas levels in the former Waste Reclamation after SVE system decommissioning activities were completed (see Drawing 1). Each monitoring location included two sample ports at feet ( S designation) and feet ( D designation) below ground level. The soil gas monitoring plan included quarterly sampling for volatile organic compounds (VOCs) for two years after decommissioning of the SVE systems, and was completed between December 2014 and September Soil gas results are provided in Table 1, compared to 33X the Minnesota Pollution Control Agency (MPCA) compound-specific, industrial intrusion screening values (33x ISVs, which is equivalent to ISV / 0.03) 1. The table also includes results from the soil gas sampling in ovember 2013 following shut down of the SVE systems but prior to decommissioning. As shown in Table 1, all VOC results are less than 33x ISVs for location SGB6-S and SGB6-D. There were limited exceedances of 33x ISV for tetrachloroethene (PCE) at SGB4-S (September 2015 [duplicate only] and June 2016) and SGB4-D (June and September 2016), and no exceedances of any other VOCs. 2.0 SOIL SAMPLIG RESULTS In ovember 2016, soil sampling was conducted to determine if localized residual soil contamination in the vicinity of SGB4 could explain the soil gas levels of PCE above 33x ISV. A total of 11 soil borings were advanced, with samples collected at four foot depth intervals. The locations of the soil borings are shown on Drawing 2. Samples collected from soil borings SB16-01 through SB16-09 were collected and analyzed by an on-site mobile laboratory between ovember 3 and 7, 2016, while soil borings SB16-10 and SB16-11 were collected on ovember 9, 2016 and analyzed at an off-site laboratory. 1 ISVs are based on interim ISVs in MPCA s Interim ISV Short Guidance (February 13, 2017), or if there was no interim ISV, MPCA s ISVs for Vapor Intrusion Risk Evaluation spreadsheet (February 2009). 2 Mr. Andrew ichols March 20, 2017 MPCA 2 Project o The initial four soil boring locations (SB16-01 through SB16-04 were located in each compass direction (north, south, east, west) within 10 feet of soil gas probe SGB4, and advanced until refusal 2 or until groundwater was encountered (typically 32 feet below ground surface (bgs)). Soil cores were continuously screened with a calibrated photo ionization detector (PID), and samples were collected where soil horizons exhibited the highest organic vapors in each 4 foot interval. Analytical results from each boring and strata (alluvium and till) were compared to the site-adjusted SLVs that were developed as part of the 2013 soil confirmation sampling, based on the historical soil contaminants of concern (PCE, trichloroethene (TCE), and other chlorinated VOCs). Additional step out soil borings were advanced and soil samples collected at locations and intervals where residual soil contamination was known or suspected based on analytical and/or screening results. When analytical results indicated low concentrations of contaminants of concern (i.e. below SLVs), sampling of subsequent step out borings (e.g. SB16-09 and SB16-11) were focused on intervals necessary to delineate remaining residual concentrations. All soil samples were analyzed using USEPA Method The data are presented in Table 2, with results from each boring and strata (alluvium and till) averaged and compared to the site-adjusted SLVs. Observations on the results are provided below. results - only one location (SB16-11) had SLV exceedance ratios >1. (PCE: 1.56 and TCE: 1.19) The exceedance ratios were likely due in part to the limited number of samples collected at the boring location. (Only 2 samples compared to 5 in most other borings) Till results - multiple locations had SLV exceedance ratios >1 for PCE only, which was consistent with the 2013 soil sampling results in the till and likely reflects the effect of water table fluctuations. 3.0 COCLUSIOS / RECOMMEDATIOS Based on the results of the soil sampling, no distinct hot spot was identified that would warrant further remediation. Although there were limited exceedances of the screening values for PCE at SGB4, there are no potential soil gas receptors in the vicinity of SGB4. The nearest occupied building is over 150 feet to the east, and previous soil gas sampling in 2008 (including seven locations along the east side of Central Avenue E between 28 th and 29 th Avenues) did not indicate levels of concern at these locations. In order to further confirm that there is no potential for vapor intrusion (VI), additional soil gas monitoring is proposed on CP s property on the west side of Central Avenue E, east of SGB-4 as detailed below. 4.0 SOIL GAS MOITORIG WORK PLA Geoprobe Direct Push Technology (DPT) will be applied at four (4) locations along the west side of Central Avenue E between 28 th and 29 th Avenues, as shown on Drawing 2. The proposed locations are approximately 60 feet east of SGB4-S/D, in a north-south alignment parallel to Shoreham Yard s eastern boundary with Central Avenue E. The proposed locations are 5 feet west of the property boundary (approximately 8 feet from the edge of the sidewalk), and placed 20 feet apart. Soil gas sample depths of 8 to 10 feet bgs are proposed, based on the approximate depths of basements as recommended in MPCA s Vapor Intrusion Technical Support Document (MPCA, 2010). The locations may be slightly modified based on physical access limitations or if DPT refusal is encountered. 2 If refusal was encountered, a new borehole was advanced at an adjacent location. 3 Mr. Andrew ichols March 20, 2017 MPCA 3 Project o Post Run Tubing (PRT) active soil gas sampling probes with expendable sampling points will be conducted at each location. Once the vapor points are advanced, a bentonite seal will be placed around the temporary probe to prevent ambient air from entering the sample. Dedicated teflon-lined (3/8 inch diameter) tubing will be installed to the surface and clamped. Following purging, tracer testing will be performed at each location prior to sample collection to assess the air tightness of fittings and seals. A shroud will be placed over the probe/fittings and sample tubing/connections and filled with helium, as a tracer gas. The probe will then be re-purged for 20 seconds observing for the presence of helium. Soil gas samples will not be collected until the tracer test verifies the integrity of the sampling probe. Prior to sample collection, probes will be purged of at least three volumes of air at no more than 100 ml/min and field VOC measurements will be collected using a calibrated PID. Soil gas samples will be collected over a one-hour period using individually certified clean, 6 Liter Summa canisters (flow rate 100 ml/min). A sample will also be collected contemporaneously from SGB4-D. Samples will be analyzed by USEPA Method TO-15 for PCE and TCE. One field duplicate will be collected and analyzed for quality control purposes in addition to the four primary samples. A data quality evaluation of the laboratory deliverables will be completed, including reviewing report completeness, holding time adherence, potential blank contamination, and accuracy and precision data. The results will be documented in a brief report to MPCA. If results are below 33x ISVs, it is anticipated that no further action will be required for soils in the Former Waste Reclamation.
