M a y I say that It was with great regret that we were unable to send a representative to the meeting held In May and hope to be able to do so for the meeting which I understand is to be held in September if we have sufficient notice of the date, I am sure that you will understand that it is very difficult for any member of my Committee to go to Geneva at a few days notice, which was/that we received of the May meeting. To call attention to the absence of any recommendation in the "Arrangement" adopted by the Governmental Conference on Certificates of Identity with regard to the gratuitous grant of visas. 2. To call attention to the unsatisfactory state in which the question of countries of origin is left by the aforesaid "Arrangement I shall also probably be in a position to make definitiv statements on the following subjects 1. The plan adopted by the J.C.A. for dealing with the Jewish Refugees in Constantinople. 2. The threatened expulsions of Russian refugees from Poland and Roumanie and the measures for dealing with them adopted by the J.C.A. I hope the High Commissariat will see its way to fix a date for the meeting of the Advisory Committee earlier than the 25th September. That date would be impossible for me. It was understood at the last meeting of the Committee that the meeting should be held early in September and all my arrangements have been made on that hypothesis. I shall be in Geneva on the 1st for the Assembly and shall stop until the 19th to attend the meeting of the Famine Committee, but I must leave on the evening of that day. If Dr. Hansen could possibly fix the Refugees Committee for about the 15th it would be very convenient for me.
