15 S E R V I C E S COA FILING AND PROCESSING The Certificate of Authorization allows for a Public Aircraft Operator (public agency) to operate UAS under specific parameters outlined by the Federal Aviation Administration. Public Aircraft Operations without a COA are not permitted. While an agency may be able to conduct some operations under newly released Part 107 rules, the FAA has stated that public agencies should still file a for a COA for most PAO. Filing a COA consists of outlining operating procedures, operational areas, airworthiness certification, currency requirements, and certification standards. There are two types of COAs that can be obtained from the FAA. Blanket COA-Standardized COA limitations and requirements that cannot be amended or waived. The blanket COA allows for daylight operations up to 400 feet inside of Class G airspace only. Also allows for PAO training. Jurisdictional COA-The Jurisdictional COA is unique to each PAO jurisdiction. Procedures and policies can be put into place to allow for operations inside of controlled airspace, above 400 feet and at night. Skyfire can file the required COA paperwork and online submissions quickly and efficiently, significantly reducing your agency s time to being fully UAS operational. Skyfire has experience and agency contacts in dealing with and responding to COA questions, concerns, and roadblocks.

16 SERVICES UAS Program Development Skyfire can work with your agency to develop a fully customized and operational UAS Program. The program will consist of policies and procedures that apply to all operations, operators and program administrators. Because each department s needs can vary, Skyfire will develop a program that fits the parameters of your agency s operational requirements. Your agency will be provided with the documents, forms, and manuals that will help track required reporting requirements and currency requirements as well as the knowledge to navigate the limitations and requirements outlined in your COA. Training The Skyfire Ground and Flight Training Program is a 2-day intensive certificated course that is designed to teach students the basics of UAS operations, FAA regulations, and other related ground topics. The flight portion will introduce students to UAV control and maneuvering. Your agency will be provided with a continuing flight education program that can be administered by your designated UAS Program supervisor or trainer. Skyfire can also provide Train-the Trainer programs that will allow your agency to train new entrants into the UAS Program. Because agencies are now permitted to self-certify, this training program can satisfy training requirements as outlined within your agency s COA.
