Welcome: a. Alison Anders, UIUC and Committee Chairman i. Alison welcomed everyone to the meeting. ii. The purpose of the Committee is to provide advice to the STATEMAP proposal and to help set short- and long-term mapping priorities. b. Dick Berg, ISGS i. Dick thanked everyone for coming to the meeting. ii. Emphasized the importance of attending this meeting and the fact the meeting is mandated by the USGS National Cooperative Mapping Program. iii. Stressed importance of the USGS 3-D mapping program. 2. Old Business and Introductions: a. Approval of Meeting Minutes from September 7, 2017, Anders: i. A motion was made by Brad Koldehoff (IDOT) to approve the 2017 IGMAC minutes. The motion was seconded by Ed Wagner (IEPA) and approved by the members. b. Attendees introduced themselves and provided their affiliation. 3. New Business: a. Approval of new members, Alison Anders: i. New members: Andrea Bretl (Clark Dietz), Bill Hoback (SIUC), Mark Kerasotes (Covia Corp.), Ron Steward (IDNR), Tari Tweddale (INHS, delegate for Eric Schauber) ii. A motion was made by Dave Malone (ISU) to approve the new IGMAC members. The motion was seconded by Steve Esling (SIUC) and approved by the members.

2 Page 2 of 8 b. Long Range Planning, Drew Phillips, ISGS (PowerPoint presentation): i. Intro to National Geologic Mapping Act ii. Mapping programs in Illinois iii. Role of IGMAC iv. Defining mapping plans 1. Long Range (5 to 10 years) a. Criteria scientific questions, societal needs, committee input b. Nine priority mapping areas Chicago, Northwest, Sandwich Fault Zone, Quad Cities, Mahomet Valley, Illinois Valley, Kaskaskia Valley, Wabash Valley, Southern Illinois c. Recent IGMAC input to long range plan 2. Short Range (2 to 5 years) a. Criteria achieve long range goals, select by judgement (resources, staff availability, mapping inertia, etc.). b. Same nine mapping areas involved as long range plan. 3. Proposed (next year) a. Criteria achieve short range goals, select by judgement b. $300K STATEMAP RFP full amount never available but always applied for. USGS can show demand for mapping and ISGS can show capacity to fulfill the contract. v. STATEMAP award for FY $10.4 million requested by 43 state geological surveys. 2. $5.6 million was awarded (53% awarded on average). 3. $159K awarded to the ISGS. The ISGS reduced the proposed quadrangles to seven to accommodate the reduced award. vi. New challenge - to work on ways to display map progress in new ways with new attributes (i.e. surficial vs bedrock). vii. FY 2017 Deliverables - Delivered six quadrangles to the USGS: Baldwin, Chana, DeSoto, Monticello, Pleasant Mound, and Tinley Park. All maps will be available online on ISGS website in October. viii. Discussion: 1. Devera (ISGS): suggests extending current priority area around Rockford over into JoDaviess County to catch the driftless area and the Plum River Fault. 2. Malone (ISU): Would like to propose quadrangles for EDMAP in LaSalle County. Need committee to consider the effect the status map has on EDMAP project justification. Higher likelihood of funding if the proposed EDMAP quadrangles are part of short range plan and near current STATEMAP quadrangles. Would like

3 Page 3 of 8 a couple of quadrangles in LaSalle to be added to short range plan on the status map. a. Berg (ISGS): suggests adjusting map to help EDMAP b. Devera (ISGS): points out there is economic interest in the St. Peters Sandstone in the LaSalle County area c. Brown (ISGS): ISGS resource planning and business strategy may not allow for adjusting short range plan status map to accommodate current EDMAP request 3. Curtis (IDOT): How many STATEMAP maps are typically completed each year? a. Phillips (ISGS): Six with current funding. 4. Curtis (IDOT): attempt to clarify long range vs short range planning. Asks, if long range tied to overall goals of the State and that the short range goals are tied to seeking money from STATEMAP? a. Audience in general concurs. 5. Berg (ISGS): suggests changing long term goals from 5-10 year, to 5-20 years, since the status map shows more maps in the long range plan than could possibly be mapped in 10 years. Or, perhaps leave specific years off and use alternative wording. 6. McGuire (UIUC): Suggests adding specific criteria for justification of each map. a. Phillips (ISGS) and others: the specific criteria and justification are provided for the proposed STATEMAP quadrangles in upcoming presentations at the meeting and provided to the USGS in the proposal. 7. Curtis (IDOT): suggests listing criteria and justification to nine priority mapping areas. 8. Anders (UIUC): points out nine priority areas and only six maps funded each year. Perhaps IGMAC committee should rank the mapping areas. If Critical Zone Observatory (CZO) had a favorite priority area it would be the Mahomet Valley. 9. Berg (ISGS): agrees with expanding some mapping areas on the status map Rockford out to JoDaviess County; and Kaskaskia Valley down into the St. Louis area. 10. Malone (ISU): Does ISGS map any quadrangles without STATEMAP funding? a. Phillips (ISGS): No, not currently. 11. Curtis (IDOT): EDMAP is a separate proposal from STATEMAP a. Malone (ISU): need coordination between proposals to give EDMAP better chance at funding.

4 Page 4 of 8 b. Phillips (ISGS): EDMAP has lower level of funding and is mapped by students. 12. McGuire (UIUC): suggests criteria for ranking mapping areas; one criteria could be how mapping can inform and aid urban planners a. Phillips (ISGS): in future could list top three justifications next to each listed priority mapping area b. Brown (ISGS): don t add these justifications to the proposal but present to committee at meeting c. FY 2017 results and FY 2019 STATEMAP proposal presentations i. Surficial Mapping, Dave Grimley, ISGS (PowerPoint presentation): 1. FY 2017 results: Northeast Illinois Tinley Park & Monticello; Southern Illinois Pleasant Mound a. Tinley Park Wadsworth Formation till, glacial Lake Tinley, CME 75 drilling b. Monticello more detailed Mahomet Aquifer data, gamma logs, electrical resistivity survey, magnetic susceptibility c. Pleasant Mound glacial lineations, electrical resistivity surveys, new cone-penetration testing and hydraulic profiling tools used, compositional data 2. FY 2018 current projects: Northeast Illinois Palos Park; Southern Illinois Beaver Creek & Lawrenceville 3. FY 2019 maps being proposed: Northern Illinois Blue Island, Harvey, Steger (north half); Southern Illinois Crossville, New Harmony (partial) Quadrangles; Williamson County surficial and bedrock compilations a. Blue Island, Harvey and Steger mapping in densely populated areas Chicago Urban Area, flood prone area in glacial Lake Chicago, adds to the history of the Chicago outlet, mapped by Bretz but no 3D component, better understanding moraine systems, sand and gravel resources, dolomite resources, aquifer resources b. Crossville and New Harmony earthquake hazards, groundwater resources, aggregate resources, paleoseismic features (liquefaction observations), aggregate resources, subglacial lineation research, slackwater lake deposits, confluence of major rivers, connects gap in prior mapping c. Williamson County merge GIS files, add cross sections, data point locations, adjust contacts according to LiDAR elevation data 4. Discussion:

5 Page 5 of 8 a. Berg (ISGS): New Harmony quadrangle partially in Indiana. Is there cooperation or support from Indiana? i. Phillips (ISGS): some assistance but not with funding. Indiana s current geologic focus is the Bloomington, IN area. b. Anders (UIUC): clarified steps for submitting the proposal and adjusting the proposal after funding is awarded. She also reaffirmed that ISGS would use its discretion when determining which quadrangles to cut from the proposal after FY19 funding is known. ii. Bedrock Mapping, Joe Devera, ISGS (PowerPoint presentation): 1. FY 2017 results: Baldwin, Chana, and DeSoto quadrangles 2. FY 2018 current projects: New Haven Southwest, Otterville, Rochelle, and Wabash Island quadrangles 3. FY 2019 maps being proposed: Franklin Grove, Steward, Davenport East, Silvis, Milan, Coal Valley and Green Rock quadrangles a. Franklin Grove groundwater issues, aggregate resources, potential mineralization (Critical Minerals Mapping), termination of Peru Monocline b. Stewart - groundwater issues, aggregate resources, potential mineralization (Critical Minerals Mapping), Sandwich Fault and Ashton Anticline c. Davenport East (partial), Silvis (partial), Milan, Coal Valley and Green Rock mapping in highly populated area, groundwater issues, encourage industrial development and tourism, aggregate resources, potential mineralization (Critical Minerals Mapping), study unconformity between formations d. Williamson County merge GIS files, add cross sections, data point locations, adjust contacts according to LiDAR elevation data, understand Cottage Grove Fault Zone, oil and gas potential, groundwater issues, potential mineralization (Critical Minerals Mapping) 4. Additional Long Range Bedrock Priorities a. JoDaviess and Carroll County i. Driftless area ii. Plum River Fault iii. Potential mineralization (Critical Minerals Mapping) b. Lincoln Hills Area i. Driftless area

Elrick (ISGS): Focus is to compile data b. Berg (ISGS): add infrastructure development to the proposal c. Malone (ISU): More bedrock exposures in Quad Cities area, why map Stewart? i. Devera (ISGS): If funding is cut Stewart would be most likely be cut. d. Malone (ISU): Radium issue in LaSalle County should become a priority. d. Final Discussion and Committee statements i. Discussion 1. Kerasotes (Covia Corp.): Would like Wedron Quadrangle moved to short range plan. Economic concerns and need for detailed bedrock topography in area. 2. McGuire (UIUC): reaffirms that Blue Island, Harvey and Steger are good choices for the proposal, fits into other environmental concerns in the area ii. Approval of FY 2019 mapping proposal: 1. A motion was made by Esling to Endorse the current proposal as-is, giving ISGS authority to prioritize cuts. The motion was seconded by Koldehoff (IDOT) and approved by the members. iii. Committee recommendations and other discussion 1. Malone (ISU): keep Milan if cuts are made 2. Elrick (ISGS): Who to contact in Quad Cities area for cooperative efforts? a. General audience: USACE, RiverStone 3. Berg (ISGS): create more derivative and 3D maps 4. Devera (ISGS): emphasize Fox Valley in long range plans 5. General list from audience of important criteria: a. Infrastructure b. Waste water c. Groundwater d. Storm water e. Geologic Hazards

7 Page 7 of 8 Lunch noon to 1:00 pm. 3. New Business (continued): e. CLGM Coalition update, Caron, ISGS (PowerPoint presentation): i. Data from ~29,000 boreholes have been reviewed and compiled (ISGS boreholes database), properly located, and used to help develop the 3-D geologic framework, and to identify potential aquifers. ii. 30 new cross sections have been built across Will County iii. In August of 2019 an interactive 3-D geologic map of Will County, using Geoscene 3D, will be available on the Will County website. Screen captures of its capabilities were shown. f. EDMAP - current mapping and new proposals, Malone, ISU i. Malone introduces Hannah Wirth, an ISU student, and indicates that Wirth will give a presentation on the Gibson City West quadrangle that she mapped for EDMAP in FY2017. ii. Wirth described her field methods and mapping techniques to create a surficial geology map of Gibson City West quadrangle. Including challenges along the way and lessons learned in hindsight. iii. Eric Peterson (ISU) and Dave Malone (ISU) will be applying for the next round of EDMAP funding. No quadrangles were identified at the meeting. 4. Topical Presentations a. Critical Minerals of Illinois, Scott Elrick, ISGS (PowerPoint presentation) i. 3DEEP now to be known as Critical Minerals Mapping Initiative ii. USGS stated that the Illinois critical minerals pre-assessment map was exemplary and worthy of a template for other states to follow and asked ISGS to write up the methodology iii. Methodology was shown in presentation iv. Illinois has 3 priority areas: IL-KY Fluorspar District, Upper MVT District, and Mississippi Valley b. Data & Information for The Boring Company Chicago Project, Bob Bauer, ISGS (PowerPoint presentation) i. Bauer highlighted the many challenges to create a tunnel 50 feet below the surface, without drilling into bedrock, in a densely populated area with a lot of subsurface infrastructure already in place. c. Fault revealed by lidar in Chana Quadrangle, Franck Delpomdor, ISGS (PowerPoint presentation) i. Delpomdor displayed where lidar revealed a linear feature on the surface materials of the quadrangle he mapped. ii. He explained that, after consulting with other geologists familiar with the study area, he currently has the lineation s mapped as a secondary fault
