4 Rationale More than 25% of all EU legislation has a significant S&T basis (e.g. food, chemicals, environment, energy) advanced analytical requirements, e.g. GMOs; harmonisation - best practice validation; training. As a service of the European Commission, the JRC provides in-house scientific and technical support to Community policy making In the last 2 years, the JRC has been involved in over 70 pieces of EU legislation JRC Summer School Soil Survey July

8 Example 1: S&T support to Agricultural Policy 44% of EU budget on agriculture Samples of farmers declarations (~5%) checked with Remote Sensing. JRC supports EC and national administrations at technical level (specifications, recommendations, quality control) Advances in technology improve process by: Exploitation of very high resolution imagery (air- and space-borne sensors); Accurate positioning and area measurement with GPS and ortho-imagery Data storage and information management via information technology (GIS, Internet) Focus on AC/CC countries: Support development and implementation of Integrated Administrative Control System Carry out Pilot projects Organize training activities Provide early statistical estimations of crop yields JRC Summer School Soil Survey July

10 Example 3: Inventory, Regulations and Environmental Impacts of Toxic Mining Waste in AC/CC pecomines A contribution to Enlargement: Report on the regulatory experience in Candidate Countries A country-wide approach to the inventory and assessment of environmental impacts A methodological procedure and a platform for information exchange to collect, use, compare and deliver back data The project is mentioned as an initiative of the Commission both in the Communication on the Safe Operation of Mining Activities (year 200) and in the Proposal for a Mining Waste Directive (year 2003) JRC Summer School Soil Survey July

Submit joint proposals to FP6 calls JRC applies to FP calls on equal footing and on competitive basis equal to all other organisations In 2003, the JRC has been involved in about 230 research proposals submitted to various FP6 calls Over 70% of these proposals include one or more partner(s) from Enlargement countries JRC Summer School Soil Survey July

Host experts and research fellows Information at Research fellows : profiles published by all Institutes for PhD students and Post-Doc and by Enlargement Action for Senior Detached National Experts: See later. Temporary staff (1-4 years): recruited in case of need; selection from ELSA database to which also NMS experts can register: Trainees (<30y): very flexible tool for young students. Stays minimum three months. Call open until end Permanent staff. Competition for NMS nationals under preparation via EPSO (European Personnel Selection Office) Hosting via Marie Curie schemes; call for intra-european and international fellowships just closed; next in preparation JRC Summer School Soil Survey July

17 Detached National Experts Preference from public entities (Public Research Centres, Universities, Ministries) Contract duration: Min. six months Max. four years (typically 1 year) Daily allowance + travels, etc. Employer should maintain basic salary and post. 18 Scientific Fellows PhD ( category 20; young fellow <35yr with university degree or equivalent, preparing a PhD thesis at the JRC) Post doctoral fellowships (category 30; young fellow <35y holding a doctoral degree) Senior fellowships (category 40: 10 years of research experience at post-doctoral level or 16 years at postgraduate) Duration 6 months- 36 months (PhD & Post Doc) 3-12 months for senior call: JRC Summer School Soil Survey July

19 Young Trainees In service training for young scientists (not older than 29 years); three alternatives: - after obtaining a secondary school leaving certificate - preparation of a thesis for a university degree - training after university education enjoyed less than two years before duration: according to type of training: 2 months min.- twelve months max.
