2 CIIFEN is an international non profit organization established on January 10th 2003 as the result of several resolutions adopted by the United Nations. Its International Board is composed by thegovernmentsofecuador and Spain, the United Nations Office for Disaster Risk Reduction (UNISDR) and the World Meteorological Organization (WMO) as observer. MISSION To implement actions to consolidate the science policy interaction and improve the climate services in order to contribute to risk management and adaptation. 2

9 Some practical reflections A climate product is not a climate service. A climate product becomes a service when this is used. An EWS is born only at the moment when it triggers a response. To manage the risks, the vulnerability must be understood and the underlying factors disaggregated. That will help to prioritize the actions in the ground and address the specific problems (social, economic or environmental). 9

10 The challenges of a Drought Information System in South America Increasing number of drought information (more at global or even regional scales), but still limited use for decision making. Despite of seasonal forecasting progress, prevention decisions derived or triggered by them are very few. The response mode is still prevalent. The apathy of high level decision makers to climate information could be partially explained by the limited link with vulnerability and expected impacts which are political sensitive. The overlapping of Drought initiatives contributes with the lack of inter sectorial and institutional coordination which is critical for integrated drought management. The centralization of drought information in the capitals, big cities and a specific segment of more sophisticated users disregard sistematically the rural comunities and the most vulnerable users. It is very difficult consider a drought monitoring system only based on technology. Local 10 observers are critical to improve the observations but also to enhance ownership.

12 To contribute to: Role of South American Regional Climate Centers on Drought The inter agency coordination (WMO, FAO, UNESCO, WFP, UNCDD, UNISDR) and other initiatives at regional level for better interaction with National institutions. Cost efficient, complementary and better coordinated capacity building efforts, fostering the horizontal and extra regional cooperation. The integration of the multiple global and regional sources of information to assist the countries to improve their national products and services. The adequate integration of climate information with vulnerability and impacts information to support drought management at national level. To promote a most efficient coordination between the research and operational communities to share findings, outcomes and work together to address the current scientific gaps. To identify opportunities for regional projects funding and coordinate with the NMHS, 12 the preparation of proposals and further implementation.
