2 Global, regional and local trends in natural processes and human demands on coastal ecosystems jeopardize the ability of these ecosystems to support commerce, living resources, recreation and habitation. In this context, improved, integrated and sustained coastal observing capabilities are required to better support user information needs. GEOSS provides a valuable framework/mechanism to help implement these capabilities, and under the auspices of GEO, a Coastal Zone Community of Practice (CZCP) was initiated in #! &4,-40/

4 # )*; Engage coastal users (e.g., managers and decision makers) and data providers to collaborate in the specification of requirements for in situ & remote coastal observations and derived Information products (variables to monitor, time-space resolution, accuracy, rate, forms and delivery methods in which data and derived products are needed); Evaluate current and projected observational capabilities against these requirements, identifying gaps, redundancies and activities that need to be strengthened; Promote the development of workshops and proof of concept pilot projects that both address these gaps and enable data integration for the provision of new or improved decision support tools; Promote development or strengthening of networks of institutions globally, regionally, and across Communities of Practice (CPs) that contribute to and benefit from GEOSS; Advise the GEO User Interface Committee, other CPs and GEO on matters relating to coastal zone observations and related societal benefits, and identify priority needs as well as areas for linkage, collaboration and support.

5 Recent and ongoing community engagement activities: An open invitation letter to participate in the CZCP was submitted to GEO Secretariat. Coastal users/organizations are being identified by the CZCP organizing group, guided by their broad/diverse user knowledge, interests, and national/international activities. A GEO CZCP list server (CP-COASTAL@LIST.GEOSEC.ORG) has been created to facilitate discussion with and between these coastal users; an FTP site has also been established, and a web site (hosted by GTOS) will also come online in the near future. (To be added to this CZCP list server please Paul.DiGiacomo@noaa.gov) The CZCP, in conjunction with IGOS, GOOS et al., has helped organize, plan, & run recent coastal user workshops and meetings, including: => 3rd GOOS Regional Forum (Cape Town, South Africa, November 2006) => Workshop on Regional Needs for Coastal Remote Sensing (New Hampshire, USA, October 2006) => GEO Inland & Nearshore Coastal Water Quality Remote Sensing Workshop (Geneva, Switzerland, March 2007)

6 A series of CZCP regional workshops are being planned, with the title of the series: GEOSS Support for Decision-Making in the Coastal Zone: Managing and Mitigating the Impacts of Human Activities and Natural Hazards in the Coastal Zone This series of regional workshops will provide an end-to-end forum for data providers & users to identify observing system requirements (from observations to modeling) and decision-making tools needed to manage and mitigate the impacts of coastal inundation, storm surge and human activities on coastal communities and ecosystems. Objectives include: Foster communications and integration between coastal land-oriented and sea-oriented communities of scientists, environmental managers, policy makers and other users. Build on and extend previous efforts and specify data and information requirements of the Integrated Coastal Area Management (ICAM) community in developing nations, particularly longer-term planners, policy makers, researchers and educators. Discuss and prioritize data and information gaps identified in a separate effort leading up to the workshops. Identify the challenges to filling these gaps, as well as the emerging decision-making approaches and model-based solutions.

7 GEOSS Support for Decision-Making in the Coastal Zone: Managing and Mitigating the Impacts of Human Activities and Natural Hazards in the Coastal Zone Objectives (continued): Facilitate linkage of space-based observations, and land and ocean in situ measurements and models with studies focusing on the impacts of human activities, coastal development and urbanization on susceptibility to coastal inundation, and human and ecosystem health. Initiate planning for a COastal Data Assimilation System pilot project (CODAS) and corresponding Integrated Coastal Decision Support System (ICoDSS) for data acquisition, analysis, modeling and integration toward improved decision-making across the land-sea interface in two or more target regions. A key goal of this planning process will be to strengthen the institutional capacities of developing countries. Along these lines, the workshop will examine the state of coastal predictive models and decision-support systems and identify what steps will be needed to satisfactorily address user needs in developing nations. To this end, the CZCP proposes utilizing contrasting developed/developing nation sites to host the workshops.
