8 Aggregates/mining plan in Italy National law on mining activities subdivides raw materials on relevance (1 st category material are defined as strategic, for ex. Iron, Kaolin, Copper) Regions are responsible for the planning of II category material Emilia-Romagna Region (as many of the others) has delegated provinces keeping the supervision of the planning process Municipality gives exploitation authorization (materials own by the private) after the approval of the quarry exploitation and restoration project

9 The Regional Law 17/91 R.L. 13/78 Introduced the municipality mining plan (PAE) as an annex of municipality spatial plan The exploitation and restoration project became compulsory Introduced the authorization for the exploitation activities giving the responsibility to the municipality Introduced the province mining plan (PIAE) to which PAE has to uniform R.L. 17/91 Introduced the study for environmental balance (SBA) that help the localization of exploitation pole and define measures for the impact mitigation Imposed a royalty for each m 3 extracted (the amount changes in relation to the material) Blocked river bed excavations (except for hydraulic security works)

10 The Regional Law 17/91 Strengthen elements of the law Introduction of exploitation pole (concentration of quarries in a specific area) The quarry restoration becomes the starting point for the exploitation project Promotion of the environmental, social and public use of the quarry restoration

11 Over-hierarchical spatial plans Regional Spatial Plan PTR: among other aspects, identify rules and criteria for the mining sector Regional landscape spatial plan PTPR defines the regulation for the environmental and landscape analysis Province spatial plan - PTCP

12 Over-hierarchical spatial plan PTCP: Province spatial plan defines the regulation framework and establish the performance targets PIAE province mining plan identifies needs and exploitation poles on territory, verifying them through the study of environmental balance (SBA). Defines criteria and rules for the use and restoration of a quarry activity PAE: municipality mining plan transfers the exploitation poles at the municipality level and defines criteria, rules and concrete actions to reduce the activities impacts

18 Secondary aggregates Transformation plants C&D waste By-products Recycled Secondary aggregates It s the reason why Province Mining plans (PIAE) estimate the quantity of secondary aggregates in the knowledge framework We know how many material goes to transformation plants but not how many reach the market as secondary aggregates this lack of information will end when the Waste Regional Plan will be approved

26 The new Region Law on mining The new regional law aims to introduce A unique planning level and a less time-consuming procedure for the plan approval Longer life for exploitation project authorization (up to 10 years) Automatic update of royalty Regional vision based on a quarry/aggregate DB build to support Province during the planning process

27 The new Region Law on mining Main goals Reduction of soil consumption Sustainable use of non-renewable primary resources (primary aggregates) Re-use of materials coming from land transformation (secondary aggregates) Promotion of right use of quarry material (right material for right work!)
