2 Province/Districts /Cities Ministries/ Institution SPATIAL DATA INFRASTRUCTURE: A spatial data infrastructure (SDI) is a data infrastructure implementing a framework of geographic data, metadata, users and tools that are interactively connected in order to use spatial data in an efficient and flexible way (White house, 2002). Benefit: 1. Facilitate the availability and access to spatial data for all geospatial stakeholders 2. Overcoming the availability, access and interoperability of spatial datasets, and decrease the time and costs of using the data 3. Provide the necessary spatial information to providers and users for planning and decision making purposes 4. Assist the development of Geospatial Decision Support System (GDSS) for better management of resources and resource uses in a spatial context
3 Nationally, Indonesia has developed the law on National Spatial Data Infrastructure (NSDI) legalized in Presidential Decree No 85/2007 and updated in Presidential Decree Number 27/ 2014 A national geoportal:

The result of a query will become a new window in the browser, b) Programming Scripting tools which are the combination of PHP, JavaScript and html, c) Map server to translate the script Mapfiles (map) and translate the script into image in the web server, and d) Saga, the open source software designed for Automated Geoscientific Analyses PHASE OF DEVELOPMENT: (a) Requirement analysis phase: such as the scope of the information s needed, functions, the performance capability and the interface design, (b) Design phase for determining: data structure, software structure, detail procedures, and the user interface characteristics, (c) Implementation phase for coding the software and programming to make the system work, including connectivity to the NSDIs network, (d) Integration test phase for input output conformance test to make sure that the input has been generated relevance output, (e) Utilization and maintenance completes after the software has been used by the consumer.

28 GDSS marine spatial planning, especially for seaweed culture as the study case, may develop in the National SDIs data framework. The national SDIs geoportal may assist the development of this software to access data within the national institution as the connecting node of the national geoportal. Whereas, without this online analytical process is nothing. some infrastructure factors should be improved in the development of GDSS in NSDIs framework in Indonesia, e.g., geospatial data enrichment, the policy of custodianships, working guideline to data access, database, standard institutional structure and data itself etc. The policy management issues rather than technical ones may bring the largest benefits for using GDSS in SDIs framework
