3 Smart Neighbourhood Bootle2020 digitally enabling Bootle s NP allowing all stakeholders to access the plan and contribute to its creation online. The online map-based tool also collects and displays a range of baseline conditions, aligned with Bootle 2020 priorities, to allow monitoring and evaluation. It is a valuable demonstrator project for other communities in the UK who are developing NPs. Working with TCPA to ensure good practice is disseminated across the UK.

4 Neighbourhood plans - Advice on evidence (Planning Advisory Service) A neighbourhood plan must comply with the basic conditions in the Localism Act and the 2012 Neighbourhood Planning Regulations. While the evidence requirements are not as rigorous as those for an LPA in its plan making, the need for evidence to underpin a neighbourhood plan is important. Neighbourhood groups should use evidence that is already in the public domain, along with evidence that they collect themselves, to prepare their plans. It is the process of determining what is needed and how to collect it where many neighbourhood groups are likely to need support and guidance.

The NP web-based toolkit Baseline analysis Participatory mapping Local children Monitoring & evaluation social economic environmental draw functions pin drops Commenting tool A separate interface to the other tools but specifically aimed at local school children Admin interface to the tool Maps LSOA census data, neighbourhood stats. and other local data Allows user to annotate a base map with there own ideas and comments on other peoples proposals Being used within classes to support their understanding of the local environment Allows project manager editing/deleting functions Management of commenting tool Uses mapping & data APIs to keep data up to date Uses built-in drawing tools from the mapping API and links to backend database to store comments/discussions. Only accessible via the school s intranet Uploading of agreed proposals after consultation periods
