2 Introduction This document summarises the work undertaken in the framework of Action 2 "Rail Transport Network Segmentation" of the ILSE project and was prepared by Geographical Information Management (G.I.M). The document contains four paragraphs: Inventory of existing segmentation systems within the Member States. Existing segmentation systems on European level (GISCO data). Comparison of National and European segmentation systems. Outlines for a draft proposal for a common segmentation system. Inventory of existing segmentation systems within the Member States Summary of the questionnaire The national segmentations and current data collection systems have been inventoried by means of a questionnaire. The following information of network segmentation in Member States and Candidate Countries was collected: The number of segments used in 2005 data collection. The average length of these segments. On which characteristics of the lines is the segmentation based (for example, stations, junctions, country borders, administrative regions, number of tracks, electrification ). Is the segmentation covering the complete railway network or is there a part of the network that is left outside these segments? What is the percentage of the total network length that is covered by the segments and what is the percentage of the traffic that takes place on the part of the network covered by the segments? Is the segmentation based on or available as a digital map (GIS layer)? If yes, the provider of this was asked (results not presented in this paper). What is the date of the last update and the data model used? Member States were requested to provide an answer by the end of April. 19 out of 31 countries replied before the end of May. Table 1 below summarises the results. The average number of segments is less than 400 segments per country and the average length of the segments is 60 km. These averages should be interpreted with care, as only about two thirds of the countries are taken into consideration, and the density of the railway network is very different between countries. Conclusion based on the questionnaire: Out of the 19 replies, only six countries have a complete coverage of the network. Basis for segmentation is very different depending on the country. 4 Examples of Annex G (UNECE 2005 Rail Census) data from DK and PL Denmark and Poland already provided full package of data required by Regulation 91/2003 and the UNECE 2005 Rail Census. The Danish package is available on CIRCA Transport Statistics forum. The information is structured in Excel sheets, containing specific information about railway infrastructure in Denmark and Poland. Both co-ordinates and technical information is available for each segment. The co-ordinates cover the start and end point of the segments and each network segment is geographically identified by using the co-ordinates. A third point can be added to unambiguously identify a segment in case of a common start- and end point for different segments. Each network segment is also described using the following technical characteristics: origin and destination (place names), AGC line number, gauge (distance between track centres in mm) length of the segment in km, number of tracks, flag on whether the segment is electrified, for electrified segments the type of current (AC/DC, frequency, voltage), line code(s) The package also included data of the Table G1 (goods trains) and G2 (passenger trains), as required by Regulation 91/2003. The traffic is recorded in both directions of each segment, identifiable by the code following "S": - "1" means the same directions as in technical characteristics and in geographical co-ordinates and - "2" means the opposite direction. Tables G1 and G2 also contain a TEN-flag for each segment. Existing Railway networks at European level: the GISCO railway network GISCO, the Geographical Information System of the European Commission, is a large georeferenced database containing topographic and thematic geographic data layers. The GISCO database has data layers on road and railway transportation networks. The current GISCO railway data layer is based on the Eurogeographics data. These data have been structured in feature classes, each with its own attribute table. The feature class RailrdL represents the railways as line features and the feature class RailrdC represents the railway stations as point features. The TEN network is available as a separate feature class. A link exists between the TEN network and the corresponding railway segment. Eurostat/G-5 4/8 Rail/2007/9/EN

5 A railway segment is described with the following characteristics: The state or condition (operational, under construction, ) Location status relative to surrounding area or water (on ground surface, bridge, tunnel, ) Seasonal availability Code for the number of tracks Railway power source Gauge width: The width of a single pair of rails, measured along the shortest distance from inside rail. Gauge category (broad, narrow, normal). A railway station is described with the following characteristics: Name in the primary language with the national characters. Name in the secondary language with the national characters. Name in the primary language with the ASCII characters. Name in the secondary language with the ACII characters. ISO 639-2/B language code for the primary language. ISO 639-2/B language code for the secondary language. The previous version of the GISCO railway data layer was based on IRPUD (Institute of Spatial Planning, University of Dortmund) data with much extended attribute data, in a series of related tables, but these data were neither complete nor consistent for all Member States. However, this dataset contained a number of characteristics that we believe are very useful in the framework of the current investigation for a common European segmentation system. 6 Comparison of National and European segmentation systems Table 2 below compares the number of segments per country in GISCO with respect to the number of segments per country as from the questionnaire. There are two major reasons for this observation: The definition of a segment is different in a geographical database and in a statistical context. In fact, the statistical definition of a segment could be a route in the geographical context: an aggregation of different geographic segments for which the relevant characteristics do not change. The national segments do not always cover the complete railway network, where the geographical database does. Eurostat/G-5 6/8 Rail/2007/9/EN

7 Outlines for a draft proposal for a common European segmentation The purpose of the proposed segmentation system is to collect the statistical data, as required by annex G of Regulation 91/2003. Therefore, it is different from a geographical segmentation system. An ideal situation would be to start from a detailed geographical segmentation, from which the statistical segmentation could be derived by aggregation. A railway segment should be defined by the following characteristics: Unique ID, consisting of the Country code, followed by a sequential number. In order to ensure the possibility to collect data in both directions on the segment, an extra code S1 (same direction) or S2 (opposite direction) is added. Example : DKS10001 BES20002 FRS12700 This ID should remain unique and stable. This means that, if the segment is deleted, its code will not be reused for a new segment. If the segment is split up, its code will be replaced by two new codes. If the segment is enlarged or merged with another segment, its code will be replaced with a new code. By doing so, the history of the railway segments can be tracked. 8 Conclusions Eurostat suggests that in the 2010 data collection related to Annex G of Regulation 91/2003 on rail transport statistics the following approach should be applied, in addition to fulfilling legal requirements: Average length of segments should be around 50 km and it should not be necessary to have more than 1000 segments per reporting country. However, the biggest Member States (in particular Germany and France) could have justifications to break this rule. It is suggested to enrich the data on network segments by introducing a list of UIC network segment codes into the data structure. This would make graphical presentation of the data on maps easier. Segmentation should cover at least 80% of traffic performance (in train-kilometres). The traffic data should be accompanied by "meta data" concerning individual segments, as suggested above. Eurostat suggests preparing in close co-operation with national authorities and possibly together with UIC, a proposal of segmentation for those countries that most deviate from the suggested guidelines. The objective of these guidelines is to collect comparable data on network traffic in the 2010 census. These suggestions do not aim at changing Annex G but they should provide additional guidance through reference manual. Proposals will be discussed in forthcoming Rail Working Group meetings.
