4 Standards and Interoperability Availability of geo data is crucial for the administration, businesses and citizens alike. But how to share data? Key factor for accessibility is standardisation. It is the definition of common interfaces to enable interoperability Open Geospatial Consortium 4

13 Major OGC Standards Some examples Web Map Servers (WMS) Web Feature Servers (WFS) Web Coverage Servers (WCS) Web Feature Server Web Coverage Server Web Map Server With OGC web services, a user can dynamically access that data, directly from the authoritative data source, using a variety of tools. As well as the: OGC KML (formerly Keyhole Markup Language) Web Map Context (WMC) Geography Markup Language (GML) Just as is the dial tone of the World Wide Web, and html / xml are the standard encodings, the geospatial web is enabled by OGC standards Open Geospatial Consortium 13

18 Open Source Software Development Open Source is a development methodology that aims at making all processes transparent. One central paradigm is to "Publish Early and Release Often". This will help to "build"[1] a community of high interaction. Development is coordinated through roles. Roles must be managed by a clear governance model. Good Open Source projects are highly organized and trunk commit access is restricted to well known developers. Public code repositories, bug and issue trackers, mailing lists,etc. are essential to "grow" [1] professional communities. [1] communities cannot be "built", "managed" or "grown". 20 MoU OGC The OGC is a not-for-profit organization founded in 1994, and comprised of industry, government and academic members dedicated to advancing interoperability among IT systems that process geo-referenced information. The OSGeo is a not-for-profit organization founded in 2006 whose mission is to support and promote the collaborative development of open source geospatial technologies and data. The Parties wish to make sure that open standards are made freely available to the global public; unencumbered by patents or other Intellectual Property claims that may diminish their usefulness. The Parties wish to memorialize their understanding regarding certain joint activities in which they plan to engage. 21 Content of the MoU OGC Additional reference implementations of OGC standards; Defining new requirements and use cases for extensions to existing OGC standards as well as new OGC standards; Having a community of practice that can very quickly implement and test any candidate OGC standard and provide implementation experience feedback; A birthing place for new candidate standards that have been developed outside the OGC process but are submitted into the OGC standards track; Helping us define how to implement OGC standards in a variety of architectural patterns, such as REST (ROA) and SOA. A document, established by consensus, approved by the OGC membership (balance of interest, all members have an equal vote) Provides, rules, guidelines or characteristics Implementable in software Open standards does not mean open source software (Free Software). 47 How is an OGC standard developed? Results achieved in the DWG/SWG may be: A Discussion Paper or a Candidate Standard document is being developed It will be reviewed by the OGC Architecture Board (OAB) and the Technical Committee (TC). Once an OGC document is published (by vote of the SWG), everyone who is interested can comment on it within a given period of time (usually 30 days): Requests to the document need to be answered by the relevant SWG Changes and comments need to be included (SWG works the comments) SWG votes to release to the TC for an adoption vote, vote happens New approved standard published 2012 Open Geospatial Consortium 47
