1 Voluntary Regulation Concerning Printing Inks (Negative List Regulations) May 1, 2006 Japan Printing Ink Makers Association 1

2 Introduction The Japan Printing Ink Makers Association has formulated new Voluntary Regulations Concerning Printing Inks (Negative List ( NL ) Regulations). In order to enhance the safety of printing inks and provide safer printed matter, the new regulations prohibit the use of chemical substances that are not suitable as raw materials for printing ink and it was decided to differentiate products that do not contain regulated chemical substances by applying an NL Regulation Compliant Symbol, etc., to NL Regulation compliant products. Chemical substances to be prohibited were selected based on domestic and foreign laws and information regarding substance toxicity. The regulations list all chemical substances that were prohibited for use under the previous regulations, the Voluntary Regulation Concerning Printing Inks for Food Packaging Materials (former NL Regulations). The Voluntary Regulations Concerning Printing Inks were first formulated on April 1, 1973, as the Voluntary Regulation Concerning Printing Inks For Food Packaging Materials (former NL Regulations) based on guidance of the former Ministry of Health and Welfare with the aim of ensuring the safety of printing ink for food packing materials and preventing problems. The regulations, which went into effect on October 1 of that year and went through its third amendment in 1999, prohibit the use of 130 substances including new additions in The Association member companies supply printing ink for food packaging use that complies with the former NL regulations and have contributed to improvements in food hygiene involving food product containers and packaging. In order to promote improvements in the safety and hygiene of printing inks overall while reducing the burden on the environment, efforts have been made since 2002 to disseminate products that comply with the NL Regulations by appending an NL Regulation Compliant Symbol established in that year to printing inks other than those for food packaging materials as well stating to the effect that they are in compliance with the NL Regulations. Selection standards of newly prohibited substances have been incorporated in the regulations. The standards prohibit the use of those substances whose production or usage is restricted by law as substances that are detrimental to health and the environment, carcinogens and other substances. In addition, the Marketing and Use Directive 76/769/EEC, the Packaging and Packaging Waste Directive 94/62/EC, Directive 2002/95/EC (RoHS) and the Joint Industry Guide ( JIG, Joint Industry Guide for Material Composition Declaration for Electronic Products) and other regulations were also taken into account. The Association member companies take active steps to append the NL Regulation compliant symbol to ink products that are in compliance with the NL Regulations and are seeking to upgrade safety and hygiene and reduce the burden on the environment through the dissemination of NL compliant products. 2

3 Chapter 1 Voluntary Regulations Concerning Printing Inks (Negative List (NL) Regulations) 1.1. Intent The purpose of the Voluntary Regulations Concerning Printing Inks (hereinafter referred to as the NL Regulations ) is to provide safer printing inks taking the impact on human safety and health and the environment into account. Therefore, materials that are not considered to be desirable for use as the raw materials of printing ink are selected and their use is prohibited Scope of application The NL Regulations shall apply to printing inks and related products manufactured and marketed by Association member companies. 1.3 Definitions (1) Printing ink and related products shall mean printing inks, varnishes, anchor agents, coatings, reducers and printing ink finishing, auxiliary agents (supplementary agents), etc. In addition, printing ink auxiliary agents shall mean those auxiliary agents that are added when printing for the purpose of improving the printability, film properties, etc. Cleaners, fountain solutions and other printing materials are not included in printing ink auxiliary agents. (2) Prohibited substances shall mean substances that are prohibited from intentional use as raw materials for printing ink or related products. (3) Intentional use shall mean inclusion as formulation components of printing ink or related products. 3

Standards for the selection of substances subject to NL Regulations Standards for the selection of regulated substances are established based on laws and ordinances in Japan and overseas and chemical substance toxicity data, and prohibited chemical substances are selected based on those standards. Note: Laws and ordinances as noted by abbreviated names and the formal names are noted under Remarks 1. Selection standard 1: The use of the substances stipulated by the laws and ordinances below and carcinogens is to be prohibited. 11 Certificate issuance Association member companies may, at their own responsibility, issue certificates in response to requests from customers, etc., certifying that the product in question was manufactured in compliance with the NL Regulations.
