3 PART 4 - APPENDICES Part 4 of the Invasive Alien Plant Program Reference Guide compiles in one place all the forms and reference materials you may need in order to conduct your invasive plant management activities in an informed and effective manner. Recall that there are four parts to this reference guide: Part 1: Understanding the business of invasive plant management; Part 2: Using the Invasive Alien Plant Program (IAPP) application Data Entry module; Part 3: Using the IAPP application Map Display module; and Part 4: Appendices. Page 3 PART 1 deals with details on the general management of invasive plants and the accompanying activities that take place in the field, whereas PART 2 explains and illustrates the tasks required to enter the gathered field data into the IAPP Data Entry application. This ensures the consistent entry of data in the IAPP database, which may then be viewed spatially in the IAPP Map Display module. PART 3 is intended for individuals who want to examine spatial data that are relevant to invasive plant management in B.C. This part of the reference guide explains how to optimize information gathering and obtain maximum benefit when using the IAPP application Map Display module and its built-in Report-A- Weed tool. 14 MODULE 4.2: MINISTRY OF FORESTS & RANGE FOREST AND RANGE PRACTICES ACT INVASIVE PLANT SPECIES CONSIDERATIONS Example Measures and practices towards the development and adjudication of Measures associated with Section 47 of the Forest and Range Practices Act (FRPA). INTRODUCTION: The purpose of this bulletin is to assist operational plan preparers and approvers while considering Section 47 of the Forest and Range Practices Act which states: A person carrying out a forest practice or a range practice must carry out measures that are Page 14 a) specified in the applicable operational plan, or b) authorized by the minister to prevent the introduction or spread of prescribed species of invasive plants. DISCUSSION/POLICY ADVICE: Provincial invasive plant managers consider the following principles and measures when developing their prescriptions or providing advice to clients. The example measures listed under the principles have been used historically and are effective. The principles and measures are presented for consideration by those who develop, review or approve operational plans. P RINCIPLES TO C ONSIDER: P RINCIPLE: Minimize the establishment and spread of invasive plants by controlling seed and/or plant part (e.g. roots) dispersal vectors. 15 1) Keep equipment and/or livestock out of infested areas where practicable; 2) Inspect clothing and vehicle / equipment undercarriages for plant parts or propagules if working in an area known to contain invasive plants; 3) Remove (clean and wash) plant seed or propagules from clothing and/or equipment by dislodging and containing associated water, mud and dirt on-site or at designated cleaning stations; 4) Keep roadside infestations sufficiently away from road surfaces so that plant parts or seeds are not inadvertently transported by vehicles and equipment; 5) Maintain soil, subgrade or surfacing material that is being moved during road construction as free as practicable of invasive weed plants or seeds; 6) Keep equipment yards and storage areas as free of invasive plants as practicable using mechanical, cultural or chemical treatments; Page 15 P RINCIPLE: Minimize the spread of invasive plants by establishing and maintaining healthy competitive vegetation. Example measures include: 7) Manage grazing to maintain healthy plant communities that are resistant to invasive plant establishment and invasion; 8) Re-vegetate disturbed areas adjacent to, or known to be at risk from priority invasive plant weed establishment using an appropriate combination of scarification, seeding (with grass seed that is predominately free of invasive plant seed such as Common #1 Forage Mixture of better), fertilizer, mulch, or other. This activity could occur as: a) part of road, landing and skid trail construction or maintenance or site preparation; b) after woody debris piles are burned, following timber harvesting of fence or fence line clearing; c) around range developments and areas of cattle congregation. 16 EXAMPLE HIGH VALUE PRACTICES Provincial invasive plant managers advise that the following example high value practices, when used in conjunction with measures, can often enhance the effectiveness of the measures. These practices can also be used to form part of a more comprehensive invasive plant strategy within a geographic area. P RACTICES: 1) Determine priority invasive plant species within the plan area through collaboration with local or regional invasive plant committee(s) where they exist, or from other knowledgeable sources; 2) Confirm known locations of priority invasive plant species within the plan area using the Invasive Alien Plant Program (IAPP) application ( and any additional information provided by the local or regional invasive plant committee coordinator(s); 3) Record new infestations of priority invasive plant species and have them entered into the IAPP application; Page 16 4) Educate staff, and contractors to identify priority invasive plants that exist or threaten to establish within the plan area; If invasive plants become established or spread as a result of the forest or range practices, additional considerations include: 5) Treat the priority species of invasive plants prior to seed set and disposing all plant material using a method that does not promote further spread; 6) Monitor the re-vegetated and treated areas and repeating as necessary measure 8 and practice 5, until exposed soil is eliminated and the targeted plants have been effectively controlled; 7) Enter monitoring and treatment information into the IAPP application. 18 MODULE 4.3: CHEMICAL APPLICATION CALCULATIONS & CHEMICAL TREATMENT CALIBRATION RECORD On the next two pages you will find the chemical calibration form, as well as a document with some handy calculations to determine area treated, amount of mix used, etc. Chemical treatment data entered into IAPP is used in part to prepare annual Pest Management Reports to the appropriate authorities, so it is crucial that this information is calculated and entered correctly.
