Key Decisions Regarding Implementation The project is slightly behind schedule due to delays in procurement, lack of adequate counterpart funding, as well as the proposed realignment of the Hoaphuoc - Hoakhuong Road. Project management should work with city authorities to acquire the needed counterpart funding to pay contractors and carry out land acquisition and resettlement in a timely manner. Procurement of key works should be accelerated and project oversight should remain intensive. The next full implementation support mission is scheduled to be carried out in March 2015.
