LOUISIANA: Federal State of Emergency declared and approved for Louisiana Local Parish States of Emergency o Acadia, Allen, Ascension, Assumption, Avoyelles, Cameron, East Baton Rouge, East Feliciana, Franklin, Iberia, Iberville, Jefferson, Jefferson Davis, Lafourche, Livingston, Morehouse, Natchitoches, Orleans, Ouachita, Plaquemines, Pointe Coupee, Rapides, St Bernard, St Charles, St Helena, St James, St John, St Martin, St Mary, St Tammany, Tangipahoa, Terrebonne, Washington, West Baton Rouge. Evacuations: o Mandatory evacuation for all of St. Charles, Terrebonne, St. Bernard, and Assumption Parishes. o Mandatory evacuation in St. James Parish for mobile homes, flood prone, and lowlying areas. o Mandatory evacuation for portions of Jefferson Parish including Grand Isle, Town of Jean Lafitte, Crown Point, Barataria, o Low-lying areas of Lafourche Parish Page 2 of 8

3 o Mandatory evacuation for portions of Plaquemines Parish including Southern portion of the parish due to 18 mile stretch of levee from St Bernard Parish line south to White Ditch being overtopped overnight. (thinly populated) From eastern bank to western bank from Ironton to Venice in anticipation of levees being topped From Braithwaite to White Ditch on the East Bank o Mandatory evacuation for portions of Tangipahoa Parish including: Town of Winnsboro, Lee s Landing, and low-lying areas o St. Tammany Parish has called for voluntary evacuations south of US 190 and south of LA 22. o Volunteer evacuations for New Orleans Power Outages o Statewide: 482,000 o New Orleans: 156,000 o Jefferson Parish: 163,000 o Bernard Parish: 16,700 o Plaquemines Parish: 10,900 o Lafourche: 29,800 o St John the Baptist: 18,660 o St Charles: 16,900 o St. Tammany: 15,700 The main levees in New Orleans have held Flights are halted today out of New Orleans and Baton Rouge airports. Port of New Orleans has ceased operations Amtrak has canceled train service today Governor authorized 4,200 national guard to help support the effort Schools in the path of the storm have been closed until the storm passes DOTD has also stopped collecting tolls on LA-1. Governor has signed an executive order suspending certain weight requirements to facilitate transport of fuel and other commodities. Road Closures o Airline Highway is closed at the St. Charles Parish/Jefferson Parish line due to sandbagging o Florida Avenue Bridge is closed for the duration of the storm Page 3 of 8

4 o Highway 45 near the Jean Lafitte National Park in St. Bernard Parish closed due to floodgate closing o Highway 90 is closed at the St. Charles Parish/Jefferson Parish line due to sandbagging o LA-23 is closed to southbound traffic below Oakville in Plaquemines Parish closed due to floodgate closing o LA-23 will close to northbound traffic in Plaqumines Parish at 6 a.m. Tuesday due to floodgate closing o LA-39 at the Caenavaron Canal in Plaquemines Parish closed due to floodgate closing o LA-39 at the Plaquemines Parish/St. Bernard Parish line closed due to floodgate closing o LA-46 at Verrett Road in St. Bernard Parish closed due to floodgate closing o LA-300 at Verrett Road in St. Bernard Parish closed due to floodgate closing o Lakeshore Drive is closed o LA 1 South of Fourchon has all lanes blocked due to high water and debris across the roadway. o LA Galliano Pontoon Bridge has all lanes blocked due to storm preparations and high tide. o PR Cote Blanch Pontoon Bridge has all lanes blocked due to storm preparations and high tide. o PR Valentine Bridge has all lanes blocked due to storm preparations and high tide. o The Doullut Canal Bridge on Hwy 11 in Empire, LA is locked in the down position and closed to all boat traffic. In addition, the flood gate on Hwy 39 at the Plaquemines Parish/St. Bernard Parish line is closed. o The Plaquemines Parish Sheriff s Office will provide an alternative emergency access lane at that location for emergency vehicles, and local residents with ID. Also only local residents will be allowed below the Oakville Flood Gate on Hwy 23. o LA 23 (Belle Chasse Hwy) Northbound and Southbound at the Oakdale Flood gate (near Capt. Larry s) is closed for hurricane protection in preparation of the approaching storm.no detour available. o LA 23 is closed at Oakdale and milepost 59. o LA 39 floodgates in Braithwaite are closed. o LA 46 Flood Gate Closed at Verrett. o US 61 at the St. Charles / Jefferson Parish line is closed. o The US 11 Bridge over Lake Pontchartrain, between Slidell and New Orleans is closed. o LA Falgout Canal Bridge has all lanes blocked due to storm preparations and high tides. 5 o LA 45 n/b and s/b at the Flood Gate has all lanes blocked due flood gates. o US 90 w/b at Live Oak at the St. Charles/Jefferson line is closed o US 90 e/b at Barton Dr. at the St. Charles/Jefferson line is closed o US 11 Bridge over Lake Pontchartrain, between Slidell and New Orleans is closed. o I 55 North Bound and at MP 2.2 has a large tree in the roadway. DOTD was advised of the situation and advised they will not respond until the weather calms down. Both the right lane and emergency lane are blocked. o LA 628 at Ideal Ct. is completely closed due to down trees and power lines. o US 51 between LaPlace and Manchac has been closed due to high water. o Causeway Bridge over Lake Pontchartrain/St. Tammany Parish: Bridge Closed Due to High Winds and Weather MISSISSIPPI: Local County States of Emergency: o Harrison, Warren, Adams, & George Evacuations: o Mandatory evacuations for portions of Hancock and Jackson (south of Hwy90) counties o Voluntary evacuations began in the low-lying coastal areas of Hancock County with shelters opening at 2pm today Governor has activated 1,500 national guard troops In Gulfport, officials have ordered the port clear of all cargo vessels Cat Island and East and West Ship islands in Harrison County are closed due to the storm. Picayune School District Schools, Hancock County Schools, Bay-Waveland Schools, are all closed today only; Perry County School closed until further notice Lumberton Schools, Poplarville Schools, Richton Schools, Greene County Schools, Marion County Schools, Pearl River County Schools, Stone County Public Schools are all closed today Sandbags have been made available to coastal residents for preparation Power Outages: o Statewide: 18,000 o Biloxi area: 3,600 (down from 4,000) Road Closures: o City of Ocean Springs Front Beach, East Beach, Holcomb, Halstead, Gulf Park Estates, Octavia Street up to 1409, Center Street/Webb Landing, The ramp at Fort Bayou Page 5 of 8

6 o City of Pascagoula Magnolia St./Dupont St., Canty St./Dupont St., South Pascagoula Street at the Harbor, Cedar Street at the bridge, Martin Street at the Yacht Club, Pascagoula River Road/Margie Moore, Beach Blvd. at the Point (Boat Launch area), Ford St./Little St., Parsley St., 11th Street o Hwy 604 just North of US 90 at Pearlington due to weather/flooding. o US 90 between Bay St Louis Bridge to Biloxi Bay Bridge. ALABAMA: Local County States of Emergency o Baldwin, Lauderdale, and Mobile counties. Cities of Foley and Meridian Evacuations: o Mandatory evacuation for Zones 1 and 2 in both Mobile and Baldwin Counties. In Baldwin County: Zones 1 and 2 include all areas south of U.S. Highway 98 and areas on the Eastern Shore of Mobile Bay that are South of Interstate 10 and west of U.S. Highway 98. Additionally, all people living in proximity to the Fish, Styx, Blackwater, and Perdido Rivers should evacuate. Also, all people living in manufactured homes, and those living in low-lying, flood-prone areas should evacuate. In Mobile County: Zones 1 and 2 include areas south of Interstate 10 and those areas that are north of I-10 and east of I-65 and east of U.S. 43. Also, all people living in manufactured homes, and those living in low-lying, floodprone areas should evacuate. Public schools in Mobile and Baldwin counties are closed today. Power Outages: o Southern Mobile County: 5,600 o Dauphin Island: Power out until Thursday at least due to crash involving unmanned sailboat. Road Closures: o Gulf Shores, AL: City officials closed Ala. 59 at 12th Avenue and East Beach Boulevard at Highway 135 o Baldwin CO., AL: water is moving over highway 180/West Fort Morgan Road o I-10 in Baldwin County: Closed - I-10 EB & WB off Exit 30 (Middle Bay Crossing) Water over the road o SR 163 in Mobile County: Closed - SR163/Dauphin Island Parkway - from Perch Creek at Canal Road, to south of Dog River Bridge near Hamilton Boulevard. 7 o I-10 Eastbound in Mobile County: Closed - I-10 Welcome Center Alabama - Mississippi line due to high winds o I-10 Westbound in Baldwin County: Closed - I-10 Welcome Center Alabama - Florida line due to high winds o US 90/98 in Mobile County: Closed - US 90/98 Eastbound and Westbound through Bankhead Tunnel from Cochrane causeway to Government Street is closed. Use I-10 tunnel or Cochrane Bridge for East/West travel.closed due to expected storm surge and flooding. o US 90 Eastbound in Mobile County: Closed - US 90/98 Causeway from Bankhead Tunnel to Baldwin County line due to Flooding o SR 193 in Mobile County: Closed - SR 193 from SR 188 to Dauphin Island; Water over the road o US 90 Eastbound in Baldwin County: Closed - US 90/98 Middle Bay Crossing (I-10 EB on ramp) due to flooding. o SR 59 in Baldwin County: Closed - SR 59 from 12th Ave (south of Fort Morgan Road ) to SR 182 (Beach Road) due to flooding. o US 90 in Baldwin and Mobile Counties: Closed - US 90/98 Causeway from Bankhead Tunnel to Spanish Fort - Water over the road o Closed - I-10 Welcome Center Alabama - Mississippi line: expected to re-open at 12:00pm on 8/29/12 pending facility conditions and speed of wind gusts. FLORIDA: Local County States of Emergency along the Florida Panhandle o Escambia, Okaloosa, Santa Rosa, Evacuations: o Mandatory evacuation order issued in Santa Rosa County for evacuation zones A and B including all mobile homes, RV parks, campgrounds, low lying areas of Navarre Beach o Voluntary evacuations for low-lying areas of Okaloosa County o Escambia County Emergency Management has ordered evacuations for zones A, B, and C. This includes the barriers islands of Perdido Key and Pensacola Beach/Santa Rosa Island, as well as inland areas along Perdido Bay, Escambia Bay, Santa Rosa Sound and portions of downtown Pensacola o Walton County has ordered mandatory evacuations ordered for residents south of HWY 20 that are located in low lying areas and in flood zones A and B. o The Pensacola Naval Air Station may evacuate about 4,500 students, and are moving aircraft out of the area ahead of the storm Pensacola International Airport is closed Page 7 of 8

8 Road Closures o S. Garcon Point Rd. is closed due to water over the south end of the road. o J.E. Bowden Way, Highway 399, between Pensacola and Navarre Beach is CLOSED. o Fort Pickens in Escambia County is closed to regular traffic. o J.E. Bowden Way, Highway 399, between Pensacola and Navarre Beach is CLOSED. o Franklin County: The St. George Island Bridge, SR-300,is CLOSED to regular traffic. It remains open for Incident Responders and residents of the Island. STORM SURGE: Storm surge the combination of a storm surge and the tide will cause normally dry areas near the coast to be flooded by rising waters. The water could reach the following depths above ground if the peak surge occurs at the time of high tides Peak surge occurs at the time of high tide o MISSISSIPPI AND SOUTHEASTERN LOUISIANA...6 TO 12 FT o ALABAMA...3 TO 6 FT o SOUTH-CENTRAL LOUISIANA...3 TO 6 FT o FLORIDA PANHANDLE & APALACHEE BAY...2 TO 4 FT The deepest water will occur along the immediate coast in areas of onshore flow. Surge related flooding depends on the relative timing of the surge and the tidal cycle, and can vary greatly over short distances. Updates will be as conditions warrant.
