3 Foreword and Mission Statement Transforming Lives, Reducing Crime The Derbyshire, Leicestershire, Nottinghamshire and Rutland, Community Rehabilitation Company is committed to leading by example in promoting an environment that both values diversity and respects difference. Our focus is to meet the diverse needs of our clients and support our staff by ensuring that diversity and equality is at the heart of the organisation. We are committed to ensuring that the services we provide are free from any form of discrimination and for us, diversity and equality is about providing equal opportunities to all and valuing the diversity of our staff and the communities that we serve. 4 Leadership, Management and Diversity Governance The three former Probation Trusts of Derbyshire, Leicestershire and Nottinghamshire have been through a protracted period of change, due to the governments commitment to transform the rehabilitation of offenders. Two new organisations have emerged from this restructuring. Firstly the National Probation Service (NPS) which has the responsibility for the supervision of clients presenting a high risk of harm to the public and the interface between Probation and the Courts. The second organisation with the remit of supervising low to medium risk of harm clients is the newly formed Derbyshire, Leicestershire, Nottinghamshire Community Rehabilitation Company (CRC). Similar CRCs have been created in other geographic areas. The diversity of protected characteristics of the client groups in the two organisations is not equitable, so the challenge for both organisations is to use the most recent information relating to the client caseload profile to inform both service delivery and effective interventions if they are to successfully transform lives and reduce crime. The CRC caseload now has a higher proportion of the youngest clients and women. It also has a far smaller proportion in the oldest age bracket. Other disparities will be highlighted in the data analysis section. In previous years, data analysis has covered every aspect of Probation service delivery, from Pre Sentence Report (PSR) proposals and outcomes to breaches and recalls and successful completions. All Court work now falls to the NPS, so although PSR proposals and outcomes are very relevant in shaping the CRC caseload, to a very great degree these now fall outside the CRC's sphere of influence. Each of the three former Probation Trusts had an Equality and Diversity lead acting as a champion and representing the Trusts at a national level. This has continued for the CRC through the transitional process and will continue up to the end of March Due to a realignment of the entire management structure, governance of equality and diversity across the organisation now falls under the jurisdiction of the newly created Peoples Directorate. Diversity will no longer have a single representative, but multiple ones covering both HR and client management. Ownership of the CRC has now moved to the Reducing Reoffending Partnership (RRP) and as a consequence strategic and operational governance may change. 3

5 Equality and Diversity is well embedded across the CRC and all managers will continue to promote it within their teams. The Equality Act 2010: Public Sector Equality Duty Under the general equality duty, three aims of the Equality Act 2010 relate to: eliminating unlawful discrimination, harassment, victimisation and any other conduct prohibited by the Act advancing equality of opportunity between people who share a protected characteristic and people who do not share it. fostering good relations between people who share a protected characteristic and people who do not share it. These general duties underpin the DLNR CRC diversity strategy Additional to the general duty, public bodies are required to publish equality objectives, these follow in the next section. DLNR CRC Equality Objectives All public sector organisations have a duty under the Equality Act to identify and publish one or more priorities that form their equality objectives. For the next three years CRC has prioritised four objectives these being: To support the further development of the three CRC staff support networks and to assist in the promotion of the groups internally across the organisation. These Support Groups being : Black and Minority Ethnic (BME) Staff Group, Disability and Carers Group and Lesbian, Gay, Bisexual and Transgender (LGBT) Group. To identify any disproportionality in proposals or outcomes for clients, investigate the reasons for them and where they fall within the service s sphere of influence implement changes in practice or process to avoid them. To gain a greater understanding of the protected characteristics of CRC clients including disabilities, learning disabilities and mental ill health and to develop both internal and external support services where appropriate. To further develop information and reporting relating to the protected characteristics of the CRC workforce relating to Human Resources processes. 4

6 Training and Diversity Training and developing staff On the 1 st June 2014, three former Probation Trusts joined together to form the Derbyshire, Leicestershire, Nottinghamshire and Rutland Community Rehabilitation Company. Prior to the 1 st June, each Probation Trust was providing Equality and Diversity training to its staff in a variety of forms. This would include a mandatory event for all new starters, the aim of these events was to encourage staff to develop their understanding of equality and diversity issues, with particular reference to the Equality Act 2010 and the different protected characteristics covered by this legislation. Although the event aims were similar across the three Trusts, the content and duration of these events differed. Derbyshire provided a two day event and both Nottinghamshire and Leicestershire and Rutland provided a one day event. In addition to the above, Nottinghamshire also provided a one day event for all Managers. The aim was to ensure Managers had a clear understanding of their role in managing equality and diversity within their teams and the organisation. This training was not mandatory, but was openly advertised to all managers within Nottingham. This however had a limited take up. In Leicestershire and Rutland all staff were mandated to attend refresher training every two years. This requirement was not shared by Derbyshire or Nottinghamshire, however anyone that had attended Equality and Diversity training prior to the Equality Act 2010 was mandated to attend. 7 ASTEC Training Assisted Technology Autism conference NCFE Certificate in Equality and Diversity Embracing Diversity Conference Gypsy/Traveller Awareness Learning Disability Awareness Lesbian, Gay, Bisexual and Trans Awareness National Disabled Staff Conference National Diversity Conference Race and the Criminal Justice system Race Equality Conference Valuing Diversity Women in the Criminal Justice system Moving forward, across the DLNR CRC, Learning and Development are planning a 3 year rolling programme of events to ensure that specific training in at least 3 of the 9 protected characteristics are provided each year therefore covering all characteristics over a 3 year period. This training will sometimes be provided by specialist partners, and work has commenced on identifying these partners with a view to delivering specialist workshops in all 3 geographical areas. Learning and Development will be working closely with the Executive of DLNR and our partners in RRP to identify any priorities in order to develop this strategy further. We have scheduled a series of five, one day events entitled Diversity (Equality Act 2010) being rolled out in February and March In addition, we provide a specific workshop on Equality and Diversity as part of the PSO L&D Programme, which is a mandatory requirement for all newly appointed PSO s to attend. All colleagues within DLNR CRC have an important role in modelling acceptable behaviour, including positive interactions between the sexes, and to challenge inappropriate and discriminatory behaviour and attitudes in a positive way. We shall endeavour to include Equality and Diversity issues in all future training programmes with a view to embedding this throughout the organisation. Managers will be trained in managing diversity, including addressing complaints of harassment and inappropriate behaviour in line with DLNR policies and procedures. Managers are responsible for ensuring that members of their team have access to and receive the appropriate level of learning and development. The Learning and Development team are responsible for selecting, when required, learning partners that are good value for money, accredited, professional and syncronised with organisational demands, to provide best fit programmes tailored to DLNR CRC requirements in line with corporate strategy. The DLNR Executive are responsible for ensuring adequate funds are provided to enable colleagues to be developed professionally. 6

8 Staff Support Groups Supporting staff equality and diversity has always been of primary importance to the former Trusts and continues to be so in the CRC. Much of this support has been achieved through staff support groups, the membership of which is now split across the NPS and CRC. Because of this split, a priority has been to liaise with the Midlands NPS diversity lead to convene joint meetings with staff group leads in Derbyshire, Leicestershire and Nottinghamshire to ensure that the support of staff continues regardless of which of the two new organisations they now work in. Service Delivery and Diversity Gender Female clients have continued to be an area of focus. A designated middle manager has begun to evaluate the delivery and success rates of the different projects running in the three different CRC counties. Future interventions will be designed based on the findings of this evaluation and what works. Age Data analysis by protected characteristic has consistently identified the youngest cohort of clients being the least compliant. These findings have prompted the CRC to commission a project group to look at how staff can work more effectively with and better engage young people in order to improve compliance and reduce reoffending. In parallel to this another project group has worked with Youth Offending Service (YOS) to improve the transitional process for clients leaving YOS and commencing their supervision with Probation. Sexuality LGBT History Month was celebrated in March. In order to promote this the NPS Midlands Diversity Manager circulated information sheets written by Probation colleagues on their personal experiences of coming out. These were shared across the CRC and posted on all office Diversity notice boards in staff areas. 7

9 Information such as this is encouraged to increase staff understanding of diversity issues and to celebrate difference. Disability DLNR has continued to develop a learning disability screening tool building on the former project commissioned by NOMS and the NHS Caulderstones Trust. By linking into the local Derbyshire Healthcare Foundation Trust Learning Disabilities Service and informed by work carried out by the Royal College of Speech and Language Therapists, DLNR CRC has now developed a learning disabilities screening tool incorporating Autism, ADHD, acquire brain injury and communication need. The tool will be launched to OMU champions in an initial training session. Workshops will follow focussing on different conditions, culminating in the development of a full resource toolkit for the use of all staff. This initiative, if proved successful will then be rolled out across Nottinghamshire and Leicestershire. Mental ill health has also been a priority over the last year and it is hoped that the Mental Health Crisis Concordat launched by Derbyshire s Police and Crime Commissioner will help strengthen links into local services. Nottinghamshire and Leicestershire are already well served by mental health services in their respective counties. Client Disproportionality Analysis On a biannual basis DLNR use a Diversity Analysis Toolkit developed by their Performance and Information Unit to identify any statistical anomalies or disproportionality in the following areas: Successful Completions by Order and Requirement type, including fails for Failure to Comply and Further Offence. Breaches of Community Orders (COs) including Suspended Sentences (SSOs). Recalls of Post Release Clients on Licence. Current Caseload. Detailed below are those instances where statistical analysis using the methodology of Confidence Intervals has identified disproportionality for groups with distinct protected characteristics. Disproportionality is identified by numerical totals being either above designated upper levels or below lower levels. 8

10 All instances of identified disproportionality will be discussed with members of the DLNR Executive Team to determine whether further investigation may be necessary or additional actions required. Any identified actions will form the basis of a organisational Disproportionality Action Plan. The Equality and Human Rights Commission identifies 9 Protected Characteristics, these being: Age Disability Gender Reassignment Marriage and Civil Partnerships Pregnancy and Maternity Race Religion or Belief Gender Sexual Orientation Data available from ndelius, the Probation Case Management System, enables disproportionality reporting by all protected characteristics with the exception of Gender Reassignment, Marriage and Civil Partnerships and Pregnancy and Maternity. Data collection pertaining to Religion or Belief and Sexual Orientation is relatively new and the amount of data currently recorded is low. Because of these small numbers, religion has been aggregated into Christian and Non Christian. DLNR currently has six Local Delivery Units (LDUs), one for each of the Cities of Derby, Leicester and Nottingham with the remaining three covering the remainder of the three County s. Rutland is included in the county LDU of Leicestershire. The demographics of clients in the County LDUs is different to that of the City LDUs particularly in relation to ethnicity. To ensure that any disproportionality relating to any protected characteristic is not masked by the predominance of the mainly White British profile of the county caseloads all LDUs have been analysed separately. In order to also get an overall picture of the prevailing themes a summary analysis has also been carried out for the total DLNR caseload. The following analysis is for terminations, recalls and breaches between 1 st June 2014 and 31 st December 2014 and the caseload as at 31 st December Derby City LDU Data Analysis Community Order Completions Two groups of clients stand out in this area as having the highest levels of failure due to non compliance, these being clients of dual heritage and also those aged between 18 to 21. Females on community orders in the City have a higher than expected level 9

11 of failure due to committing a further offence. The causes of this have been preliminarily investigated in a further piece of work. Suspended Sentence Completions Disproportionality for this order type was found amongst those having either mental ill health or a learning difficulty. These groups had higher than expected failures due to committing a further offence. Requirement Completions For all requirements, only UPW showed any disproportionate completions. Failure to comply was higher than expected for clients aged between 18 and 21. Recalls to Custody The highest rates of recalls by ethnicity was for White British clients and by age, for those aged between 22 to 25. Breaches The highest rates of breaches were those clients aged between 18 to 25. Caseload Custody was lower than expected for White clients but higher for clients self classifying as Black Other or Asian Indian or Pakistani. For clients on a licence, Black Caribbean and Asian Pakistani were disproportionately high, when compared to those having White British heritage. Derbyshire County LDU Data Analysis Community Order Completions The only group demonstrating any disproportionality, were White British clients who were more likely to fail their orders due to committing a further offence. Suspended Sentence Completions Failures due to further offences were proportionately highest for those having a learning difficulty. 10

12 Requirement Completions Only Alcohol Treatment Requirements (ATRs) and Accredited Programmes showed any disproportionality in completions, with clients experiencing mental ill health or a learning difficulty more likely to fail to comply with an ATR and those with a learning difficulty more likely to fail an Accredited Programme due to a further offence. Breaches Breaches were highest for clients with mental ill health and those aged between 18 to 21. Caseload Males had the highest pre-release rates reciprocally as a consequence of more female clients receiving community type orders. Leicester City LDU Data Analysis Community Order Completions Male clients and those aged between 18 to 21 were identified as being disproportionately more likely to fail their order for poor compliance. Requirement Completions Only Unpaid Work Requirements showed any disproportionality in completions. Clients aged between 18 to 21 were more likely to fail to comply with their order. Recalls Recalls were proportionally highest for White British clients, those aged between 18 to 25 or those having a learning difficulty. Breaches Breaches were highest for White British clients, Males or those aged between 18 to 21. Breaches were lowest for those being physically disabled. Caseload For clients in custody, Males or those having ethnicity of Indian Asian, Dual Heritage Caribbean and White or Dual Heritage Black African and White and those identifying as White Other were disproportionally high. White British in custody were disproportionally low. 11

13 Clients on licence were proportionally higher for Males, those aged between 22 to 25 or aged over 56 and for those identifying as Asian Indian or Pakistani, Black African or Black Other or Dual Heritage Caribbean and White or Dual Heritage Other. White clients on licence or those with a physical disability or mental ill health were disproportionally low. White clients were disproportionally more likely to receive a community type order than a custodial sentence. Leicestershire County LDU Data Analysis Community Order Completions The only group of clients identified as being disproportionately high were those aged between 18 to 21 who failed their orders due to poor compliance. Suspended Sentence Completions Failures due to a further offence were proportionately highest for those experiencing mental ill health. Requirement Completions Unpaid Work requirements showed disproportionality in completions for clients aged between 18 to 21 and for the physically disabled. Both groups were more likely to fail due to a further offence. Drugs Rehabilitation requirements showed disproportionality in completions for clients aged between 18 to 21 and for the physically disabled. Both groups had higher rates of non compliance. Higher than expected numbers of clients with a physical disability failed Alcohol Treatment requirements due to a further offence. Recalls Recalls were proportionally highest for Male clients and lowest for those with a physical disability. Breaches Breaches were highest for clients aged between 18 to

14 Caseload Male clients and those self disclosing as Asian Indian or Dual Heritage in custody were disproportionally high, whereas White British and those with mental ill health were disproportionally low. Post release, White British and those with mental ill health were also disproportionally low. Nottingham City LDU Data Analysis Community Order Completions Groups demonstrating disproportionality were White British clients and those aged between 18 to 21. Both groups had higher proportions failing their orders due to committing a further offence. Suspended Sentence Completions Clients failing to comply were disproportionately high for White British and those aged between 18 to 21. Failures due to a further offence were proportionately highest for the physically disabled. Requirement Completions Only Unpaid Work Requirements (UPW) and ATRs showed any disproportionality in completions. White British or disabled clients were more likely to fail UPW due to a further offence and those aged between 18 to 21 more likely to fail to comply. White British clients and those aged between 46 to 55 were more likely to fail an ATR due to a further offence. Recalls Recalls were proportionally highest for White British and for clients with mental ill health or a learning difficulty. Breaches Breaches were highest for clients aged between 18 to 21 and those with a nationality of non British. Caseload Males had the highest pre-release rates, as a consequence of more female clients receiving community type orders. By ethnicity in custody: Black Other, Dual Heritage Other and Dual Heritage Caribbean and White clients were disproportionately high. 13

15 Black Caribbean clients on licence were disproportionately high as were Dual Heritage Caribbean and White, Pakistani and those with a religion other than Christian. Nottinghamshire County LDU Data Analysis Community Order Completions The only group of clients identified as being disproportionately high were those having a learning difficulty who failed their orders due to committing a further offence. Suspended Sentence Completions Clients failing to comply were disproportionately high for those aged between 18 to 21. Failures due to a further offence were proportionately highest for the physically disabled. Requirement Completions Only Unpaid Work Requirements showed any disproportionality in completions. Clients aged between 18 to 21 and those with a learning difficulty were more likely to fail due to a further offence. Recalls Recalls were proportionally highest for White British. Breaches Breaches were highest for clients aged between 18 to 21 and those experiencing mental ill health or a learning difficulty. Caseload Proportionally only Asian clients on licence were high, with disproportionally low numbers of Asian clients on community type sentences. CRC Data Analysis Summary The following is a summary of all the statistics combined into one set of data for the entire CRC. Whilst local anomalies will be lost, the main overriding themes will be highlighted. All of the anomalies represent high disproportionately. 14

Breaches Disproportionately high for clients aged 18 to 21 or an ethnicity of Pakistani or White Other. 15

17 Caseload Pre release clients were proportionately over represented for clients with ethnicities of Asian Indian and Pakistani, Black Other, Dual Heritage Caribbean and White and Dual Heritage Other, whereas White British clients were disproportionally low. Post release: Asian Indian, Pakistani, Bangladeshi, Asian Other, Black Caribbean, Black Other, Dual Heritage Caribbean and White, Dual Heritage Asian and White and White Irish were all over represented, whereas White British clients were under represented. Detailed data relating to this section can be found in Annex A. DLNR CRC Caseload Age, Ethnicity and Gender in the National Context Caseload figures have been sourced from the NOMS Performance Hub and as a consequence might not exactly match those derived from the internal CRC data analysis. The Hub does not currently have national quantitative figures for caseload by protected characteristic. In order to enable an approximate comparison, the CRC caseload as of 31 st December 2014 has been compared to that of the national caseload at 31 st March With reference to age, the CRC has a lower percentage of clients aged 21 or less when compared to the national caseload. The percentage of clients aged between 21 and 24 are directly in line with the national average, whereas those aged between 25 and 39 are over represented, with clients aged 40 or over being under represented by percentage. The CRC has a higher percentage of White British clients on the caseload than nationally. The percentage of Asian Indian clients is more than double the national average. Dual Heritage White and Black Caribbean and White Gypsy/Irish Travellers clients are also higher than the national picture, but by a smaller percentage. The CRC also has a disproportionate percentage of female clients on the caseload at 13.9%, this being 47.5% higher than the national caseload which has 10.1% of female clients overall. Data relating to this section can be found in Annex B. 16

18 Diversity Monitoring Client Satisfaction National Client Management Feedback Questionnaire (OMFQ) Summary /15 is the fourth year that the measure has been implemented/collected - Again, local collection went without any significant issues: we obtained more responses than the target required (862 vs 537 target), with each Local Delivery Unit (LDU) and office achieving or exceeding their share of the overall target Analysis The overall offender satisfaction rate was exceeded with 77% of offender questionnaires being recorded as positive against a target of 69%. - Derbyshire-82% - Nottinghamshire -77% - Leicestershire-74% Profile of all DLNR Survey Respondents The questionnaire enables comparison of the protected characteristics of the respondents against the entirety of the caseload in order to identify any disproportionality. A range of ages, gender and disabilities were well represented when comparing the two data sets. Proportionately slightly higher numbers of clients with the ethnicity of White or White British participated with lower numbers of Black or Black British clients completing the questionnaire when compared to the profile of the caseload. 8% of the caseload however does not have an ethnicity recorded. The survey however it is representative for those clients who have disclosed their ethnicity. Areas for Future Focus Questions within the survey focus on specific areas of service delivery. The priority for DLNR will be those areas where dissatisfaction rates for certain groups are disproportionately high. The key questions and the average dissatisfaction rates for these are: 15% of offenders disagreed that their social skills had improved 17% offenders disagreed with the following statement I am more confident because of the training/support I have had on probation 17

19 18% of offenders disagreed that probation has given them more opportunities for the future 16% of offenders disagreed that they have learned new skills which would help them in the future 15% of offenders disagreed with the following statement Being on probation has sorted out most of the problems that made me offend Ethnic groups for whom dissatisfaction rates were disproportionately higher were Black, Dual Heritage & those self disclosing as Other. Asian clients however were far more satisfied with service delivery than any other ethnic group. In general, the youngest clients had the highest levels of dissatisfaction. Diversity Monitoring Staff Diversity - Our Employees Derbyshire, Leicestershire, Nottinghamshire and Rutland Community Rehabilitation Company (DLNR CRC) aims to develop a workforce that reflects the community it serves and to create an inclusive culture which values and respects diversity. It was established on 1 June 2014 as such there is not yet a full year s worth of data to conduct a meaningful analysis about its employee profile. This report is a snapshot of the workforce as of 1 st March 2015 and the analysis below is based on the following. Overview of work force by gender Overview of work force by gender and full/part time* Overview of work force by gender and grade Overview of work force by ethnicity Overview of work force by ethnicity and grade* Overview of work force by disability* Overview of work force by age Overview of work force by sexual orientation* Overview of work force by religion or belief* * Please note, data for these sections is limited to Leicestershire and Rutland and Nottinghamshire areas. The primary reason Derbyshire data is not included for these sections it that at the time of reporting the HR system that is to be adopted by the CRC had not yet been implemented. Comprehensive reporting will be possible once this is done. The information in this section show that while the CRC has made some progress towards its goal around representation, it still has work to do. The CRC aims to use 18

20 this information to ensure that genuine consideration is given to the likely and actual effects of what it does and this informs its decision-making and policy-development processes. A breakdown of data as at 1 st March 2015 is provided below. This is limited to the protected characteristics of gender, disability, ethnicity sexual orientation, religion and belief and age, and DLNR is taking action to improve declaration rates for these and other protected characteristics. As at 1 st March 2015 DLNR CRC had 767 employees (headcount), the declaration rate for ethnicity was 94%, for disability 82.5%, for sexual orientation 58% and religion or belief 63.5%. Gender The workforce of providers of probation services has historically employed more women than men. There has been limited recruitment since the it s inception but the CRC has a target to have a more equal split of men and women in the organisation by 2018 in order to more closely reflect the UK population. It will consider positive action to attract more men to submit applications for vacancies. Although the CRC does not at this time collate equality data around requests for flexible working, there have been no formal complaints or grievances around applications for flexible working being rejected. 19

Action to address this is outlined with the equality objectives, but the relatively small numbers involved combined with limited recruitment mean that the action is focused on the long term. It is recognised there is still have some way to go to increase the representation of women in senior management positions. In terms of the gender pay gap, the CRC s salary scales are agreed at a national level, and all roles are evaluated through the national job evaluation framework, which has been specifically designed to ensure no gender bias across roles. New starters are started at the bottom of the salary scale, and progression through the scales is incremental, with pay awards negotiated nationally and applied consistently. Those returning from maternity leave would return on an increased salary if there has been a pay award during their period of leave. There is no performance-related pay, and so any pay disparities would generally be attributable to length of service. The CRC is therefore setting a new gender target, which aims at 35% female representation at senior management by Our aspiration is that increasing the pool of candidates at this level will feed through to positions of Director and above. We want to set a realistic and achievable target, and given that most promotions at this level are internal, and the pipeline is below 50%, we believe 35% is realistic. Ethnicity The representation of Black, Asian and Minority Ethnic (BAME) staff currently stands at 13.5% of staff. This compares to the UK population of 14.1% but is below that for large areas that cover Derbyshire, Leicestershire, Nottinghamshire and Rutland. Below is a breakdown by ethnicity of the population that the CRC covers according to the 2011 Census. This is followed by data that shows a breakdown of the makeup of employees in the CRC. 20

Where employees have stated their religion or belief, the group with the largest proportion of disclosures is Christianity (33.7% of staff declared this as their religion). The next largest proportions of disclosed religious groups were those with no religion/atheists (23%), Muslims (1.6%) and Hindus (1.4%). 36% of staff did not state or refused to state their religion or belief. 23

25 Maternity and paternity Currently 20 women are on maternity leave. The CRC may see more men and women taking advantage of the new legislation to be introduced in April 2015 that will allow parents to share maternity leave during the first 12 months following their child s birth. The CRC will promote this and monitor any impact on staff take up of the new provisions. Recruitment and Selection DLNR Community Rehabilitation Company has been in a state of transition since its inception on 1 June During this period, a bidding process has taken place with the successful bidder signing contracts in December 2014 and the share sale taking place on 1st February The CRC has not therefore been able to make wholesale changes to its structure or operating model, and recruitment has only been possible where no action would lead to operational risk. Since 1 June 2014, there has been limited recruitment; an in-depth analysis of this recruitment at this stage would not be meaningful, with individuals being identified along with their protected characteristics. The CRC will monitor this information and publish it once there is sufficient recruitment to conduct analysis and draw conclusions; this is likely to be post share sale and once the CRC has been in existence for at least 12 months. Employee Relations Cases Since the organisation was established in June 2014, 4 disciplinary cases and 3 grievance cases have been instigated. This does not warrant further analysis at this stage given the low numbers involved. This will be reviewed once the CRC has been in existence at least 12 months. 24
