Title f TC Electracustics A Backgrund A.1 Date f establishment f the Technical Cmmittee and a brief histrical backgrund IEC/TC 29 was established in 1953 fllwing the first Internatinal Cngress n Acustics in 1953 in Delft, Netherlands at which the urgent need fr internatinal standardizatin in electracustics was recgnised, and at which sme tpics were discussed in detail and sme wrking draft dcuments prduced. These were cmpleted at the first meetings f TC 29 in the Hague, Netherlands in 1953, in Philadelphia, USA in 1954, and in Bern, Switzerland in 1955, and published as IEC 89, Recmmendatins fr the characteristics f audi-apparatus t be specified fr applicatin purpses (1957), and IEC 90 Recmmendatins fr the dimensins f plarized plugs fr hearing aids (1957). Terminlgy, sund level meters, hearing aids, electracustics, electrmechanical and electracustical transducers as well as ultrasnics were als included in the initial brad scpe f the Cmmittee. Standardisatin f the descriptin and the measurement f vibratin, including transducers, was transferred t ISO at an early stage. The Cmmittee was subsequently rganized int fur Subcmmittees, SC 29A, SC 29B, SC 29C and SC 29D as fllws: SC 29A. The wrking grup fr Sund recrding was transferred int SC 29A and was later t becme a separate Cmmittee - TC 60 "Recrding". SC 29B "Audi engineering" was frmed in 1966 and in 1984 merged with SC 60C t becme TC 84 (in Nvember 1995 this transfrmed int SC 100C "Equipment and systems in the field f audi, vide and audivisual engineering"). SC 29C cvered "Measuring devices" and SC 29D "Ultrasund". In 1985 SC 29D "Ultrasund" became IEC/TC 87 "Ultrasnics". At the same time TC 29 and SC 29C were amalgamated t frm the new TC 29 with the purpse f preparing internatinal standards related t instruments and methds f measurement fr electracustical purpses. A.2 Current title and scpe Title Electracustics. Scpe Standardizatin f instruments and methds f measurement in the field f electracustics. This includes perfrmance requirements, calibratin and test methds fr electracustic transducers (e.g. micrphnes, sund calibratrs, filters, earphnes, bne vibratrs), sund measuring instruments (e.g. sund level meters), audimetric equipment as well as hearing aids and inductin lp systems, and equipment used fr measurement f aircraft nise. 4 / 8 SMB/4574/R

2 Excluded are: a) standards fr sund and vide recrding as dealt with by TC 100; b) standards fr equipment in the field f audi and audi- visual engineering as dealt with by TC 100; c) standards and terminlgy fr ultrasnic techniques dealt with by TC 87. NOTE - Clse c-peratin is, hwever, be maintained with TC 87 in the fields f cmmn interest. B Business Envirnment B.1 General TC 29's technical wrk plays a vital rle in underpinning large areas f scial, envirnmental, medical and rehabilitatin wrk, which requires the accurate prductin, and measurement f sund. Acustical instrumentatin and devices are therefre required by a very diverse range f users. The declaratin and verificatin f nise emissin values fr all kinds f machinery as presently required by many natinal r reginal regulatins presuppses the use f unifrmly specified and sphisticated sund measuring instrumentatin with tight tlerances. A majr change in the business envirnment has been the rapid grwth f telephne retailing, banking and infrmatin prvisin. Such develpment has created a demand fr the use and develpment f TC 29 standards in determining the acustic envirnment in which these businesses perate. Fr the cntrl f nise immissin there is a grwing need fr instrumentatin fr the measurement and analysis f nise expsure in the wrk place as well as in residential areas, and within the entertainment sectr. The available instruments and measuring methds still represent a high degree f simplificatin cmpared t the perceptin f nise by man and t the effect n the human ear. Hwever, current instrumentatin prvides a cnsistent means f measurement, which allws preventative actin t be taken where apprpriate based n the best available data. Regulatin and law n acustical instrumentatin differs widely frm cuntry t cuntry. Fr example, in sme cuntries pattern evaluatin f new mdels f instrument against the internatinal standard is required befre the device can be sld, and regular testing f individual specimens is als required by law. In ther cuntries this is nt the case and it is up t the user t fllw gd measurement practice. Hence the aim f TC29 is als t encurage testing in cuntries where it is nt mandated by use f the same agreed internatinal specified test methds within all cuntries, ensuring cnsistency and cst-effective testing acrss wrld markets. In terms f wrldwide market this varies cnsiderably fr the different instruments within the scpe f the Cmmittee s remit, and as the number f key manufacturers in sme areas is quite small, data n sales is ften nt available fr cmmercial reasns. Hwever, as examples sme 8 millin hearing aids are manufactured wrldwide each year, and it is knwn that in sme cuntries lst prductivity due t nise can equate t up t apprximately 2% f GDP. B.2 Market demand The demand fr acustical devices and measurement is wrldwide, with many applicatins and stakehlders, and in many cuntries the cntrl and measurement f nise is cvered by law r legislative directives. The range f users f the standards will include gvernments, lcal authrities, planners, the medical prfessin, manufacturers f acustical devices, thse measuring envirnmental nise, cnsultants as well as the many labratries and test huses arund the wrld. Users f TC 29 standards include internatinal and natinal standards rganizatins, and in many cuntries the internatinal standards are directly adpted with n change as equivalent natinal standards. 5 / 8 SMB/4574/R

3 As an example, up t 170 millin citizens in the EU alne are said t be living in areas where the nise levels were such as t cause serius annyance during daytime. Als, reprts frm sme cuntries fund that sme 30% f the ppulatin are highly disturbed by rad traffic nise. Measures t be taken t reduce the nise are nrmally very expensive and must be based n prven facts. Similarly ability t make reliable measurement f aircraft nise is vital t the industries cncerned, airprt peratrs and the general ppulatin. Nise induced hearing impairment is ne f the mst frequent ccupatinal hazards resulting in large scial expense. Equipment fr the measurement and analysis f nise as cvered by TC 29, is in high demand and allws facts t be gathered based n accurate and reprducible measurements. Wrldwide research in psychacustics is aiming at a better understanding f human reactins t nise expsure that certainly will call fr further develpment f measuring techniques and instrumentatin. Mnitring f hearing functins with imprved audimetric equipment may cntribute t an early detectin and the minimizing f related risks. Hearing aid perfrmance, specificatin and measurement is the subject f a series f standards prduced by TC 29. The assciated standardizatin f ear simulatrs and head and trs simulatrs fr measuring perfrmance has allwed a better understanding t be fund f the relatinship between subjective and bjective measurements. The effect f these standards has been t imprve the means by which the vast majrity f hard f hearing peple cmmunicate, and s imprve their quality f life. The ability t accurately measure the threshld f hearing is crucial t hearing cnservatin prgrammes, the early detectin f hearing lss in children and the diagnsis f hearing lss. TC 29 wrks in cnjunctin with ISO/TC 43 t ensure that standards fr threshlds f hearing and ther techniques fr audimetry are integrated. The same clse cperatin als takes place n the integratin f measurement methds and the necessary instrumentatin fr determinatin f acustic pwer emissin frm machinery, ttal nise expsure f wrkers during a wrk day, etc. B.3 Trends in technlgy The current rapid develpment in digital measurement, manufacturing techniques and miniaturisatin ffers increased capabilities and mre sphisticatin in sund measuring instrumentatin in general, and fr audimetry and hearing aids. The advent f autmated methds f testing and calibratin als have a key rle t play, and newer digital designs may mean that in practice reduced test prcedures are apprpriate. Hence the internatinal standards require cntinuus revisin and updating t ensure specificatins and test prcedures remain apprpriate and fit-fr-purpse. New technlgies are cntinually evlving, fr example in terms f hearing aids and micrphnes, and the Cmmittee needs t ensure that as time prgresses the standardisatin keeps pace with the new prducts and systems intrduced. B.4 Market trends Market trends are bradly in line with the technlgy trends mentined in B.3, which is ften allwing greater flexibility, mre custmisatin and enhanced functinality f device, whilst maintaining a static cst base. Similarly miniaturisatin in hearing aids and ther areas has prgressed cnsiderably ver recent years, and althugh sme further change may ccur the usability f devices will cntinue t be a key factr. TC 29 has liaisns with relevant TCs and these are unlikely t change substantially as TC29 nly prvides specificatins f measurement perfrmance. B.5 Eclgical envirnment This is nt directly relevant as TC 29 standards specify nly measurement perfrmance requirements, althugh impact f manufacture and dispsal n the envirnment will be f interest t manufacturers using the standards. 6 / 8 SMB/4574/R
