2 Page 2 A. Intrductin The first Internatinal Cnference n Fast Reactrs and Related Fuel Cycles (FR09) was held in Kyt, Japan, in 2009 and was subtitled Challenges and Opprtunities. The secnd cnference (FR13) was held in Paris, France, in 2013 with the theme Safe Technlgies and Sustainable Scenaris and was attended by sme 700 experts frm 27 cuntries and 4 internatinal rganizatins representing different fields f fast reactr and related fuel cycle technlgies. The Internatinal Atmic Energy Agency (IAEA) nw prpses, almst fur years later, t bring the fast reactr and related fuel cycle cmmunity tgether again. The Russian Federatin s State Atmic Energy Crpratin Rsatm has prpsed t hst the cnference in Yekaterinburg, Russian Federatin. One f the main reasns fr this prpsed venue is that the sdium cled fast reactr BN-800 was cnnected t the grid in December 2015 at the Belyarsk nuclear pwer plant (NPP), which is lcated in the vicinity f Yekaterinburg. BN-800 is a successr f the BN-600 reactr that has been in peratin at the Belyarsk NPP since The nuclear industry has frm its inceptin recgnized the imprtant rle f fast reactrs and related fuel cycles in ensuring the lng term sustainability f nuclear pwer. Fast reactrs perated in a clsed fuel cycle help t imprve the utilizatin f resurces bth fissile and fertile materials used in nuclear fuels. This imprvement is pssible because fast reactrs can breed fissile materials and, using mdern fuel cycle technlgies, recycle materials bred in these reactrs. In this way, fast reactrs and related fuel cycle technlgies can make an enrmus cntributin t the sustainability f nuclear energy prductin. They have the ptential t prduce a hundred times mre energy frm natural uranium resurces. At the same time, fast neutrns favur fissin f heavy atms, instead f capture, s they can als be used t transmute minr actinides, thereby reducing the demands n gelgical repsitries fr the final dispsal f nuclear waste. Many cuntries are actively develping reactr, clant, fuel and fuel cycle technlgies. Reactr technlgies under develpment include sdium-, lead-, gas-, mlten salt- and even supercritical water-cled systems and technlgies and acceleratr-driven systems. In parallel, several demnstratin prjects, ranging frm small t large scale, are under study r cnstructin. Fr such nuclear energy systems t becme viable fr industrial deplyment in the cming decades, designers will have t increase their level f safety in rder t gain public acceptance. Harmnizatin f safety standards at the internatinal level culd play a leading rle in achieving these gals. B. Purpse and Objectives The purpse f the cnference is t prvide a frum t exchange infrmatin n natinal and internatinal prgrammes, and mre generally new develpments and experience, in the field f fast reactrs and related fuel cycle technlgies. A first gal is t identify and discuss strategic and technical ptins that may have been prpsed by individual cuntries r cmpanies. Anther gal is t prmte the develpment f fast reactrs and related fuel cycle technlgies in a safe, prliferatin resistant and cst-effective manner. A third gal is t identify gaps and key issues that need t be addressed in relatin t the industrial deplyment f fast reactrs with a clsed fuel cycle. A furth gal is t engage yung scientists and engineers in this field, in particular with regard t the develpment f innvative fast reactr cncepts.

Structure The cnference prgramme will cnsist f an pening plenary sessin, a general plenary sessin, several parallel technical sessins, a pster sessin, panel sessins, and a clsing plenary sessin. E. Cntributed Papers and Psters Cncise papers n tpics falling within the scpe f the cnference (see Sectin C) may be submitted as cntributins t the cnference. All papers, apart frm invited papers, must present riginal wrk and must nt have been published elsewhere. E.1. Submissin f abstracts Anyne wishing t present a paper at the cnference either rally r in the frm f a pster must submit an abstract in electrnic frmat thrugh the cnference s web brwser-based file submissin system (IAEA-INDICO). Paper cpies cannt be accepted. Instructins n hw t uplad the abstract t IAEA-INDICO will be available n the cnference web page (see Sectin P). The abstract must be submitted thrugh this system by 30 September N ther frm f submissin will be accepted. The abstract shuld nt exceed 150 wrds. The abstract must be in English and give sufficient infrmatin n the cntents f the prpsed paper t enable the Paper Selectin Cmmittee t evaluate it. Intrductry and general matters shuld nt be included. Please see the sample abstract n the cnference web page. In additin, authrs must electrnically submit the fllwing tw frms t their apprpriate gvernmental authrity (see Sectin F) fr transmissin t the IAEA. These frms must be received by the IAEA n later than 30 September 2016: Participatin Frm (Frm A) Frm fr Submissin f a Paper (Frm B) IMPORTANT: The electrnically received abstract will be cnsidered by the Prgramme Cmmittee nly if these tw frms have been received by the IAEA thrugh the established fficial channels (see Sectin F). E.2. Acceptance f papers fr ral presentatin and pster presentatin Given the number f papers anticipated and the need t prvide ample time fr discussin, the number that can be accepted fr ral presentatin is limited. Authrs wh prefer t present their papers as psters are requested t indicate this preference n Frm A. Authrs will be ntified in early Nvember 2016 as t whether their papers have been accepted fr presentatin at the cnference, either rally r as a pster.

6 Page 6 E.3. Submissin f Full Papers Authrs f accepted abstracts will be requested t submit a full paper nt exceeding ten pages in length. A cmpilatin f full papers (in electrnic frm) will be made available t participants at registratin. Full papers must als be submitted thrugh the IAEA-INDICO file submissin system. Specificatins fr the layut and electrnic frmat f the cntributed papers and fr the preparatin f psters will be made available n the cnference web page. The IAEA reserves the right t exclude papers that d nt cmply with its quality standards and/r that d nt apply t ne f the tpics utlined in Sectin C abve and/r that d nt meet the expectatins based n the infrmatin given in the abstract. The deadline fr electrnic submissin f the full papers as wrd files is 31 December The IAEA will nt accept papers submitted after the deadline. The IAEA will dispatch ntificatins f its review f the full papers by 1 March The deadline fr revised papers t be submitted thrugh the IAEA-INDICO files submissin system is 20 April IMPORTANT: The system fr electrnic submissin f papers, IAEA-INDICO, is the sle mechanism fr submissin f cntributed papers. Authrs are encuraged t submit papers as early as pssible. E.4. Cnference Prceedings The prceedings cntaining summaries f the plenary and technical sessins as well as full papers presented at the cnference will be published by the IAEA as sn as pssible after the cnference. Participatin and Registratin All persns wishing t participate in the cnference are requested t register nline in advance thrugh the cnference web page (see Sectin P). A participant will be accepted nly if the abve dcuments are transmitted thrugh the cmpetent natinal authrity f a Member State f the IAEA r by an rganizatin invited t participate. Participants whse fficial designatins have been received by the IAEA will receive further infrmatin n the cnference at least five mnths befre the start f the cnference. This infrmatin will als be made available n the cnference web page (see Sectin P). Please nte hwever that there is n deadline fr registratin f participatin. G. Expenditures and Grants N registratin fee is charged t participants. The IAEA is generally nt in a psitin t bear the travel and ther csts f participants in the cnference. The IAEA has, hwever, limited funds at its dispsal t help cver the cst f attendance f certain participants. Such assistance may be ffered upn specific request t nrmally ne participant per cuntry prvided that, in the IAEA s view, the participant n whse behalf assistance is requested will make an imprtant cntributin t the cnference. If gvernments wish t apply fr a grant n behalf f ne f their specialists, they shuld address specific requests t the IAEA t this effect. Gvernments shuld ensure that applicatins fr grants are: 1. Submitted by 30 September 2016; 2. Accmpanied by a duly cmpleted Grant Applicatin Frm (Frm C) signed and stamped by the Ministry f Freign Affairs r the Natinal Atmic Energy Authrity; and 3. Accmpanied by a cmpleted Participatin Frm (Frm A). Applicatins that d nt cmply with the abve cnditins cannt be cnsidered. Apprved grants will be issued in the frm f a lump sum payment that usually cvers nly part f the cst f attendance. H. Distributin f Dcuments A preliminary prgramme f the cnference will be made available n the cnference web page (see Sectin P) befre the start f the cnference and the final prgramme will be distributed at the cnference during n-site registratin. It is intended that full papers will be distributed in a cmpiled electrnic frmat (unedited) free f charge t all participants upn registratin. Questins relating t the cntributed papers can be raised at the apprpriate technical sessin r panel discussin.
