2 Background Some of state s assets (in ITB environment) today were under control over of third party and used for purposes in addition to support ITB functioning. The National s assets delineation and therefore, they may be further managed for as great people prosperities. State Treasury Act (STA) confirmed the importance of state assets inventory in the fulfillment of Indonesian independence aspiration, especially for promotion of public prosperities.
3 Background One constraint facing preliminary study is constraint of community concerned with relocation issue. This study will be use UAV technology to map state s assets in ITB environment in Cisitu and Sangkuriang areas. The analysis will assess how good aerial photo map yielded from UAV method to identify land parcels/assets for inventory purposes in populous area
4 Objective The objective of this study is Mapping state owned assets in populous area for state assets identification and inventory using UAV method
5 Objective Given the innovation, this study will develop a land parcels mapping method with advantages are as follows: 1. It can be applied to high risky topography and poor accessibility area. 2. It has high temporal and spatial accuracy. 3. It is feasible for anyone at any time and provide required output. 4. Low cost. 5. It may overcome social issues in an area under mapping.
6 Preliminary Study Based on the study, we are able to map social characteristics of assets location. Those assets located in a high density population, and was occupying by local people who used as a residence, nevertheles the asset description is still not satisfied yet due to some problem likes; Crowd population surrounding assets with extreme undulated topography. GPS can t work properly since the unavailability of GPS signal. For small area make high resolution satellite imagery too costly to be provided. Constraints of community in relation to relocation issue complicate research team to access study area make properly mapping of national s assets location in the area difficult.
7 Preliminary Study High Density Population Hard Acessibility
8 Preliminary Study Since 2009 In Sangkuriang dan Manteos Cisitu Lama with 39,745 m 2 large, existed 348 Household with average familiy member 6 persons each. Obviously in some case, 2-3 household living together in one house but only 1 household head registered. 56% of communities were occupying the area for a years period
9 Preliminary Study 57% of communities were occupying the area of m 2 ; however, there were about 8% occupying the area above 90 m 2. The evidence of relationship with land they have most of them were derived from payments of PBB/Land and Bulliding Tax (L&B Tax).
10 Preliminary Study Based on the presentation, only 13% have Building Construction License. The use of a building is for residence, only 7% use it for both residence and business.
11 The study began with understanding of area of interest characteristic. Areas are located surrounding by high density population with established communal structur and infra-structur. Sangkuriang State s Google Earth Some of local people inherit parcels from their predecessor and lived on for the years, (according to earlier study in social aspect).
12 Vehicle Type Selection There are some unmanned vehicle designs with their advantages and disadvantages to be used for land mapping. In this study, Fixed Wing Gliders vehicle was used. Adv and Disad Of Uav Types (Eissenbeis, 2011)
13 Vehicle Type Selection The camera was provided with gyro (3 axis gyro). In order to keep UAV flying consistently over the trajectory above an area to be mapped, the vehicle was equipt with an autopilot system consisting of navigation (IMU, Navigation Board, GPS) and telemetry.
14 Flight Mission Planning Mission Planning System Flight planning is made in imaging provided freely from google earth might be accessed onlline by flight planning application system. Parameters describing vehicle condition and position may be put in online analysis using computer telemetric instrument, so only just in case when vehicle deviated from determined line in certain conditions the operator may take over part of autopilot.
15 Aerial Photo Capturing UAV take off and The Station Control took place 2 km far from mapping area. We design UAV to take off without track.
16 Aerial Photo Capturing UAV Monitor Station, 2 km away from Studied area. < 500 m Over lap between two sequential photographs is 70%, while side lap is 30%. < 2km
17 Result And Analysis Aerial photographic processing is fitted with the expected end of activities, in this case a photograph to be used in identification and inventory of land parcels. In this study, the photograph was processed for developing mosaic photograph to describe state owned assets and problems emerging on land itself. Photo must show any object occupying the land, so clearly appearance of land borders and objects on the land and surroundings are most important matters.
18 Result And Analysis Resulted mosaic map includes 3 state assets locations under mapping : Sangkuring, Cisitu, and Dago. Location of Sangkuriang and Cisitu Lama Location of bukit Dago All of theses aerial photo map successfully used to show landscape situation in area of study, each land parcels identification and delineation can be applied for subsequent asset inventory.
19 Result And Analysis ASIA GEOSPATIAL FORUM
20 Conclusion Production of mosaic by aerial photography using UAV technology can be implemented to map a small area or some areas distributed being far from each other or located not in one cluster, subsequently used for both identification and inventory of state assets in the form of land parcels. Given camera resolution reached at 5-10 cm, it is allowing to identify problems encountered in such land as objects attached on land, structure and infra-structure surroundings. UAV mapping method is particularly fit to use for land mapping with potential social problems, such as any information on possible relocation for population that having illegal long occupation on the land. The land location in a populous area is not obstacle to describe the land condition as well.
