4 Executive Summary W orld Trade Center Harrisburg is a private, non-profit organization that was founded over 2 years ago with a mission to connect local companies to global opportunities. As one of nearly 33 World Trade Centers located in over 9 countries, World Trade Center Harrisburg offers relevant educational programs, up-to-date trade information, practical trade assistance, research and referral services. World Trade Center Harrisburg is also the regional liaison for the State of Pennsylvania s comprehensive and free export assistance service. The state of Pennsylvania (PA) delivers its export assistance service through ten independent non-profit organizations. World Trade Center Harrisburg is the trade assistance provider for the Southcentral region of Pennsylvania, comprising the counties of Adams, Berks, Cumberland, Dauphin, Franklin, Lancaster, Lebanon, and York. These counties encompass five small Metropolitan Statistical Areas (MSA), including Harrisburg-Carlisle, Lancaster, Lebanon, Reading, and York-Hanover. According to a unique data set from the Brookings Institute s Export Nation 213 report, exports have played a critical role in the ongoing economic recovery since the recession of The Brookings Institute report attributes global trade as the driving factor of post-recession growth to the country overall, as well as in its metropolitan areas. In fact, the manufacturing industry leads growth for most metro areas across the nation, including the five metro areas of Southcentral Pennsylvania. This report focuses on the impact of post-recession exports and how it bears on the economic well-being of Pennsylvania, specifically in the Southcentral region. Exports accounted for 37.3% of U.S. GDP growth between 29 and Brookings Institute Key Findings for the Southcentral Pennsylvania Region: In 212, the region exported over $14.4 billion dollars, specifically $11,442,12, in total manufactured goods and $3,2,47, in total services. The region s exports accounted for 2.8% of total PA exports in 212. The region experienced 54.92% export growth from 23 to 212, which is the greatest percentage increase when compared to other regions in the state. The region is second only to the southeast region (Philadelphia) in terms of real exports of all combined industries. Exports supported 73,64 jobs in the region in 212. The Harrisburg MSA lead the nation as the number one metro area in which exports contributed most to the post-recession growth (29-212) with a staggering percent. Counties in the region have a lower unemployment rate than the average state rate. The top five regional exports by value are nonferrous metal products; miscellaneous electrical equipment; agriculture, construction, and mining machinery; iron and steel products; and agriculture. Exports have contributed to the region's recovery from the economic downturn. 4

5 Explanation of Terms and Methodology NAICS and HS Nomenclature The North American Industry Classification System (NAICS) is a method of classifying and organizing industries employed by the U.S. federal government as a means of gathering, analyzing, and providing information and statistics on the U.S. economy. 1 The Harmonized System (HS) trade classification codes are set by the World Customs Organization and are used globally by customs officials as a means of identifying products for the purpose of calculating tariffs, taxes, or duty costs. 2 Goods and Services This report discusses the exports of goods and services. Goods are tangible, manufactured, material products that have a physical identity. An example of a good would be industrial machinery. The term good is used interchangeably with the term commodity or "merchandise", although commodity typically refers to marketable raw materials. On the other hand, services are intangible and non-physical. Examples of services includes tourism, education, insurance or financial services. Some of the data in this report refers to exported goods only, whereas some combine goods and services for the statistic (using the key phrases combined or total exports ). County and MSA Data In this report, data was analyzed from World Trade Center's five Metropolitan Statistical Areas, as well as at the county level. Please note that these two area s geographical boundaries differ. The World Trade Center provides varied information because some data is only available at the MSA level, which is not as comprehensive and accurate as showing the entire county s data. Pennsylvania s Geographic Regions A map of the Regional Export Network of Pennsylvania, as defined by the Pennsylvania Office of International Business Development, is shown in Appendix 1. The regions are frequently mentioned for comparison. Unless otherwise noted, the regional reference covers all counties in the region. Source of Data Unless otherwise indicated, all data and statistics were arrived at through calculations using the Brookings Institute's Global Cities Initiative: Export Nation 213 by Brad McDearman, Ryan Donahue, and Nick Marchio. 6 The State of Pennsylvania: T he economic downturn that began in 27 affected not only local communities but also those abroad, largely due to increase in globalization and economic interdependence. During the nine year span from 23 to 212, the majority of commodities exported from within Pennsylvania were en route to Canada, Mexico, and China. The value of all NAICS exports to these countries increased during that time by almost 99%, over 15%, and over 4%, respectively. 3 The state has been experiencing an increasing export value since the recession began and topped $38.8 billion in total commodity exports in 212, as shown in Figure 1. This growth is further evidenced by the fact that Pennsylvania's ranking among states and territories in the United States by HS commodity exports has jumped from fourteenth in 23 to tenth in Pennsylvania, along with much of the country, has seen an increase in the number of manufacturing jobs and those workers whose jobs depend on exports. The U.S. Department of Commerce s International Trade Administration (ITA) reported that in 212 there were over 15,5 exporting companies in Pennsylvania, of which, almost 9% had less than 5 employees. 7 An Analysis of Pennsylvania by Region: Pennsylvania is divided into ten Regional Export Networks (see Appendix 1), which serve as few as two counties and as many as ten counties. From 23 to 212, all of the regions in Pennsylvania, except Lehigh Valley, which had almost an eleven percent decrease, showed an increase in real exports. Lehigh Valley suffered huge losses in the chemical industry, which contributed to the decline in real export value. Nearly 25% of Pennsylvania workers employed in manufacturing are found in the Southcentral Region - U.S. Census Bureau Table 1 shows the percentage change in the real export value over a nine year span, in which the Southcentral region has shown the largest increase. Even in the face of what has been coined the 'Great Recession, Pennsylvania has experienced growth and is on track for continued expansion. 8 Real Exports (Millions US dollars) Figures 2 and 3 show the value of real exports by region per annum. Unsurprisingly, the Southeast region, which includes Philadelphia, the largest city in the state, exports the most by value. The Southeast region is followed by the Southcentral region and the Southwest region. 9 Total Exports Per Capita by Pennsylvania Region Table 2 shows the goods, services and total exports per capita by PA region in 212. In each of the ten regions, the value of goods per capita greatly exceeds the value of services per capita. The North Central region ranks number one for goods per capita with $5,73 followed by the Northwest region, and the Southcentral region. The North Central region has the second lowest population and ranks number one for exports per capita. The North Central region is followed by the Northwest region and the Southcentral region for total exports per capita. 10 The Southcentral Region of Pennsylvania T he Southcentral region of Pennsylvania is fortunate to have an extremely diverse array of industries within its bounds. Since there is no dominant industry sector in the Southcentral region, the assortment of industries have insulated the region from deeper economic decline. The region as a whole exported over $14.4 billion dollars in 212, which Total Goods Exported: $11,442,12, Total Services Exported: $3,2,47, includes over one hundred different types of products and services. As shown in Figure 5, the top five exports by value are nonferrous metal products; miscellaneous electrical equipment; agriculture, construction, and mining machinery; iron and steel products; and agriculture. To see the exact dollar amounts of each of the industry exports, please turn to Appendix 3. 11 Jobs Created in Southcentral Pennsylvania As of April 214, all five of the MSA s in the Southcentral region experienced a seasonally adjusted unemployment rate that fell at or below the state level of 5.7 percent. The Lancaster, Lebanon, and Harrisburg-Carlisle MSA s hold the second, third, and fourth spots, respectively, in terms of lowest unemployment rates. 7 Compared to the national seasonally adjusted unemployment rate of 6.3 percent, as reported by the Bureau of Labor Statistics, Pennsylvania, as a whole and the individual MSA s in the Southcentral region, are doing relatively better than the rest of the country. 8 Pennsylvania is on track to near the pre-recession unemployment rate, which tended to hover around the four percent mark, with fluctuations. Export Related Jobs in Southcentral Pennsylvania The exports of goods and services directly and indirectly impact our economy in numerous ways. In particular, these exports affect American jobs. According to the U.S. Department of Commerce Employment and Trade Statistics, in 212, every billion dollars of goods exports supported 5,359 jobs and every billion dollars of services exports supported 3,997 jobs. 9 This translates to one job for every $186,62 in goods exported and one job for every $25,188 in services exported. 12 An Analysis of the Southcentral Region by County: Every county in the region has increased the value of their exported goods and services as is shown in Table 3, Figure 6, and Figure 7. Table 3 compares the percentage changes in real export value among the eight counties. Dauphin County records the highest percent increase between 23 and 212, with an almost eighty percent increase. The region, as a whole, increased real export value, over the same time period, by almost fifty-five percent. 14 Total Exports Per Capita in the Southcentral Region by County Table 4 shows the goods, services, and total exports per capita in the Southcentral region by county in 212. Adams County is the only county in which services per capita exceeds goods per capita. This is due to the high volume of tourism in and around Gettysburg. Berks County ranks number one for goods per capita with $8,187 followed by Franklin County and York County. 15 Post-Recession Growth by Southcentral PA County: Adams County Adams County has had an overall real export value increase of 52.74% during 29 to 212. In 212, the top exporting industries for Adams County were electrical equipment and agriculture. Overall in 212, Adams County exported $249,41, in goods and $31,18, in services, for a combined total of $55,59, in real exports. According to the U.S. Census Bureau, in 212 the county had a total population of 11,482. With this being said, Adams County had $2, in goods per capita and $2, in services per capita with a combined total of $5, in exports per capita. Total Exports: $55,59, Total Jobs: 2,54 In 212, a total of 2,54 jobs in Adams County were supported by exports. 16 Berks County Reading MSA: Berks County is home to the Reading MSA, which ranks at 91st place in terms of total export value out of the 366 metro areas ranked nationwide. The Reading MSA had a combined export value of $3.82 billion in 212, which accounted for almost four percent of Pennsylvania s exports. 11 Berks County: From 23 to 212, Berks County exports grew for both goods and services, with goods increasing over sixty-five percent and services increasing over fifty percent. In 212, Berks County exported $3,385,12, in goods and $412,46, in services, with a combined total of $3,797,58, in real exports. Total Exports: $3,797,58, Total Jobs: 19,789 According to the U.S. Census Bureau, in 212 the county had a total population of 413,491. With this being said, Berks County had $8, in goods per capita and $ in services per capita with a combined total of $9, in exports per capita. 17 Cumberland County Harrisburg-Carlisle MSA: A portion of Cumberland County is encompassed in the Harrisburg-Carlisle MSA, which ranks 9 th place in terms of total export value out of the 366 metro areas ranked nationwide. In 212, the Harrisburg-Carlisle MSA had $2.6 billion in total exports. The Harrisburg-Carlisle statistical area exported a higher percentage of services and a smaller percentage of goods than the nation as a whole in 212. The Harrisburg-Carlisle MSA had a forty percent increase in exports between 26 and 28. In 212, the MSA had increased its share of state exports to over six percent. 12 Cumberland County: Looking at Cumberland County for 212, their exported goods do rank higher than their exported services, at $563,87, and $47,4,, respectively. From 23 to 212, Cumberland County s exports increased 67.15% to $1,34,34, of combined goods and services. Total Exports: $1,34,34, Total Jobs: 4,92 According to the U.S. Census Bureau, in 212 the county had a total population of 238,614. With this being said, Cumberland County had $2, in goods per capita and $1, in services per capita with a combined total of $4, in exports per capita. 18 Dauphin County Harrisburg-Carlisle MSA: A portion of Dauphin County is encompassed in the Harrisburg-Carlisle MSA, which ranks 9 th place in terms of total export value out of the 366 metro areas ranked nationwide. In 212, the Harrisburg-Carlisle MSA had $2.6 billion in total exports. The Harrisburg-Carlisle statistical area exported a higher percentage of services and a smaller percentage of goods than the nation as a whole in 212. The Harrisburg-Carlisle MSA had a forty percent increase in exports between 26 and 28. In 212, the MSA had increased its share of state exports to over six percent. 13 Dauphin County: Dauphin County increased their real exports nearly 78.7% from 23 to 212, the highest percentage change in the Southcentral region. In 212, Dauphin County exported $596,36, in services and $861,49, in goods, totaling $1,457,85, in combined real exports. This figure placed Dauphin County fourth in exported goods and fourth in combined exports for the Southcentral region in 212. According to the U.S. Census Bureau, in 212 the county Total Exports: $1,457,85, Total Jobs: 7, had a total population of 269,665. With this being said, Dauphin County had $3, in goods per capita and $2, in services per capita with a combined total of $5,46.14 in exports per capita. 19 Franklin County Franklin County is home to the largest agriculture, construction, and mining machinery industry in the Southcentral region. This industry ranked number four in the top exported industries in the Southcentral region for 212. Overall, Franklin County exported $81,7, in goods and $169,28, in services in 212, totaling $979,98, in real exports. Franklin County showed over 77.35% change in real exports from 23 to 212, ranking the county number two for the Southcentral region. According to the U.S. Census Bureau, in 212 the county had a total population of 151,275. With this being said, Franklin County had $5, in goods per capita and $1,119.3 in services per capita with a combined total of $6, in exports per capita. In 212, Franklin County s exports of goods supported 4,345 jobs and exports of services supported 677 jobs, for a total of 5,21 jobs. 20 Lancaster County Lancaster MSA: The Lancaster MSA, with exports topping $3.1 billion in 212, ranks 84 th in terms of total export value out of the 366 metro areas nationwide. As a result of its export share of metro output, Lancaster placed within the top thirty metro areas nationwide. Furthermore, Lancaster exports a larger percentage of goods when compared to the United States as a whole, with 78.7% and 7.9%, respectively, in 212. Lancaster County: In 212, Lancaster County was the second largest exporting county in the Southcentral region. The county exported $2,441,38, in goods and $66,29, in services totaling $3,11,67, in combined real exports. According to the U.S. Census Bureau, in 212 the county had a total population of 526,823. With this being said, Lancaster County had $4, in goods per capita and $1, in services per capita with a combined Total Exports: $3,11,67, Total Jobs: 15,723 total of $5,887.5 in exports per capita. 21 Lebanon County Lebanon MSA: The Lebanon MSA documented a combined export value of just under $75 million in 212, which placed the MSA at 283rd out of the 366 national MSA s ranked. In the six year span from 25 to 211, the Lebanon MSA was able to more than double their share of state exports from.3 percent to.9 percent. 14 Lebanon County: In 212, Lebanon County exported $746,76, in goods and services. Moreover, this value earned the York-Hanover MSA the 118th place amongst the 366 national metro areas ranked. In 212, the York-Hanover MSA was responsible for over four percent of the total exports from Pennsylvania.
