3 Introduction Photographic Simulations (Photo Sims) are an additional tool to assist in assessing visual effects of a proposal. They can accurately portray in a realistic manner and context, a proposed change or modification in the landscape (NZILA Best Practice Guide- Visual Simulations, 2010). It is important to recognise that photo simulations do not represent real life views, however, they are an extremely helpful tool in assisting decision makers make a more informed and transparent judgement based on the appearance of the proposal. Photo simulations therefore have limitations and illustrate only a two-dimensional view of a proposed activity from a particular viewpoint, at a particular time. It would not appear as a three dimensional image as seen in the field with the human eye (NZILA Best Practice Guide- Visual Simulations, 2010). BEST PRACTICE GUIDE VISUAL SIMULATIONS BPG 10.2 The number of viewpoints will vary depending on the nature and scale of the project and the number of locations required to provide a representative range (NZILA Best Practice Guide- Visual Simulations, 2010). This is explained further below. The use of digital ZTV (Zone of Theoretical visibility) maps has been used in the preparation of these photo sims. These have assisted to determine the indicative pattern of visibility of each farm as well as the number and selection of each viewpoint. As with photo sims, there are limitations associated with ZTV mapping. The main limitation is that they are determined by naked topography (and devoid of vegetation and structures which, may in actual conditions, interrupt or block views towards a proposal). The ZTV therefore, often presents the worst case scenario where on-site investigations assist in fine tuning photo sim locations. The accuracy of ZTVs is limited by a map s contour interval. For example, the use of 20m contours that are standard on 1:50,000 scale topographic maps can, where they are the only source of height information, produce inaccurate results (NZILA Best Practice Guide- Visual Simulations, 2010). Further reference points may need to be included in the fieldwork, such as the placement of buoys for water-based work. Fundamental to all this, is that ZTV maps do not show how a project will appear nor indicate the magnitude of visual effects they simply show the indicative area and extent of potential visibility (NZILA Best Practice Guide- Visual Simulations, 2010.) NZILA Members Documentation The photography used for photo sims required the use of appropriate photographic equipment, knowledge of the limitations of the technology and technical skills (NZILA Best Practice Guide- Visual Simulations, 2010). In this case, a Canon digital SLR camera with a 50mm lens was used. Each simulation was created over a single photograph, rather than a panoramic image with several stitched together images. Using a single frame photograph for the photo sim ensures that no distortion occurs to that original image. However, the photo sim will only represent part of the wider view seen using the naked eye. The following methodology outlines the steps to produce a photo simsulation and follows guidance from the New Zealand Institute of Landscape Architect s Best Practice Guide for Visual Simulations, BPG 10.2, 2010). The number of photo sims was determined by ensuring that a representative range of individual and cumulative locations were used from public and private viewpoints. This meant that a single water-based photo sim at 500m from each farm was used to illustrate the farm upclose, as were cumulative locations on land and on the water where more than one farm would be seen. Public viewpoints such as from the Queen Charlotte Track and Interislander ferry were also used. All locations were determined by the ZTV analysis and refined on site. The reading and viewing distance for all simulations within this drawing package is approximately 600mm; a comfortable arm s length.

DEVELOP 3D MODELS Building of Salmon Farm model: 3D digital models of the proposed cage systems were provided by Cuddon Engineering (square cages) and Plasti-Fab Ltd (circular cages). The square cage digital model was then used to build the proposed grid of cages (2 rows of 4) for each of the farms. Some of the farms required a different cage design based on the requirements set out in the AEE. The digital cage design was then combined with a 3D model of the proposed building. These two elements formed the Farm Model. A 3D marker was then placed at the centre of the Farm Model. This centre marking was determined by the middle of the cages and is important as this determines the location where the buoy was placed on site. This data formed the geographic terrain model (or the topography). Combine Salmon Farm and Terrain Models: Copies of the Salmon Farm Model were then placed into the terrain models at the predetermined location for each site, using the georeferenced coordinates provided by Cawthron Consultants. This formed the Base Model. 3. SITE VISIT PLANNING Co-ordinates of all proposed farm centres were then loaded onto a GPS unit. This GPS unit was critical in establishing the location of the farms when on site. The GPS used on site had a margin of error of ± 5metres. Analysis was also undertaken to check how many buoys would be required to be placed for each viewpoint. A series of field maps and an itinerary were produced to be taken on-site. Viewpoints were set up in the software to allow preliminary checking of aspects of the view, such as viewing distance and field of view, prior to visiting the site. The combination of the 3D farm model and terrain model create a 3D virtual world, fully geo-referenced to give an indication of how the farm sits in the landscape prior to undertaking the site visit
5 Site Visit 1. PLACEMENT OF BUOYS The GPS unit was used to navigate the boat to the proposed centre location of each farm. A large orange buoy (or often two) was then placed in the water, anchored on the sea floor using a 40kg weight. The buoy was used as a location marker to determine the position of the proposed farm in the photo. The buoy also assisted with synchronizing the photo with the computer model. Potential inaccuracies in buoy placements were minimised as much as possible by double checking GPS locations and calculating the depth of the water to ensure that swell movement would be limited by using minimal rope slack. 2. PHOTOGRAPHY FROM VIEWPOINTS Once the buoy was placed, photographs were taken from the representative viewpoint, with the location recorded with the GPS unit. This enables any photographs taken to be aligned back in the office using the time function on the camera and GPS. This can be overlaid on Google Earth. Time synchronicity between the GPS unit and the camera are essential at the commencement of the site visit 3. EXISTING SALMON FARMS While on site, a photographic study of existing salmon farms was undertaken. This enables better understanding of how existing farms appear at different distances and against their landscape backdrops. The photographic study also illustrated the effect of varying weather conditions on the appearance of the farms, how the farms sit in the water and provided valuable information relating to textures and materials. All of these factors aided in the 3D modelling and simulation process. The GPS unit assisted in measuring the distance from the buoys and where the photographs were taken from Distance related photographs were taken of existing Salmon Farms (Clay Point in these images) to assist in calibrating the texture, lighting and infrastructure of the digitally created model.
6 Production of Visual Simulation 1. CAMERA MATCHING Computer Aided Design (CAD) software as used to synchronize the selected site photos with the proposed 3D elements in the Base Model. A virtual camera is set up within the Base Model at the GPS positions recorded on site. The view from the virtual camera is then aligned with the site photo, using features such as buoys and landforms as reference points. Due to the swell encountered at Kaitira, the placement of the buoy drifted. This had implications for the production of the Kaitira photo simulations. For these photo simulations, the digital terrain, aerial photographs and the georeferenced placement of the digital farm model assisted in lining up the digital data into the photographs. Time was spent to ensure that these images were correctly lined up, by double checking all relevant data. RENDERING Once the virtual camera view is synchronized with the photograph, the view is then rendered by the software to produce an image. This process applies the correct lighting and shadows for the geographic location, date and time, and also applies any materials/textures to the 3D model. 3. COMPOSITING The computer generated image is then overlaid onto the actual photo using image editing software. The image is then blended and adjusted to match any specific conditions of the viewpoint. Site photos of existing farms in similar conditions (weather, time, orientation etc) are used to check the accuracy of the blended image Pages are then laid out to place the final simulation next to the un-edited site photo. This allows for direct comparison between existing and proposed images. A viewpoint plan is also included, showing the context of the proposed farm and the point from which the site photo has been taken.
