1 YONGE STREET AT WELLINGTON STREET LEFT TURN PROHIBITION PRE-PLANNING MEETING Wednesday 1 p.m. 2 p.m. Boardroom 10030, 90 Bales Drive Meeting Called By: Attendees: Regrets: Paul Ham Paul Ham, Richard Hui, Atta Ulla, Derek Ng, Simon Lau, Judy Morley, Greg Darby, Jamal Massadeh, Steffanie Rundle, Asif Mirza, Abe Manyazewal, Tia Hong, Patrick Ngo, Lazarus Papaevangew Nelson Costa, Joseph Petrungaro MEETING MINUTES 1.0 Welcome and Introductions All Introduction of attendees. 2.0 Overview Richard Hui Bylaw April 1 to June 30, 2017 (Pilot program for 60 days) o A presentation was distributed similar to the one that was made to Aurora Council by Richard Hui in 2016 (attached) o Bylaw was passed by Regional Council to endorse the pilot program of the left turn prohibition o 7:00-9:00 a.m. and 4:00-6:00 p.m. buses excepted. o The Commissioner of Transportation Services at York Region has the authority to terminate this program if necessary. o Minimize restriction of buses o Heritage building on south east corner prohibits installation of right turn lane o Data collection to be done before, during and after the pilot. o Signage and signal phasing plans to be implemented. o Technical analysis will be done and a report submitted to get the effect of lane turn restrictions.

Monday to Friday 7:00 to 9:00 hours and 16:00 to 18:00 hours Buses Excepted Richard Hui 3.0 Deployment of Bluetooth Antenna s by February 20 o Engelhard Dr at Industrial Pkwy and Mary St at Industrial Pkwy installation of antenna - Town of Aurora to obtain Antennas from the Region and have their contractor install them o Region to have Guild install antennas o For the pole mounted was asked about contact information to be added to cabinet, but it was felt that the calls would be negligible, however, York Region stickers can be obtained if necessary. Derek Ng Aurora to Advise Bluetooth Monitoring System by February 27 A total of 16 Bluetooth sensors will be deployed in the vicinity of Yonge and Wellington to assess the impact of the implementation of the turn restrictions at the intersection. A map showing the Bluetooth sensor locations was tabled. (see attachments) These sensors will be installed inside the traffic cabinets or trailers to detect passing vehicle by a unique identifier (i.e., MAC address) broadcast by Bluetooth devices (e.g., cell phones) that are onboard the vehicle. The Bluetooth monitoring system can provide hourly and daily before-and-after analysis on the following performance measures: Travel time (for both travel directions along the route) Average travel speed (for both travel directions along the route) Origin-Destination statistics Samples of before-and-after comparison on Origin/Destination and travel speed are distributed during the meeting. The pilot project for Yonge at Wellington Left turn Restrictions is for a period of 60 days, however, the by-law is from April 1 to June 30, 2017, in case of unexpected delays

3 Page 3 of Deployment of PVMS March 15, 2017 o PVMS to be deployed by the Region on Yonge Street, north and south of Wellington Street to advise motorists of upcoming lane restrictions o First day will be Monday April 3 to Friday June 2, 2017 o We can aim for April 1 st to start prohibition and if any problems, can delay to April 15 th. Signage to warn motorists will go up two weeks in advance. It was pointed out that this could cause a plough issue if we have inclement weather. After discussion the dates decided are April 1 st to May 30 th o Reverts back to existing on June 2, 2017 unless extended or made permanent through a decision by Aurora Council and then Regional Council Region Jamal/Tia Traffic Counts o Coordination will be done through Tia Hong who will be liaison for the Region o TMC s, ATR s, to be discussed at a later date o ATRS usually done after snow is gone and ploughs are off the road. Once completed this will be the response the Town and the Region will provide to residents when comments and/or concerns are received. Residents concerns should be tracked for the duration of the Pilot Project, so they can be noted in the final report. Open Discussion Communication plan to be set up with Steffanie Rundle and Stephanie, Communication Manager from Aurora Yonge and Wellington is a Red Light Camera intersection so dates have to be solidified in order to inform RLC. A week s notice should be fine. YRP to be notified of implementation date, and ask for their monitoring of the intersection during the pilot project.
